In an attempt to find a compromise between public safety and business interests, the city of Charleston plans to allow carriage operators to test whether the Blue Angels will spook their horses and mules.

The companies will be allowed to put their carriages on the streets during the Navy jet demonstration team's practice runs Thursday afternoon. There will be no passengers aboard.

If the test goes well, the city may allow them to operate during other flights Friday through Sunday.
