SPA approves strategic plan

Launched during the peak of the State Ports Authority’s turmoil last winter, a now-complete strategic plan maps out the agency’s assets and how it can grow successfully.
The SPA board at its meeting Tuesday approved the plan, which sets four initiatives: market development, infrastructure development, stakeholder relations and financial sustainability.
Implementing those goals includes harbor deepening, completing the first phase of the new terminal at the former Navy base and seeking public-private partnerships.
Concord, Mass.-based firm Norbridge developed the plan with help from Halcrow, a New York firm.
