SPARTANBURG — Two Spartanburg residents have been charged with cruelty after a toddler was found wandering in a city street.

Police charged 65-year-old William Isiah Bell and 32-year-old Damelta Renee Dewberry after the child was found Saturday.

A police report says a witness called police after she found the child, who was not injured. Bell told officers he was keeping the child until his mother returned.

Police placed the child in protective custody after they responded to the home.

It was not clear if Bell and Dewberry have lawyers.
