East Cooper voters in Charleston County Council District 1 will go to the polls from 7 a.m. to 7 p.m. Tuesday to choose between Democrat Richard Hricik and Republican Herbert Sass.
Sass emerged from a four-way GOP primary battle, while county Democrats hope Hricik can help increase their 6-2 majority on County Council.
The district covers the East Cooper area north of U.S. Highway 17 and Shem Creek -- from Tibwin Road in Awendaw to the Arthur Ravenel Jr. Bridge.
Hricik (pronounced Riss-ick) and Sass have pointed to their professional backgrounds as proof they are most qualified and have voiced similar positions on eliminating wasteful spending and keeping taxes low.
Sass, 57, is a real estate appraiser and chairman of the South Carolina Real Estate Appraisers Board, a gubernatorial appointment.
Hricik, 44, is a lawyer and former tax accountant who has served on the governing board of East Cooper Montessori Charter School.
In a voter forum earlier this month, the two differed some on Patriots Point and so-called "point-of-sale" property reassessments.
Sass said it could make sense to lease or sell some of the public waterfront land to fund maintenance on the ships at Patriots Point, and he voiced support for a bill that would eliminate the tax reassessments when properties change ownership.
Hricik said he wants to preserve Patriots Point open space at all costs, and he said he opposes a bill to eliminate so-called point-of-sale tax reassessments because of the significant revenue loss to local governments and public schools.
The seat became vacant when Joe McKeown resigned to work for U.S. Rep. Tim Scott.
