McConnell says governor is ignoring public interest

COLUMBIA — South Carolina's top-ranking lawmaker sent a scathing letter to Gov. Mark Sanford on Thursday, saying that the governor needs to quit chasing political publicity and get down to the business of finding jobs for a state devastated by the recession.

Senate President Pro Tem Glenn McConnell, R-Charleston, also said the two-term Republican governor has proved to be neither a political reformer nor a statesman who is looking out for the public interest.

The letter was the latest in a war of words between the governor and many of the state's top Republican lawmakers, a war that political observers have warned could tear the party apart.

McConnell blasted the governor.

"Time and again, you have failed to address problems in a constructive manner and proactively work with the Legislature to find solutions," he wrote. "For seven years now, on issue after issue, you have chosen to make headlines rather than to make headway and to create problems rather than to solve them."

McConnell was replying to a May 6 letter that Sanford wrote to him and House Speaker Bobby Harrell, R-Charleston. Sanford told them that last week he signed off on another $20 million loan from the federal government for unemployment benefits.

Sanford press secretary Joel Sawyer said McConnell's letter was hypocritical. McConnell accused the governor of attacking the Legislature in a letter that is an attack on the governor, Sawyer said.

"As Senator McConnell has proven time and time again, he is very skillful about trying to divert people's attention without answering the question at hand," Sawyer said. "(Sanford's) letter was simply asking whether or not they believe we should continue asking for unemployment loans."

Sanford and legislative leaders have been feuding for years, but the situation was exacerbated in recent months with the governor's refusal to draw down federal stimulus money to sustain government services, despite the Legislature's urging.

Sanford wants the money to pay off debt.

Pat Caddell of Hanahan, an expert on public opinion polls and a Democratic strategist, and Clemson University political science professor and Republican political consultant David Woodard both said Thursday that if the Republicans don't watch out, they could end up as South Carolina's minority party.

"You ever see 'Animal House?' You know the food fight in the cafeteria? That's what they remind me of. I just can't figure out which one is John Belushi," Caddell said.

McConnell takes the tray and throws it.

"The public relations war you have been waging against the General Assembly, even with members of your own party who have tried to work with you, is simply not productive," McConnell wrote.

"While the attacks you have launched may have been intended to build your national image as a reformer, in the final analysis, the work of a true reformer is measured not by words or TV ads or by press releases but by what he or she has been able to accomplish."

Sawyer noted that it was McConnell, not Sanford, who made the letters available to The Post and Courier.

"We just chalk it up to more of the same political games from Senator McConnell," Sawyer said. "We would appreciate an actual answer from them at some point."

Caddell said the infighting between Sanford and McConnell, Harrell and lead Senate budget writer Hugh Leatherman, R-Florence, makes the argument for a Democratic alternative.

Perhaps the fight reflects that those in charge do not know what to do about the crisis that faces the state, Caddell said.

"This is how majority parties get overthrown," he said. "In watching Columbia, at the top levels, I see a lack of a sense of urgency. I understand why Michigan is No. 1 in unemployment. Somebody's got to explain to me how South Carolina got to be No. 2, or 3, depending on the month."

Woodard said Sanford and the Legislature are war weary at the end of the session and under enormous pressure. He said the Republicans must be careful not to lose a foothold, but the fight also opens up the door for a new GOP uniter to take the governor's office when Sanford's term is up in January 2011.

"The real losers in a bitter battle like that, that's not partisan, but personal, is the people of the state," Woodard said. "This stalemate and finger-pointing really isn't going to accomplish anything."

Rarely do I ever agree with Sen. Glenn McConnell, but I absolutely support him on this. Mark Sanford is a CLOWN and a true embarrassment to this state. For the past 7 years, NOTHING, repeat NOTHING has he accomplished for this state except getting publicity for himself. His spokesperson blames McConnell and everyone except the real culprit, Sanford. If he had done anything for this state, WHY are we No. 2 soon to be No. 1 in UNEMPLOYMENT in the U.S.? WHY are we No. 49 out of the 50 states being at the bottom of education in the country? He FOOLISHLY will NOT accept the stimulus money in education for this state, but the taxpayers will STILL pay when the money is allocated to another state. This CLOWN and an embarrassment to the state only CARES about HIMSELF! He LIES about the future generation to cover up his own hypocrisy while trying to use this for his 2012 presidential primary. He will NOT even win his OWN state in a primary! He talks about the children future by not accepting the education stimulus money, but if your house is burning now Gov., will you REFUSE the Fire Dept. to put it out or return next week? This man is a Multi-Millionaire for those sticking up for him and could careless about you, me, or anyone else in this state for that matter.

But what has McConnell done besides build a civil war memorial and befriend Robert Ford?? I agree with the statement if the repubs are'nt cafre ful they could be the minority party, SOON!

In Columbia, people get things done by building relationships. Mark Sanford has failed to understand the basics of How to Win Friends and Influence People. He has never tried to work with anyone, just as he did in Washington. He has failed to understand the plight of the unemployed and our school teachers, many of whom have no contracts for next year. The result is lots of sound bite ideology that people agree with, but NO RESULTS. The state cannot afford to continue grinding to a halt. What a waste, a sad and dismal failure.

