COLUMBIA — Gov. Mark Sanford is not going to bend to criticism that he has put political aspirations above the needs of a desperate state by changing his mind about rejecting $700 million in federal stimulus cash.

The two-term Republican governor is standing firm in the face of mounting pressure that includes a New York Times editorial published Sunday that called Sanford's actions reckless. The governor's controversial stance, which has won him kudos from the country's conservatives, is not the first decision that is not popular with the "left-leaning media" and won't be the last, Sanford press secretary Joel Sawyer said Monday.

The decision, however, also is not popular with the state's Republican legislative leadership and many South Carolinians, who are urging Sanford to accept the money Congress set aside for the state to help balance its budget over the next two years and jump start it out of recession. The governor has until Friday to request the money.

Kate Darby of Mount Pleasant sent out e-mails to hundreds of contacts Monday to try to gather as many people as possible for a rally this afternoon at Brittlebank Park to ask Sanford to take the money.

Darby, who is president of the East Cooper Parent-Teacher Association Council, said she is very concerned about what will happen to Charleston County public schools without the stimulus money. Education needs in South Carolina are desperate, she said.

The fact that the governor is standing by his principles is understandable, but the decision was made in Washington, and taxpayers here will have to pay back the money whether the state spends it or not, she said.

"By making that point, he is making his citizens suffer, and that's not what a governor should be doing," said Darby, a self-described independent. "Be principled all day long, but you don't hurt your citizens to do that. When the people speak, I hope he will be listening."

Sawyer said that the governor is open to taking the stimulus dollars so long as the Legislature uses it to pay off debt. Sanford's name is being floated in political circles as a conservative savior for the 2012 presidential race, but the governor has dismissed claims that he is posturing and calls on doubters to research his consistent 15-year track record in politics.

House Speaker Bobby Harrell, R-Charleston, said the governor is signing off on more than $2 billion in stimulus cash that is coming to the state for many different purposes, such as $50.5 million to improve energy efficiency in public buildings and $59 million to make homes better able to withstand the elements. Meanwhile, Sanford is refusing to request the $700 million in budget aid, which is primarily aimed at helping public schools survive the recession.

Harrell said given that, Sanford's motives surely are about something other than philosophy and more in line with making national headlines.

Sawyer said Harrell should stop the political attacks and look at the facts. The governor only has power to accept or reject the budget aid and signing off on other funds set aside for South Carolina in the $787 billion American Recovery and Reinvestment Act is nothing more than procedural.

The governor encourages taxpayers to call their senators and representatives to urge them to work with Sanford in drafting a budget that keeps core government functions intact while spending $350 million each of the next two years to pay down debt, Sawyer said.

The White House twice denied Sanford's request to use the $700 million in state budget aid toward debt. Legislators had intended on relying on a provision in the federal stimulus package to bypass the governor and take the money, but in the past two weeks the provision has been called into question.

Rallies in Charleston and in Columbia have been planned to urge Gov. Mark Sanford to sign off on $700 million in federal stimulus cash before Friday's deadline:

• A group of concerned residents are gathering for a rally at 12:15 p.m. today at Brittlebank Park across from the Charleston Workforce Center at 176 Lockwood Boulevard.

• The S.C. Progressive Network, a coalition of activists who push for social and economic change, is planning a rally from 5:30 to 6:30 p.m. Wednesday at the Statehouse.

Attorney General Henry McMaster could issue an opinion today that will advise the legislators about whether they can request the money without Sanford and be on sound footing in case the provision is challenged in court.

On Monday, Senate budget writers met into the night to write two versions of the state budget, which will take effect July 1. Senate Finance Chairman Hugh Leatherman, R-Florence, instructed the budget writers to cut $370 million from the House-passed budget, including $161 million from public schools and $44 million from higher education.

Leatherman warned the governor in a two-page letter sent Thursday that rejecting the stimulus money would create "absolute chaos" and harm South Carolina families. He wrote that thousands of teachers and school employees would be laid off and college tuitions would increase by double digits without the cash.

Sanford responded Monday to Leatherman in a four-page letter. The governor wrote, "Both you and I know that it's your committee's very decisions that could have taken our state down a more responsible path in years' past, and this year you could still avoid any and all lost education jobs that you so ominously foretell. It's your pen, not mine, that has in large part brought us to this point today."

If left up to Sanford, the state budget would not have a $700 million hole over the next two years that could only be dealt with by taking the drastic measures Leatherman describes, Sawyer said. The governor would start by going back to his $5.8 billion executive budget that was able to fund base government services responsibly without taking a dollar in stimulus funds.

