An 18-year-old Charleston man has been arrested and charged with murder in a July 27 fatal shooting at a North Romney Street apartment complex.

Shakenth Denard Deveaux of North Romney Street is charged with murder and possession of a weapon during the commission of a violent crime.

The Team One Power Shift Squad arrested him without incident about 4 p.m. Wednesday on Romney Street, Charleston Police Department Public Information Officer Charles Francis said.

The victim was Herbert Eric Richardson, 37.

Police arrived at the Bridgeview Village apartments about 9:30 p.m. July 27 after reports of gunshots and found Richardson lying on the ground. Officials called it a violent end for a career criminal whose rap sheet spanned two decades.

Richardson had convictions for aggravated assault, assault and battery with intent to kill and intimidation. At the time of his death, he was on probation after serving about three years in prison for strong-arm robbery, assault and battery of a high and aggravated nature and trafficking cocaine.
