North Charleston Ombudsman James Bell was hospitalized Tuesday after suffering an apparent heart attack.
Mayor Keith Summey skipped an economic development meeting Tuesday to be with Bell at the hospital.
"Our hopes and prayers are that he's going to be fine," Summey said.
Bell, 67, assists the mayor with addressing community complaints. Summey called Bell one of his major staff members.
Bell made news in 2006 when he was secretly videotaped using a key to scratch the rear of City Councilman Bob King's car as it was parked in Bell's space.
A prosecutor dropped a charge of malicious injury to personal property against Bell after he agreed to reimburse King for the damages.
