Voters in Folly Beach and Goose Creek decided Tuesday who will hold five council seats.
Goose Creek voters will return to the polls in two weeks in a runoff election to decide another council seat.
Each of the Lowcountry cities was voting in at-large elections to fill three council seats.
In Goose Creek, Jerry Tekac and John McCants were re-elected.
A runoff will be held April 17 to decide whether Planning Commission Chairman Franklin Moore or incumbent Sal Gandolfo will hold the ?seat.
Unofficial returns gave Moore 52 more votes than Gandolfo, which was not enough to avoid a runoff.
Also running were Steve Galik, Fred Grisham, Don Mason and Gerald Stinson.
In Folly Beach, Councilman Eddie Ellis was re-elected.
He will be joined by Sandra Hickman and former Councilman Tom Scruggs, who won a seat he previously held.
Unofficial returns show Councilman D.J. Rich was turned out by 13 votes. He vowed Tuesday night to remain active in community affairs.
Also running was Lewis Dodson. Ellis, who led all Folly Beach candidates, was elected to a third four-year term.
He thanked the voters and said they chose to keep him because he has always kept his promises.
The promises, Ellis said, involved no increased development, no property tax hikes and no expansion of commercialism.
