Zumalt joins call for reform

Issue critical in battle against crime, police chiefs say

North Charleston Police Chief Jon Zumalt joined other chiefs Thursday to highlight their view that immigration reform is critical to maintaining public safety.

Austin (Texas) Police Chief Art Acevedo and Topeka (Kan.) Police Chief Ron Miller joined Zumalt to say that immigration reform is needed to fight crime now. They also said any reform should not rely overly on local police to enforce federal immigration laws. Such a step would only break down trust between police and those they serve, they said.

Zumalt pointed to a March crime in which illegal immigrant Orlando Benitez was shot and killed in the Hawthorne City mobile home park by a gang of thieves who rifled through his pockets as his 5-year-old daughter watched.

Three have been arrested in the case, but Zumalt pointed out that the crime shows how illegal immigrants often are being targeted.

"That's victimization, and I'm not going to allow anyone be victimized in my community, regardless of their status of immigration," he said. "If I'm going to be asked by someone to step in and enforce immigration laws, those folks are going to hide from us and yet they're still going to be victimized. I'm not going to tolerate that."

The chiefs' conference call comes one week before the White House has scheduled a meeting on immigration reform.

While the lack of immigration reform encourages criminals to prey on immigrants, many of whom are Hispanic, the larger community has a stake in stopping this crime, the chiefs said.

"We have the potential of losing the only witness who can provide the license plate of a kidnapper or a terrorist who might do harm to us," Acevedo said.

Miller said if undocumented persons commit illegal acts, "they should be prosecuted just like anyone else and deported, but if they're victims of crime, they should receive the same investigative support that anyone else would receive. The problem is, they won't talk to us."

Zumalt said both he and North Charleston Mayor Keith Summey are trying to build bridges with the city's illegal immigrant community, with some success, but the problem remains. Previous estimates have placed undocumented workers in South Carolina at about 75,000, but the number could be much higher. There are an estimated 10 million to 20 million nationwide.

"In 2007, I had the 10th most violent city in the country," Zumalt added. "That was largely because of street robberies and shootings, and many of the victims were illegal immigrants."

This is the problem. Our politicians and police chiefs will not put tough pressure on Washington to enforce immigration laws in effect and send illegals away. They want to give in by letting illegals stay here and assimilate with "reform". "Reform" is another word for amnesty. The victims are U.S. citizens who lose work to illegal aliens working under the table and pay for their healthcare and welfare. Jony Z. needs to get in the press and say N.Charleston will not be a sanctuary city and that illegals exist here at their own risk instead of calling for "refoooorrrrmmmmmm". America is just not tough anymore and that is why the world laughs at us. Jony needs to tell illegals to get out of Dodge.

So wait - this should apply to any other criminals who are victimes of crimes then too, right? Drug dealers should be coddled so that they will feel comfortable talking to the police if they are robbed, correct?

OF COURSE NOT!

You hunt down and arrest drug dealers, but you also investigate and arrest those who murder or rob them.

Similarly, you need to hunt down and arrest illegal immigrants and also investigate and arrest those who murder or rob them.

Don't expect CRIMINALS to cooperate with the police. They won't and they never have.

Zumalt - I don't live in North Charleston, which is fortunate for me because I have ZERO confidence in you.

Here is a reason I think we must give second chance to Illegal immigrants....

I agree with everyone that says people who come to USA without Visa or overstay their visa break immigration laws of our country. They must be punished for that. But don't u think coming to USA walking those miles in killer & lonely desert itself is punishment. working in farms, construction, restaurants and factories like slaves is punishment, living without any rights or driving license is punishment.... I guess we have punished them a lot. They do deserve better life after scarifying so much, its not that they are here for fun, they come here for better life for themselves and their kids just like our Great grandparents did for us.

Even a hardcore criminals like bank robbers, rapist and con-artist are given Second chance after serving 3-4 years in prison. I guess a life of illegal is worse then being in prison. While working, undocumented workers endure unfair treatment and wages because they fear being fired or reported to immigration or cops.