Senate leader Glenn McConnell, R-Charleston, said the governor's actions are classic Sanford, in the way that he is pushing blame back on the Legislature to deflect criticism that he is mishandling the situation.

"It is a very simple issue to me," McConnell said. "It boils down to plain common sense: We should take whatever money is offered when there are no strings attached because we're stuck with the bill anyway."

Whatever Sanford says should be followed by all of South Carolina's legislators without question. The people support Sanford and his conservative ideals but the politicians support spending until catastrophe results. Politicians feel that not blowing money is wrong and un-American. It is more important to save what is left of our country and our incomes than catering to liberal propaganda via the liberal print and TV media.

If more people in this country lived within their means and the other half stopped relying on goverment for their livelihood, we would not be in this mess. What Sanford is trying to do is the right thing.....and more people need to start restructuring their home finances just like he is trying to do with state goverment finances. You can't spend your way out of this people....and you goobers who can't keep it straight, investing is not spending. See, if we let the gov't bail us out, we don't have to admit we can't manage our home finances or our state gov't....Give up the house you can't afford and stop making excuses why you suck managing your budget. South Carolina Governor Mark Sanford belongs to a dying breed.

We're not talking here about fiscally conservative Republicans -- he'll probably have to buckle on spending $700 million from the Feds that he would rather use to pay down the state debt.

No, Sanford is something far more rare and far more precious than the fiscal conservative: he belongs to a species of mammal that once ranged proudly from the desert foothills of the American Southwest to the swamps of Florida. It was known as "the real estate speculator," and for many months their increasingly infrequent sightings have been confined to dollar stores and bankruptcy courts.

But not Governor Sanford! He's alive and doing fine.

He bought a house on Sullivan's Island in 1997 for $482,500 and is now selling it for $3.5 million. Sure, 12 years of ownership and a full renovation make Governor Sanford a little different from your average house-flipper.

Unlike your circa-2006 real estate goon who would take an ugly little stucco ranch, slap some paint on it, install granite countertops and stainless-steel appliances from Home Depot and charge an extra $150,000 to the next sucker who wanted to buy it, Mark Sanford has at least legitimately classed up the joint. Heck, he probably even lived in it, or vacationed in it or whatever.

Speaking of: this 4,500-square-foot palace has a weekly vacation rental license, which means it probably wouldn't even be that hard to pay the mortgage. In the summertime, at least.

And thus we arrive at the solution to all of South Carolina's budget woes: Sanford donates his house to the state for a tidy tax deduction. The state rents the house to wealthy out-of-towners for $500,000 a week. They'll pay off the state debt in no time.

Why don't you check the unemployment rates in VA, MD, DE, MA PA, VT, ME, etc and compare to S.C. You may also want to compare ave education level of the residents in each state. Also compare ave income in each state. Also compare the ranking of K-12 schools and higher education. I believe SC is last in every category. So, what is your point about the north again, lol

On the surface, it sounds like this money would help "fix" problems that we have. But, once you dig into it, you realize that this will only drive us deeper into debt in the long run. The money is to fund programs for two years. After that, it is up to the state to fund the programs. We don't have the money now, and we most likely won't have the money in two years. So, your programs that you people are fighting for are temporary. If the governor doesn't accept the money, he is doing the best thing for his state. If he does and we spend the $350 billion a year for the next two years, the state is responsible for the $350 billion a year after that to keep the state programs. How is it that that can make sense to people? How is it that you can be conned by a president that quickly? Read the bill. Read the consequences to the states in the future. That is why Sanford is against this money. Spending the money on what Obama wants will only hurt the economy right now. Spending is why we are in this mess. Wake up, people!

South Carolinians are going to be paying the bill for this whether Sanford takes the money or not. If South Carolina does not take the 700m it will go to another state, and we still will be paying for it. The horse has left the barn, the bill passed through congress, the money is allocated. Wachovia bank refused to take money from the Government, so why can't a governor. Neither one liked the way the government was telling them how to spend the money, it is their choice. As for education spending in S C. We spend about the National average per student on education yet we get the worst education of any State in the Country and most of you want to spend more! That makes a lot of sense and I'm glad ya'll don't do my shopping. For years when S C ran a budget surplus Sanford begged the legislatures to save for a rainy day and they didn't so here we are. Most of you wanting to spend this so called stimulus money didn't do a thing to earn it let alone deserve it! I've never seen so many with hand outstreched wanting to spend money they don't have and didn't earn. We have truely become the Me Me Me generation. It's all about Me! Give Me free education! Give Me free health care! Give Me, give Me, give Me! Most of you would starve to death if forced to survive on your own. If more money is to be spent on education at least hire more armed guards and flack jackets it's the least we can do for the children! Ya'll are brilliant!

