ANDERSON, S.C. — An Anderson County magistrate has refused to reinstate an animal mistreatment charge against a Starr man.
Magistrate Nancy Devine dismissed charges against 74-year-old Daniel Black last month after his lawyer said he had not received all the information and documents he needed to defend his client.
Black was charged with four counts of mistreating animals in August 2013 after investigators removed more than 150 dogs from his 18-acres.
Multiple media outlets reported that Devine rejected a request to reinstate the charges. County officials are considering whether to appeal.
Black had voluntarily surrendered the dogs to investigators. A veterinarian who examined the dogs found medical problems with 126 of animals.
An attorney for sheriff’s deputies said the agency had turned over all the information that would have been used against Black.
