Walter Carr passes a hat around Sunday afternoon at a Charleston Tea Party gathering at Wannamaker County Park. The gathering was held to commemorate the group's Sept. 12 rally in Washington, where Carr said he met with '2 million of my closest friends.' The conservative political activists were raising money for a state organizing meeting in Columbia in October.