What's wrong with paying off SC debt so we don't pay double interest? We're paying on the current debt and we'll be paying China interst on this "stimulus" money too. PAY ONE OFF, it reduces balance interest. Then, if you need more money, SC's credit rating will be better and we'll be able to borrow at a lower interest rate.
I'd bet dollars to doughnuts most folks against this don't pay off their credit cards every month and pay interest on their balance. Some probably cash advance on one to pay the another.

Wow. The Gov. wants to "reform" the unemployment agency (i.e. take control of it) because they didn't warn anyone that unemployment was rising in SC during most of his term. And I guess they should have also predicted the most significant economic crisis since the Great Depression.

McConnell is 100% right.

He knew that lenders crush borrowers and make lenders rich.

"Sanford wants the money to pay off debt." - everytime the press reports this, it needs to point out it is this very ESC debt that Mark is so crazy to pay off - the "debt" he's trying to blackmail the legislature with. He might want to just wait until people stop being laid off at record numbers and know the total amount before he starts worrying about it. Given our crisis, the Feds may even forgive this debt that many states owe in trhe current crisis.

Hey, don't you love how Mark tried to keep this latest application for ESC money secret? It was just December when he was all over the national media saying he wouldn't apply to keep the program funded. That showed the people of SC how he does not care if they feed their children or keep a roof over their heads.

Wow, do you think that may mean Mark might be capable of learning from his mistakes? Too late, buddy.

McConnell can point fingers and grandstand all he wants (something about the pot calling the kettle black may be apropos here), but the reality is that he and Harrell have had the power to make this state live within its means and put some money back for this incredibly long rainy day for the past several years. The fact that they've chosen not to do so, at the expense of the citizens of South Carolina, can't be blamed on Sanford. Do I think it's ridiculous that a governor and legislative leaders of the same party can't find some way to work together? Of course. The reality is, though, that collaboration is a two-way street, and all McConnell and Harrell have been trying to do over the past several years is keep Sanford "in his place," i.e., subservient to the all-powerful General Assembly. For a grandstanding McConnell to call Sanford out now, this late in the process, is remarkably hypocritical and borderline asinine. They're all to blame, and South Carolina loses as a result.

Sanford shifted the tax burden to the middle class under the guise that it would create jobs while statistics prove that it does otherwise. Mainly because of this shift, we didn't generate enough revenue to provide basic government services causing us to go into debt and now Sanford wants the federal governemnt to pay for his mistakes! Yet, we still are myraid with one of the highest unemployment rates in the country, I guess so much for "trickle down economics". Sanford has done little to nothing to invest into the future of our State as we face a global economy, on the contrary, he has criticised the government when they have done so. Now, Sanford has the opertunity to invest jobs and better the future of this State on taxes we will still have to pay back anyways. Sanford's idiocy stems from the fact that like many of YOU, has HIS IDEOLOGY SO FAR UP HIS BACKSIDE! That he couldn't rationalize a pragamtic thought even if his life depended on it. Now he is putting the livelyhooods of thousands of South Carolinians in jeapardy and FOR WHAT???!!!! HIS SCREWED UP IDEOLOGY!

BTW I like many working class people went to College on money that I didn't have to better myself in the long run. For those of you that already had enough money, it called investing for the future, a concept that Sanford and apparently many of you seem clueless about how it works!

Mark has been "working" to give himself PR. He has aspirations of being president one day. What he doesn't realize is that he has "pizzed" off most of the state. You can't get into the White House (now the Dark Tan House) unless your own state will support you. I will never again vote for Sanford. Glenn is right - he is putting his own PR ahead of the interests of the citizens of S.C.
The stimulus money is meant to help states who are losing tax base during this economic downturn. We will have to repay the money even if we do not receive it. Why not help the education and law enforcement systems and help educate the children and protect the citizens? This seems so elementary to me. If I had a vote, would I have voted to have a stimulus bill at all? No. But I didn't get a vote and it exists. USE the $%%$# thing and quit trying to get free press!!!!

While its good to have an ideolgy not to spend money "you don't have" the reality is that the stimulus plan has already been passed like it or not. That money is going to get spent by somebody regardless of what has been said about it being earmark for SC only blah, blah.

We just had a story a few months back about how all the SC school buses were falling apart.... and we don't need to spend money on education?

One more question/comment. Earlier posters have made reference to SC being 49th in education. I have heard this before and I'm not impressed with what I've seen from SC scools but I have NOT been able to find any statictics that rank states. Anyone that has a link to a source that ranks states for education, please provide the link in your post.

Mark Sanford is doing the right thing in that he wants to use the same portion of the stimulus funds to pay off current debt instead of building security huts and having an army of security people at the state house. This I agree with.

Someone mentioned that SC was 49th in education as if it was Sanford's entire fault. LOL, SC has been 49th in the union ever since Moses broke the Ten Commandments. This means SC has been 49th long before Sanford was ever voted in office.

But to get back on topic, I really don't believe that Mark has ever been about PR but to look out for what he believes is the best interest of South Carolinians.