The Republican philosophy is based on limiting the intervention of government as a catalyst of individual prosperity. Taxes and Government Spending

I wish some one could explain hor the $700 million Sanford is not getting will create one job? They say it is going to education. We are last in education and money has not solved that problem yet. Most of the stinulus money is for raises in social program benefits. Only about 20% is for construction. If you go to the different jobsin building and road construction ,the workers are illegal aliens. These businesses can pay them $10.00 per hour with no deductions( no unemployment, withholding, workers comp.). The contractors make huge profits and make large payoffs to the Legislators reelection fund. You can not spend your way out of debt, if you could they would give everyone a credit card with no limits. They give you people billions in stimulus(crumbs) and give their buddies Trillions of dollars. Who is getting jobs? Who is really getting money? Who thinks this spending our way out of debt will really work? Vote your selves into SLAVERY.

The Governor is correct in that unlimited deficit spending by the gov't. can have dire consequences later in the form of inflation, and this 'money' will have to be repaid one way or another. But I think the Guv'nor is being penny wise and pound foolish in this case by placing fiscal ideology before practical concerns in the current fiscal disaster.

I recently heard a nationally known financial advisor lecturing that individiuals in this economic climate should make only minimum debt payments and use their remaining financial assets to take care of monthly bills, and even save a bit!

Gub'ment finance is a different animal than personal finance, and there is a place there for limited deficit spending to get through the crisis. We need to limit our "new" debt, but we have dire needs in the community, e.g. education and health care for citizens, that need help now.

The Gub'nor and the Legislature both need to get off their bully pulpits, and start working together to serve the dire needs of We the Peeps! Then they can start to work on a plan to right the state's financial ship, which was in trouble even before this national mess took over everyone's attention.

For all the people calling for Gov. Sanford to 'use the money', please note two things. First, this isn't really money it is debt and along with the other debt spending in the budget, bailouts, etc it threatens the stability of our currency. This is no joke, our debt to GDP ratio is moving in the direction of 3rd world countries. Second, before you stand on the assertion that money = education improvement, please consider that the spending in Charleston County is about $14,000.00 per student per year or about what you pay at the best private schools in the area. So is money the real issue?? Multiple bonds for construction and constant spending increases have not made a dent in our national standing.

I encourage you to really listen to Gov. Sanford's ideas and plans. His principles have not changed since he ran as a congressman in the early 90s. Paying off the debt will save us millions in interest, coupled with smart spending and tax restructuring will best position the state.

By the way, if you want to improve education - turn off the TV and work with your kids on their studies. Quit blaming the government for your laziness as a parent. Parents are the best teachers of their children regardless of the quality of the schools. Even though I am not an Obama fan, I appreciate his accomplishments as a person which he greatly credits to his mother who woke him at 5am each morning to study before school.

My sis (Masters) teaches Honors English in one of the best middle schools out of a goddamn TRAILER, which farts unknown gasses which cause her and some of the kids to have headaches.

Here's the gov's argument on March 20th:

"$700 million - to pay for past promises made by state government. Doing so with debt related to education would free up over $162 million in debt service in the first two years and save roughly $125 million in interest payments over the next 13 years ..."

I would suggest that the gov use the stimulus money to take a math class.

We give $700 million to another state and save $287 million (162,000,000 + 125,000,000) over thirteen years.

So now our total bill is $413,000,000 (700,000,000 - 287,000,000).

Does this make sense in terms of governing for the future?

I only wish the gov would move his office into my sister's trailer for a day.

BTW: Yes, she and her fellow teachers are being held accountable. Laptops and new software progs are introducing new accountability standards, new metrics which are beginning to have an effect. South Carolina's educational system is improving, but it needs imaginative leadership, not political roadblocks.

Basic economics- you can't spend what you don't have... The government/media are spending money that is not "real". We don't have it... The education system needs to be fixed-agreed. But we must work within our means to make this happen. Learning begins at home not in public or private schools. I have two boys in public schools ages 13 and 8 and both are doing very well (both on honor roll). My husband and I follow them very closely and actually communicate with the teachers all year to make sure they are learning the needed concepts and reinforce them at home. What are parents doing to improve the
"broken" system? I wonder if this is related to the "broken" home more than the broken system? And yes, I am highly motivated to better myself. Only one of my parents even has an associate degree, so its not that either. I am educated, married, work full time, and continue to go to school. And I do not spend money I don't have.

