Filibuster keeps Senate at standstill

COLUMBIA — The Senate failed to advance major legislation on Wednesday as Beaufort Republican Sen. Tom Davis continued to filibuster the capital reserve bill, which determines what the state will do with its rainy day fund.

Davis has been pushing for the Senate to use the money in the bill to fund the state’s crumbling roads instead of higher-education needs. In holding up the capital reserve bill, Davis has prevented the Senate from tackling the roads-funding bill and ethics reform-related bills that are in queue. He is expected to continue his filibuster through the end of the legislative session at 5 p.m., Thursday.
