Sex offender allegedly exposed himself to girl

SUMMERVILLE — A Dorchester County preacher with a criminal past was arrested Monday and accused of exposing himself last year to a 5-year-old girl who attended his church.
Marion Leon Kosier Jr., pastor of Harleyville Christian Church, surrendered alongside his attorney at the Dorchester County Sheriff's Office in Summerville, sheriff's Maj. John Garrison said. Kosier is charged with committing or attempting a lewd act on a child younger than 16.
The girl's parents on Monday night said they had found no evidence to suggest that anything other than the alleged exposure took place. Kosier's wife said his attorney is working to have the charge changed to indecent exposure.
Lil Kosier said her husband is innocent.
"He has never been alone with this child," she said. "It's just someone trying to ruin him."
Marion Kosier, 48, a bus line ticket agent and part-time minister, had a brief stay at the Dorchester County Jail in St. George on Monday. Authorities said he was on suicide watch because he threatened to kill himself. Hours later, however, he was released after posting $35,000 bail.
His wife of 21 years was waiting for him outside.
Kosier was a close friend of the Summerville girl's family. An affidavit accuses him of walking into the girl's bedroom sometime between April 1 and Sept. 1, 2008, with his pants open and his genitals exposed.
Her parents said the girl didn't immediately report the incident, but when she told them about it weeks later, they felt a devastating sense of betrayal.
The girl's parents said that after she told them about the incident, they learned that Marion Kosier was a registered sex offender.
He had been arrested on a charge of first-degree criminal sexual conduct with a minor in August 1984. In November of that year, he was convicted of a lesser offense of third-degree criminal sexual conduct with a minor. He was sentenced to five years in prison and three years of probation, according to State Law Enforcement Division records.
Kosier served fewer than three years behind bars before he was eligible for release on probation in April 1987, said Josh Gelinas, communications director for the state Department of Corrections.
Kosier was arrested again in August 1995 and charged with exposing himself and committing a lewd act on a minor. The Associated Press reported that, at the time, he was pastor of Branchville Baptist Church and that he resigned two weeks before two girls accused him of exposing himself when they came to his house to sell doughnuts.
He pleaded guilty and a year later received a six-month suspended sentence, along with two years of probation. He also was required to attend sex offender counseling, SLED records state.
Garrison said Marion Kosier wasn't arrested for the Summerville incident until this week because investigators wanted to be thorough and have medical experts interview the girl.
The girl is now age 6. Her parents said Marion Kosier has continued to preach at the church since the allegation was made.

Between April 1 and September 1, 2008? The parents learned about it weeks later, and the guy gets arrested in late July, 2009? He could have been flashing his junk in playgrounds all over the tri-county area for almost a year. It does not take law enforcement and medical experts this long to do their due diligence. How many other victims could there be out there because investigators decided to take their time before arresting this guy?
It's a weak case, if it were any good, Mr. Kosier would have been charged months ago. A first-year law student could rip it apart. He'll get a good plea deal...

Not being a person expecting a particular God to render justice in situations like this, ("vengeance is mine sayeth the Lord") were that my child (or pet) that had been abused, vengeance would be mine, one way or another.
Our legal system has been neutered by a plethora of professional apologists for evil behavior, resulting in crap heads like Kosier being left loose to prey on young children.
I don't give a rats ass if he was abused as a child, suffers from low self esteem, or is retarded, (mentally challenged in politically correct form)he should have been eliminated permanently in 1984.
Once it is proven beyond any doubt that someone is a child molester execute them and save a child in the future.
Screw all the touchy feel good theories alluding to rehabilitation, understanding the plight of these tortured individuals and blah, blah, blah, until they eventually rape,
sodomize and kill some ten year old, then it's a long drawn out show trial with all the players grandstanding for attention.
Jessica Lunsford would be alive today if John Couey had been executed the first time he was convicted of molesting a child. Instead he was left to continue on until he raped Jessica, wrapped her in a plastic bag and buried her alive.
Is the risk of letting that happen again worth having compassion for animals like Kosier?
I think not!
Jsesica's father is a much more controlled person than I because if that was my child I would go to any lengths to kill Couey or have him killed.

Sadly, it's stories like this one that turn people off to Christianity more and more everyday. Frankly, I don't blame them at all.
This man's wife is so deceived and blind. Reminds me of the Craigslist killer's fiancee. Except I felt bad for her; I don't feel bad for this woman. If my math is correct, this woman married Kosier right after he was eligible for probation after being convicted of commiting a crime against a child.
Isn't THIRD DEGREE sexual conduct you know....actually having sex with the child? If so, this son of B should still be locked away.
Kosier's wife needs to wake up, as painful as it may be, and realize her husband's a friggin criminal. I can't even imagine being married to a sex offender!! Even if he is innocent with this particular instance, he's got a laundy list of prior convictions.
A 5 year old girl isn't going to lie about something like that. Plain and simple.

I agree with you about a 5 year old girl not lying about something like that, but there have been instances when parents instruct their child to lie.
I'm not saying that's what happened here. I think this guy is scum. Of course, I don't KNOW that he's guilty, so heaven help me for judging. All I'm saying is that the child is innocent, but Mr. Kosier might not necessarily be the only guilty party.

