The call came in as a drowning, but when North Charleston firefighters arrived at a swimming pool last month, they found a 3-year-old boy conscious and alert, thanks to the quick reaction of the child's older sister and a bystander who knew CPR.

North Charleston Fire Chief Gregory Bulanow on Thursday will present 9-year-old Tianna Olivera and Michelle Becknell with the Chief's Citizen Award for saving the life of the child at the Oak Forest Village pool Aug. 1.

Bulanow will give the pair the award at 7 p.m. during a City Council meeting.

The boy was discharged from Medical University Hospital days after the incident and has fully recovered.
