Confusion that may have hindered response time to a drowning appears evident in April 13 calls made to 911 dispatchers in Summerville and Charleston.
Sia Jarvis, 2, was pronounced dead at a hospital after being pulled from a pond off Breckingridge Drive. The site is in Summerville and also Charleston County.
After initially talking to a Summerville dispatcher, the caller to 911 apparently was transferred to a Charleston County dispatcher, who was not fully aware that the child was drowning. Both agencies dispatched vehicles to the scene.
The caller, a woman, asks how long before the responders will arrive, and asks for and gets instructions via the phone on how to apply CPR.
