The owner and operator of a Chinese restaurant in North Charleston has been charged with failing to pay federal payroll taxes and for transporting illegal immigrants, the U.S. Attorney’s office in Columbia said in a court filing.

Ji Duan Fang was identified as the owner and operator of Jade China Buffet Inc.,which did business as China Buffet at 7800 Rivers Ave.

The unpaid payroll and Social Security taxes were for wages the restaurant paid during the fourth quarter of 2010. The amount Fang owes the Internal Revenue Service was not disclosed.

U.S. Attorney Bill Nettles also said Fang broke the law by transporting illegal aliens within South Carolina “for the purpose of commercial advantage and private financial gain” from about 2010 to 2011. The undocumented immigrants worked at Fang’s restaurant, according to the court filing.

State records show Jade China Buffet was incorporated in 2007. It is still operating.