Just like every other criminal they too deserve a second chance, or we just want to keep them as slaves forever

The rationale of defending the illegals is the impetus for this reform. Being somewhat defenseless to an evil criminal element is another consequence of their illegal act of illegally sneaking into another country. I agree that no one should have to put up with that criminal element, but I would also at the same time think that the illegals would be the first in line to do something about it. Oh, yes, there are a lot of criminals involved here; don't forget the employer who knowingly hires the illegals. You lying employers just shut up before telling me that they have the papers. I can get papers saying I am a Martian; if they come here without a job, with basically nothing, and cannot speak the language, then your pea brain ought to tell you that their papers are lies.

I'm from Charleston, but currently live in Austin right now and the situation is downright dire. The city is filled with illegal immigrants, many of whom do not speak English. I had a friend get into a car wreck with an illegal. They smashed into the back of his car and then they all got out of the car, jumped into another truck and took off. I had one try to break in my car at my apartment complex (which is gated by the way). But you get a little distracted from trying to get into a vehicle, when the vehicle's owner is holding a pistol to your throat. The cops arrested the guy and I think they ended up holding him for a few months in jail while ICE dragged their feet. Eventually they cut the guy loose (which I'm not cool with) so they could reclaim jail space for violent criminals (which I'm cool with).

Lilly & I often do not agree on things, but she is right about the family court system & someone needs to "prattle on & on" about it. Ignoring the disasters & fiascoes perpetrated & perpetuated by this system will not make them go away.

Have any of you ever thought about why there are undocumented immigrants in this country? Why don't you take a look at NAFTA and other international laws and policies the US has in place. The US has robbed many people of making a livelihood in their own country. The majority of these "illegals" come because they want a better life for their families as I would assume any of you would want for yours.

Educate yourselves. Don't forget where all of you came from (whether you like it or not, unless you are Native American, your relatives also were immigrants to this country).

If they can't speak English they won't be able to read the plate. What State's plate do you suppose they'll tell you was on the vehicle,through the additionally required resource of a Spanish speaking interpreter? The larger stake in stopping crime means stopping both your potential terrorist who is illegal as well as the potential "victim" who also is a law breaker. The guy that calls for help because someone jumped him and is also found in violation of other laws is arrested too, isn't he?
Put your "witness" in custody as a material witness, so he isn't "revictimized" by those who would terrorize him into not talking as they would any American citizen who is also subject to the same pressure.
Spend the time doing the job you are allowed to do under the present law instead of telling me why you can't.

NAFTA did not create this problem. People complain all the time about the NAFTA plants on the border. They complain about the conditions and pay to provide us with our products. What if we didn't have those plants there? What if all of those people didn't have those jobs? The Mexican economy isn't doing the best to create those jobs.

How can our country deem something "illegal" but then say it's okay, just don't get caught. They aren't paying taxes. That is the one thing our spend, spend, spend, government should be raving against.

What about drug dealers. Shouldn't we grant amnesty to people convicted of selling drugs. They could be in a horrible living condition with limited options and they are just trying to make a better life for them and their family. And before anybody says "drug dealers are destroying our youths future." So are illegal immigrants by taking jobs from us, feeding on our welfare, and driving up medical costs due to the free service they receive. I would have used all of that tax money to pay for my son's college. They as well as other taxpayer assisted citizens are robbing our youths future.

But I will make all the pro-amnesty people a deal. I say we grant amnesty to all working illegal aliens. We tax them at their jobs, just like the rest of us. In exchange we get rid of every American that feeds off the taxpayer. We get rid of everyone who has had no job for a year and receives taxpayer assistance. Fair trade, right?

What if the economy keeps going the way it is (which it will, if we keep spending) and we all decide to just move to canada and work. Wouldn't Canada be a little upset?

How many jobs if not held by illegals would raise the costs of a lot of items?
How many folks think menial labor jobs should provide wages to provide for car payments, mortgage payments? If these are the jobs being "lost" than I'm glad to see what some of you folks consider to be "jobs." Would you take them? Probably not, it's easier to flap your gums.
Is your sense of entitlement kid going to take them? Probably not but hey some of ya'll sound tough and act like you have a plan.

