Everyone agrees that our highways are in bad shape and that their condition continues to decline. An infusion of cash is needed. South Carolina politicians believe that their constituents are against tax increases to support highway infrastructure improvement.

Why not institute a true user fee? Add a 10-cents-per-gallon highway user fee. Provide tax credits for farmers, construction companies and other off-road users of gasoline. Exempt marinas from the highway user fee. The only people paying the highway user fee would be drivers on our roads.

Citizens pay user fees all the time. This user fee would be used only for highway infrastructure paid for by those who use the highways.
