The District 115 Statehouse seat is unusual because its James Island and Folly Beach voters are neither solidly Republican nor Democrat, and they're going to have a choice again this year.

Republican and Assistant 9th Circuit Solicitor Peter McCoy said Monday that he will seek the District 115 House seat currently held by Democratic Rep. Anne Peterson Hutto.

Political observers say the district is one of the most independent in the Lowcountry.

McCoy said that he would work to reduce crime, pro- mote smart growth, improve education, create jobs and end wasteful government spending.

He made the South Carolina Association of Taxpayers' pledge not to raise taxes, he said.

"I look forward to using the next nine months listening to the concerns of my fellow South Carolinians and spreading my message of conservative-based reform and real solutions to our state's problems," he said.

Hutto said she is running on her record, which includes supporting the incentive package that helped land Boeing, as well as her work on less visible issues pertaining to charter schools, yacht property taxes and nursing mothers.

"I've learned a lot, I've made a lot of good contacts, and I look forward to continuing to serve my constituents," she said. "I consider Peter a friend. Unfortunately, we're going to go at it, but I look forward to it. I'm sure we're going to have a good time."

McCoy had raised more than $10,000 by early January, according to the State Ethics Commission, and his campaign treasurer Steve Schmutz said that number is now more than $40,000.

Hutto's most recent report showed she has raised more than $34,000 in the current election cycle and still has more than $23,000 on hand.

Hutto, a Democrat, defeated Republican incumbent Wallace Scarborough two years ago.

Eugene Platt, a James Island Public Service District Commissioner who has run for the seat several times as a Democrat, currently plans to run as a Green party candidate.
