In a number of articles in The Post and Courier two statements seem to be frequently repeated.

One is the decrepit state of our infrastructure and the second, stated recently, is the $1.3 billion in additional funds available and how to use these funds.

One fact that never seems to be reported is the amount of base funds available in the current and former budgets. If the state Legislature has $1.3 billion additional, the base budget must be a vastly higher number.

This may be so large an amount that the voting public would never support a tax increase unless they were reassured the base amount is prudently spent.

What is that amount and where is it spent?