The Political 'Slight-of-hand' manuevers continue. Most everyone states why we should or should not take the money...most explanations make sense. Villifying individuals for their stance is just what they want...don't look at the issue, look at the individual's and call them names and then argue with each other, ad nauseum.

The Stimulus Bill is either right or wrong. If you think it's wrong but decide to take the 'wrong' money, it doesn't make the decision any less wrong.

The arguement we will have to pay it back anyway has no merit on this decision. This Administration is going to make you pay regardless of your choices. So do you compromise what you know to be right just because doing right is going to be painful? Why Govenor Sanford has taken his stance is a diversion from the central question of, 'is his position based on an honorable deportment regarding the money'?

I believe if you think some of the money is wrong, then all of it is wrong. Forget the $700M; turn down all of it and do what our forefathers did...dig in, work hard and pay your bills and make do with what you have until you're done.

What good is a one year bump in budget? Are we going back to 2008 levels after the 'bump'? What good is all of this if we're paying $10.00 or $15.00 for a gallon of milk in a year? You have to understand how scary and bad it will be to have hyper-inflation. This is no joke, it has happened many times in history. It destoys economies and punishes the poor. It is caused by printing money out of thin air and dumping it into the economy.

You think we're talking about taking free money or not, I'm talking about the need to stop a coming disaster. I am talking about groceries that cost you $100 now costing $200 in the blink of an eye. The dow dropping by 50% only effects people who have investments, the price of everything going up by 100% will effect everything.

Please look at the larger picture.

As far as stimulus and payback...I drive a 10 year old beaten up car and skip vacations. At the same time I am averaging (over 4 years) about $45,000.00 per year in federal income tax as I work 80 hours per week trying to build a stable business and create long term jobs. I base my opinions on the belief that I know more about what really stimulates the economy that those reckless knuckleheads in Washington.

Credit Obama, Pelosi, Reid, et al., for painting Sanford and other fiscally conservative governors (not all of whom are Republicans, by the way) into a corner on this one. As a fiscal conservative, what disappoints me is that Obama did not outline a single good reason for denying either of Sanford's requests to use the money to pay down state debt; instead, he simply used the authority of his position to reinforce his big-government mantra. Never mind that paying down state debt, particularly in these economic times, is the most responsible thing that any state could do with the money; that's not an important consideration.

What's more, the supposedly Republican-led SC legislature (you know, the body that actually creates and passes the budget) bears more responsiblity (and if they had any scruples at all, a deep sense of shame) for the budget mess and attendant problems with education, infrastructure, etc., than Sanford ever could. That they support this porkulus fiasco is galling; that they have considered circumventing the Constitution in order to access the federal blood money is damning. As far as I'm concerned, the entire bunch should be tarred and feathered and run out of the state on a rail for showing how easily they can be bought. They're worse than incompetent, because they have no idea just how foolish they are.

The very fact that the New York Times is trying to do a hatchet jog on governor Sanford is an indication that he's on the right track.

The Southern Education Foundation makes pie in the sky predictions based on what they percieve as the right path to take relating to the stick it to us monies.

Cute little graphs with idealistic projections indicated do not represent real anything except the wishful thinking of some bean counter.

I'm sure similar graphs could be formulated that would emphasize the horrific effect of a debt growing at an exponential rate. Those unfortunately would be based on numbers that can be easily understood by most, even with only a limited math background and it's hard to make those kind of numbers lie.

Well maybe that small percentage that couldn't figure out what an adjustable rate mortgage was might not get it but then they probably think the NYT is a creditable source of information so they're in never never land anyway.

You can't spend what you don't have. All the fed is doing now is printing more dollar bills, which will eventually bankrupt the nation, make inflation soar, and cause our dollar to be worthless. Whatever money the government is using for their stimulus packages is NOT money taken from its coffers, which are supposed to procure it from the actual production sectors of this country: the hard-working people like you and me. The money the fed is printing is just paper, not based on any significant commodity like gold or oil. In other words, they are writing TRILLIONS of dollars of IOUs that our grandchildren's GRANDCHILDREN will be paying for!!