The immigration issue gets obfuscated when you start using emotional appeals and high drama for a serious problem that needs logic and clear thinking for resolution. I use to live in nc. i left because the mayor and the chief and the council people have hidden agendas that do not include making the place better. I ran into someone that still lives in the neighborhood i moved out of. He told me the other day that the grocery store plaza was a lot safer now because they have a full time 24/7 NC police officer on duty stationed there. I had no reply.

If someone beats robs you, should you be afraid to call the police because you have outstanding parking tickets? Should teh police check your record before they even look for the violent offnder? If your record isn't squeaky clean should they just say "oh well" you drive too fast or you have a DUI from last year so you "got what you deserved"?

These scum that prey on illegals will not sudeenly go out and earn a decent living if the illegals are gone. They will look for other victims. The young, elderly or maybe even you.

Zumalt is right. we need to do whatever we can to get these violent thugs off of our streets.

the job of a local police department is to protect the public's safety. protecting the country's boarders is the job of the federal gov't.

police cannot afford to alienate a segment of the community because the federal gov't is not doing what it promised to do. immigrant families, regardless of legal status, deserve the same human-rights as those we Americans wish for all the world.

local and federal gov't MUST come to an agreement to best handle the situation. as i am not qualified to make many suggestions (obviously it is a very complicated issue), i will give but one. effective boarder control is urgent and imperative.

To answer your questions Gator bait. If all illegals disappeared from the job market, those jobs would still have to be filled. They are not going to disappear. Which means they would start the jobs at minimum wage. If people still don't want them (welcome to the free market) they will then raise those wages until somebody is willing to do the job (which means now they can pay those car payments, and mortgage payments). You pay the majority the right amount, and they will do those jobs. This would happen across the board. Those companies are not going to fold, because illegals aren't working for them. Now there are more people working which would free up a lot of the welfare system, thus allowing us to keep more of our tax money to pay for the raise of costs due to wage increase.

It can all work and make sense. You can't say we should base our economy around people that aren't even supposed to partake in it. That's completely contradictory.

And Zumalt wasn't saying that illegals are committing all crimes, he was saying they are becoming a larger victim base, and due to their status, they can't help find the criminals. So basically, reduce the amount of illegal aliens and you reduce not only crimes that would have been committed, but the number of potential victims and criminals getting away.

So SueC, what you are trying to say is even though they are in the middle of committing an illegal act, solely by being here, we should be more concerned about finding the suspect, and since they are a victim, they are granted immunity. So to compare that, if a drug dealer gets robbed while making a sale, the cops should grant him immunity even though he is in the middle of committing a crime and start looking for the guy that took his money? Please explain.

I grew up in El Paso, Texas which sits right on the Mexican border across from Juarez. While it was easy to understand the motivation behind crossing over into this country, it was not easy to understand the complete lack of civic responsibility displayed after they'd made the transition.

In the 1960's and early 1970's, illegal immigration was something that was tolerated as it provided an economic benefit to both sides of the equation. Before long, however, county residents began to see their taxes increase faster than other parts of the country. One of the reasons for this was due to costs at the county hospital.

It was common knowledge that pregnant Mexican women would often wait until they were just about ready to deliver before crossing the Rio Grande. They would show up at the doors of the county hospital just in time to deliver their baby which, by law, made the child a U.S. citizen. This child would eventually become the "anchor" for the rest of the family to eventually make its way over.

As time went on, I became absolutely astonished at the utter lack of responsibility these default citizens felt to their country as they grew up. Unlike many other first-generation children of other immigrant groups, there was absolutely no desire to assimilate. Many felt Mexico was still their home. Many of these folks were often my co-workers. I remember being flabbergasted at how many of them felt they shouldn't even be paying taxes since they felt they were really Mexican. Their sense of entitlement remained strong, however, when it came to government benefits.

