Perhaps this has been considered, but in an effort to compromise between those that see the Confederate flag as a symbol of hate and those that only see it as an acknowledgment of heritage would the following be considered?
Replace the battle flag of the Army of Northern Virginia with a flag that only has South Carolina roots.
Surely, there is a regiment that could honor those South Carolina ancestors lost in the war while doing away with a flag that has had too many ties to hatred. Both sides need to be shown respect and hopefully the matter settled for good.
