Mike Fanning, executive director of the Rock Hill-based Olde English Consortium, a nonprofit educational collaborative, will speak Sept. 29 in North Charleston on the structure of South Carolina's tax system and the need for comprehensive tax reform.

Fanning's talk will be held 4:30-5:30 p.m. at the College Center at the Complex for Economic Development on Trident Technical College's main campus.