By the time I left, the Hispanic population represented over 76% of the county's population. Discrimination against Anglo citizens was rampant in employment and housing. The ability to speak Spanish was required for almost any type of employment. I remember once how a group of Irish-Americans were decried as racist for wanting to hold a St. Patrick's Day parade. Never mind that the LULAC run Fiesta de la Flores parades and other events excluded anyone who was not Hispanic. And forget about it if anyone dared to suggest that English should be the primary language in official documents, much less the notion that it should be considered as the official language of the US. In a classic case of the pot calling the kettle black, the term racist and bigot was liberally thrown at anyone who made such a suggestion.

I've often wondered, had the influx of the immigrants along the border been through legal means, would things have been different? I tend to think so as I've known many, many wonderful hard working Americans who've come here legally that have an entirely different viewpoint. Unless we can slow the tide of illegal immigration in the rest of the country, we'll probably get a chance to find out.

Why do we seem to gravitate to the victim perspective with these people and virtually ignore the OBVIOUS taxing of our municipal and state resources they cause due to their being in this country? Why can't we realize the best thing for these people is to preserve the United States ability to assist their country with overall benevolence we provide to their home country? Why don't we pause and reflect on the issue that, if we continue to provide services to them within the border of the USA, we will be destroying our infrastructure and therefore, our ability to pay the taxes that affords out country the ability to spend BILLIONS in aid to their home country?

Our Healthcare problem is exacerbated by the illegal immigration problem. Obama wants to "fix health care", why can't we start by only offering it to those who are LEGAL RESIDENTS of this country? I understand the Hippocratic Oath requires physicians to "do no harm or allow them to pass by someone in need", but ANY GOVERNMENT OFFICIAL is REQUIRED by OATH to UPHOLD THE CONSTITUTION of the UNITED STATES, which states they will "DEFEND AGAINST ALIEN INVADERS". Are these people not "Alien Invaders"?

Why is it not a problem to smuggle humans into the country and profit from them, yet smuggling illegal drugs into the country gets HUGE RESPONSE and FUNDING from the Federal Government?

Why can we fund a HUGE WAR on DRUGS and yet we THUMB WRESTLE with the Illegal Importation of Humans that STEAL MONEY DIRECTLY FROM THE FEDERAL GOVERNMENT and the CITIZENS of the USA.

If we diverted all of our drug interdiction efforts and just concentrated on Illegal Smuggling, I believe we would solve the DRUG and the HUMAN problem all at the same time.

We must give our Local Officials the help they need to handle this problem. There must be some local "Patriot" that has a huge plot of land in the middle of the county somewhere perhaps, where we can build a TENT CITY to house the illegals while they are waiting on deportation. This in itself, will deter any illegals from coming to this area, for as soon as they realize they have cracked down on it, they won't even try.

As far as funding the whole operation, I believe it is within the ability of local law enforcement to "Deputize" citizens and I also believe that if one were to ask any VFW post for volunteers to watch the deportees while in custody, they would have a longer line waiting to work for free than they have at the unemployment office.

Feeding these people can be handled by fines levied upon the EMPLOYERS of these people. There should be an ordinance passed that requires them to pay for the housing of any illegals caught on their payroll up until the time of their pick up by DHS.

Here is one fact that many miss: IF you witness a say a murder in North Charleston problem is if you call the police they put all of your info in the report, such as where you live, work, SS #, DL #, etc. and then when they arrest the guy for the crime, his "friends" buy the report and come for you. My point is why and who would trust the police there?

Check out the birthing stats for Parkland Hospital in Dallas. They deliver hundreds of kids on a monthly basis, and they are predominantly the offspring of illegals who either can't or won't pay for the services. As a result, the legal citizens of Dallas County are handed the check, which amounts to millions of dollars annually. What's more, each of those children automatically becomes a U.S. Citizen, entitled to all the rights thereof. The hospital must, by law, treat anyone who appears in their ER, regardless of their ability to pay. And if you think that's bad, just wait'll Mr. O rams his national healthcare proposal through Congress, where it will be eagerly supported by the Dems and will cover virtually anyone who sets foot on U.S. soil.