Sanford is making a choice on pure principle that you can't drive yourself further into debt on the gamble that it might stimulate more jobs. It's plain fiscal conservatism, and that strategy has ALWAYS worked. If you people want to suck on the government teat, GTFO of this state and move up to your idiot utopia of Michiganistan, Connecticut, and Massachusetts (home of Mr. Grabby Hands himself, Bawney Fwank)! There'll be plenty of other serfs with you in those sections of the USSA, dumping a case load of dollars for a loaf of bread.

We're trying to get a new teacher hired for the overcrowded school my daughter will attend. But it ain't going to happen unless there is money - borrowed or not - to pay for that teacher. Instead, the class will be too full. The teacher will be harried and overworked trying to discipline too many kids and the educations of every kid in that class will suffer for it. If my money is going to be used anyway, I want it to go to a teacher in my state, and preferably in my school zone. Sanford will be laughed off the national stage if he tries for national office. He makes Sarah Palin look like Stephen Hawking.

What would really be great is if we could just swap Sanford and Obama in their present roles.

But in the real world, we have a governor who understands the dangers of runaway debt and a president who can't construct a coherent sentence without a teleprompter to guide him.

Oceanlover, the problem with your argument is that regardless of how much of our paycheck is going to the fed, the "stimulus" money is not actual money we will ever see. It basically is a sum of IOUs written in printed currency, NOT currency generated from tax revenues. Sure, if we are getting taxed to oblivion by the fed, it is natural to think that the federal stimulus should not be withheld from our state, because supposedly, it's "our" money. However, this is an easy falsehood that the mainstream media and Obama administration perpetrate as common sense, when it really is pure propaganda.

It's money that doesn't EXIST. It is money that the government, quite literally, conjured out of thin air. All accepting the stimulus will do is make the state even MORE dependent on the federal government, depreciate the state's sovreignty even further, and prolong the recession and unemployment rate in SC. You say this money should go to education; well, wasn't this money supposed to go to infrastructure?! As it has been stated before, simply throwing money at the education bureaucracy is not going to help it...SC already does this. There are also other considerations for SC low scores: testing in other states is not as stringent as SC, SC also tests mentally handicapped and deficient students and includes their scores in the final results, and teachers in SC are not allowed to help any student with questions while other state teachers do.

The education problem is not stemmed from monetary problems; there are far many more causes for it. Simply destroying this country financially will not help education anymore than make more jobs.

Members of our state legislature are quick to react to what amounts to another credit card account to fund programs its members know can't be sustained by existing state tax revenues. Governor Sanford knows the vast majority of our state legislature will drag their feet throughout their terms in office when asked to figure out how to pay for accumulated debt, ignorantly passing the responsibility to future generations of legislators and taxpayers.

Both Clyburn's and McConnell's intentions should be up for scrutiny. Who wants to start investigating their political ties to construction (transportation infrastructure) and consulting firms (improving educational system through analysis studies) throughout the state that stand ready to benefit from this $700 million federal loan? Yes, it's a loan everybody and not free money like both of these elected officials are marketing it as to win the hearts and minds of us taxpayers.

What both Clyburn and McConnell are NOT PREPARED to explain are how both intend to pay back the $700 million loan! Any data/evidence they provide must factor in recent declines in state taxpayer revenue. Will either of these men be in office to SERVE AS EXAMPLES to our state's future working population on HOW TO MANAGE CREDIT or will we continue to have elected officials like both of these men continue the STATUS QUO OF RUNNING OUR STATE DEEPER INTO THE RED?

Think about the loan Governor Sanford already applied for to SAVE OUR UNEMPLOYED! Our Post & Courier reported this expense as costing our state nearly NINE MILLION DOLLARS PER WEEK! Do the math and our state's financial situation may make headlines much like AIG. Who will bail out our state unless we take responsibility now?

They built a new high school on Johns Is. a few years ago to IMPROVE education. It costs millions and the price per child now runs 22,000 a year per child to "educate" them in this district. Guess what? The drop out rate is(still increasing) 53%, leaving only 47% to graduate with a 70% illiteracy rate. Many of these otherwise bright children could have become productive citizens with VOUCHERS and Transfers to good schools. All of which are programs supported by Sanford. Too late now... they have become unemployable or barely so due to yet another fine same old, same old (way above the national avg $/child)SC education. CHANGE THE SYSTEM NOT THE $'s. Sanford is right, the schools and SC will not be able to sustain massive expenditures after 2 years without getting a handle on our debt first and the school system as it stands now.