It amazes me that people think it is ok to bail out failed businesses, bad decision making and pay entitlements, in general, to people that just wake up and breathe while doing nothing else. What ever happen to responsibility?

However, since the Feds have spent all and then some, plus IOU's already and we all have to contribute to the big pay back. Mark should take the stimulus, but stick to his guns on what the money should be used for.

This state main economy is tourism, yet the City does not want cruise ships and Myrtle Beach does not want the bikers! hmm

The problem is we need more politicians like Sanford who aren't afraid to make the tough decisions. Both Democrats and Republicans simply are afraid to make the right decisions on spending. We could get more politicians to make the right decisions if we had term limits. Until that happens (and I don't hold out much hope of this happening) the majority of politician's primary goal will be to get reelected which means spending more money to keep people happy in the short term. Sanford is correct on this issue in my opinion and is in line with how he has always voted or governed.

Since I am multi tasking and write these threads on the fly I am sure they have grammatical errors, I know, no excuse I should be more thorough on my proofreading, yet spelling not my forte and we all have are weak areas.
Yep, focusing on a tourist economy only helps the coast and not most people in this State. If we had done what NC did 30 years, an area that had similar demographics to us, and invested in our State's education, both post and secondary, we would not be relying on an economy that focuses on tourism and an unsustainable housing boom. The type of economy that is hurt by an economic downturn, but it does not take much of an education to serve food, clean rooms and mow golf courses. Yet, it not too late to start, but with the buffoons in Columbia I doubt that will happen any time soon!

Clearly everyone posting hasn't taken some time to read the letters between Sanford and McConnell. Our governor is already signing for a $20 million dollar federal loan each week to pay for food and shelter for unemployed families throughout our entire state. Consider how long he's made sure our state's unemployed population gets what they're entitled to since Sep 2008: that's soon to be 40 weeks. Multiply that figure by $20 million dollars each week and those pushing for Governor Sanford to apply for $700M may begin to realize how a shot of $700M isn't enough to reverse or slow the momentum of economic slowdown that $800M (with more on the way) has been unable to accomplish.

As a former lobbyist in Columbia, I can assure all of you that special interest groups will ensure only a small percentage of the $700M will materialize as benefits for lower income families who've been conned by politicians active in throwing tar and feathers at Governor Sanford.

Just remember one thing: everyone's giving you lip service about the $700M until YOU get YOUR CHECK in the mail.

I would be curious to know how much of this debt our governor wants to pay off was generated during HIS tenure. I didn't support the stimulus plan when it passed through Congress, but we are now stuck with it, and all of the strings attached to it. We will be paying taxes on this money for the rest of our lives whether we accept it or not. Why should South Carolinians pay taxes on money that is going to help some other state's economy? At this moment, the steel mill in Georgetown is closing, hundreds of teachers may find themselves without jobs next year, yet our pigheaded governor continues to fiddle while Rome burns. Either he is the biggest fool to ever hold the office of governor of SC (and we have had some doozies), or he is nothing more than a self-serving, egomaniacal politician who thinks he can walk into the White House by stepping on the people of South Carolina. Here's hoping he commits an impeachable offense soon (if he hasn't already) so we can put him out of office and our state out of its misery.

The one thing that I do have a problem with is paying for something that I never received. I guess it's like UPS dropping off a free gift from Bloomingdales to my neighbors, but I'm being forced to pay the shipping and handling charges. So since you guys seem to think this is all good, then I'll just quit paying my bills and eventually, you paying folks(you all know how they pass these type situations on to the customer) with all this money won't have a problem when you see "your portion due from worldwide delinquency" on your statements that you no doubt pay in full each month. If indeed you were REALLY a quote, unquote, "lobbyist" in Columbia, you either a) intentionally spread misinformation (likely) or b) were too lazy to actually read the legislation for which you lobbied for or against (also likely), or c) both (most likely).

The State Fiscal Stabilization Fund Program portion (i.e., for SC, the $700M) of the American Recovery
and Reinvestment Act of 2009 is not about giving any benefits directly to any citizen, regardless of which income bracket they may be in or to any "special interest group".

It simply provides funding for government services (i.e. public education, law enforcement) that are already in place...i.e., no new services/programs. This is in direct contrast to the rest of the $2.8 billion that the governor has already accepted. The ristrictions on what the funding can be used on are fairly rigid, and actually provide the Governor new controls for spending that he doesn't have now (e.g. caps on tuition, etc.).

Now...I don't know about you, but I would think a good portion of teachers in this economy could be considered of "lower income". In that case then it would be only fair to say that this legislation benefits them by allowing a huge number of them to stay employed...to say nothing of the benefit that provides to students.

Look...I'm as angered as the next guy over the whole stimulus package. Sanford was right about trying to block its passage. But unfortunately it is done. It is now law. And no matter how he or anyone else tries to spin the numbers the fact of the matter that there are far more economic and taxpayer benifits to keeping someone on the taxrolls as a taxpayer than there would be from a miniscule decrease in annual debt service requirements. Even then, such a decrease would be only temporary as we'd need to add more to our federal loan for unemployment funding.

So please, at least read about the actual legislation first rather than spouting off about what you