As to Arnold's refusal to cut benefits to illegals, it's no wonder that so many Californians are responding with "Hasta la vista, baby".

my take on it is, the supposed illegals living on my street are no danger or threat to me. The thugs who prey on them are.
There is a huge difference between the crime of being an illegal alien vs being a violent criminal.
by the same token, I would not be too worried about a woman next door who writes bad checks. However if the guy living beside her is beating androbbing folks at gunpoint, then yeah I would be a lot more concerned. I would really be worried if the bad check writer was a victim and did not call teh cops for fear of being arrested.

Many of these jobs were once held by teens and young people just entering the work force. I've done just about all of those unskilled jobs that you normally associate with the illegals. I didn't have much at the time, but I sure learned a lot. I do not work in the trades any longer, but most of my acquaintances are in trades. They do not hire illegals, and none of us knowingly will have anyone working for us that hire them. That's about all that I can do, and I urge those I can to boycott businesses that have them. Oh, and good luck to those of you who has bought into a subdivision in the last 20 years or so. They all admit to being carpenters, masons, roofers, whatever; just ask them.

But see suec, you should be worried if those people are living by you. You are paying for them. When the lady that writes a bad check, you're paying for her arrest, detainment, and process time. For the illegal alien, you are paying for their lack of paid taxes. If they weren't working that job, someone else would be and would pay those taxes. You're paying for their infrastructure use. You are paying for some of their welfare assistance. If they did commit a crime, we don't have identification on them.

The only way that these things don't affect you, is if you're not paying taxes yourself. And if you are completely cool with it, could you take my portion of the tax burden that it takes to support their stay here.

I ran a plant in NC , it was sold and moved to mexico. My employees were paid $14.85 min per hour and had at least 10 years service. The employees in Mexico were paid $5.50 per day for a 10 hour day. they had a dr on call and fed them lunch. they also worked 6 days a week cutting grass for $6.50 per hr is a big increase.
all the money paid them leaves the country and is not spent on our economy. why not limit money orders like Italy does or at least put a tax on the money leaving the US

One point I think many of you miss or are not aware of---The local police can arrest every illegal alien they come across----the illegals will then remain in the local jail untill someone from immigration comes to pick them up which can be quite a long time---this is one of the main reasons local police do not do immigration enforcement---when the local police become immigration enforces crime will rise since alien victims will not be abble to safely report to the police ---so then the criminal gets to continue thier activities without fear of being reported

Jobs leave the US due to the fact that Americans refuse to work at the wages necessary for a business to be profitable in the US. On top of that many Americans now refuse to do many manual labor jobs. So many think they are above that any more. Which we are not we are the same as those coming here willing to take these labor jobs.

Thank you for the level headed response non-partisan,it's refreshing around here. I disagree about a company staying in business if they paid the going wage rate when the competitiveness is tight. Cutting your largest expense down to manageable levels, even though illegal, is a way some companies are choosing to do to survive. Most folks decry illegals and agree its a problem but do little except complain and change the channel.

How much the prices would rise if we did what we are supposed to do? I don't know but if its something we have to do to stem the tide of illegals than it could be part of the solution. With the era of globalization upon us to find the production of products in the most cost effective methods, I can envision a workers permit that will still allow these folks to work and not really solve the job issue. You can't off-shore or relocate local construction/labor jobs. So until some kind of reform is enacted we are stuck with this mess.

The impetus of companies should be to use ethical hiring practices, if not you can boycott them or report them if thats what gets the ball rolling.

I don't support the hiring of illegals nor companies that hire them. Though some here may think so.

Implying that alot of the crime is related to illegals is disingenuous at best. North Chuck had a problem before the illegals came to NC to become the whipping boy for NCs on going crime problem. Using the word terrorist in the article was silly.

It's time to give local LEO's the jurisdiction to detain illegals. I asked a city policeman about it, and he said that if they pull an illegal for a traffic offense, all they can do is give him a ticket and issue a warrant when the illegal doesn't pay or show up at court. They do, however, have the authority to impound a vehicle that has no insurance and will do so when possible so they can get the car off the road. That is not only done when an illegal is driving.

Buy uninsured motorist coverage just in case!