The church I used to attend did not check his background either. Not a single person in town knew of his previous arrests or convictions. When a young girl told her parents he exposed himself, he was arrested. His past criminal history was then brought out in the open. His wife said he was innocent. He pleaded no contest and was set free. What are the chances of him being charged with the very thing he'd been convicted of before? He spent time in prison for doing far more than exposing himself to a child. This issue nearly ripped our church in half. Many stopped coming or moved to another church. I was taught that Satan comes in many forms.

This is not a situation where a guy creates a church. This is where a church needs a preacher and hires one. The Harleyville Christian Church has been around for over 50 years. They are made up of country folk. It sounds like they need to wake up and do a little background checking before they hire just anyone to do the job. Even letting their fingers do a little walking over the internet sexual offenders site would have helped them avoid this publicity. In a way I feel sorry for them to be caught up in this mess and have their name in the paper when they weren't involved. On the other hand, they really should have done their homework...

Harleyville Christian Church needs to stay strong and not let him try to destroy it. A true man of God does what's right for the congregation and tries to keep the limelight off himself. Like I said before, this issue caused a lot of discord in our church. He kept calling members and trying to get them to go against others who believed the charges. He also got in front of the news camera several times talking about how the people of the church had wronged him. All he seemed to do was drag it out and cause more trouble. Many people also forgot about the child and some even blamed her and accused her of lying. His wife seems to be starting the same defense again. She says people are trying to ruin him...what about the child. I guess neither he or his wife realize how betrayed and confused all the children of the church become. My son looked up to L.J. as a pastor and it was hard trying to explain to him what happened.

Having worked with victims of sexual abuse I can tell you that it is a hard thing to prove, especially when it is a child. Fondling, molestation, and exposure show no physical marks. They will have a much better case by making sure they have all the evidence they can. It seems like a long time, but at least they got him. Many children go back to live with or are again exposed to their abuser because there is no physical evidence. Some children can be convinced to lie, but through therapy (which also takes time with children) you can discover the truth-which is why they did not press charges right away. And child will be better able to testify/express what happened at 6 and with the support of therapist.
As for him, I hope he makes a new friend in prison, I heard Bubba needs a new girlfriend.

Why wasn't the community where he was living be made aware their was a convicted child molester in their area? Isn't that the law?
I understand why the case wasn't brought up earlier. There is a stigma in this country against any person who, whether willing or not, has been a victim of a sexual crime.
Rape, incest, molestation, all are met with attitudes of they deserved it or they are lying. I can easily see the parents here possibly being ashamed of what happened and afraid of what the community would think of them or their little girl.
These outdated moralities should have died out with the Victorian Age but they have not. Why is it the family's honor that is important and not the individuals?
Maybe if we were a more loving and forgiving people towards victims they parents would have come out with it long ago.
Please keep your bibles to yourselves.

His record sure makes him look guilty, but considering his past a disgruntled parent could sure set him up easy. I don't understand how they could only narrow the occurrence down to sometime within a 6 month period or why it would take such an incredibly long time to investigate.
As far as the devil taking many forms, there's a school of thought that Jesus was actually the devil distracting people from God. After all, God laid down very strong laws in the Old Testiment and Jesus changed practically every one of them. Some folks don't believe that a perfect God would have created laws and then one day just changed his mind and sent a human to rewrite them all, so Christians could actually be devil worshipers.

Major - I'm a Christian. But I am not offended by what you just said. In fact, I find that fascinating! Do you have any references, any specific authors, or a website maybe? I'm certainly not saying that I'm going to dance around and safe, "Hey, lookie here, I'm a devil worshipper!" But I am open-minded enough to be interested in something that is contrary to how I was raised. In fact, I think part of the "point" of Christianity is to be open-minded.

AZ, I have never denied or accepted the existence of a God.
I do not however cling to the idea that those who suffer at the hands of others will receive their reward in a better place after death or that punishment or retribution against those who offend us is better left to God.
This train of thought has been nurtured by people who enslaved or dominated others for years as a panacea to the suffering of those being oppressed. It's worked quite well I might add!
If that were the case why even have any laws or a penal system for enforcement.
A crime is committed, the criminal is told he'll get his punishment after he dies. and the victim just forgives and forgets?
Don't make much sense to me. If some one screws over me I will lie awake nights trying to think of a way to get even.
God, if there is one, will handle the situation in time if desirous to do so.

No offense to anyone posting so far, but nothing that's occurred here has anything to do with Christianity. Pedophiles show up in church for the same reason hunters show up in the woods. It's where their prey is.
There's no cure for pedophilia. The rate of recidivism for pedophiles in a 20-year time frame is literally 100%. This predator has four serious previous convictions going back to the 1980s. Look him up on familywatchdog.us and see for yourself.
The questions we should be asking might include these: What's this man doing out on bail? Why didn't the judge granting him bail impose as a condition of bail that he stay away from all children while awaiting trial? Why was he released from prison for his previous convictions without imposing on him an obligation to stay away from children?
I know the family of the victim and I was present when a Post & Courier reporter interviewed them for this article. That reporter did not pose these questions even after I suggested them, nor were these questions included in the article. It also came out during that reporter-interview that no one from the DA's office, Victim's advocates, or law enforcement showed up at the bail hearing. The mother of the child-victim was there with only a personal friend. The judge cut the State's recommended bail more than half, from $75K to $35K, and imposed no restrictions to keep him away from kids.
What has occurred in our media-culture that they no longer ask these hard questions? What has occurred in our society to make us so out of touch with our instincts that people like Kosier are free to repeat-offend?
What's going on in the minds of the people who attend Harleyville Christian Church and even bring their kids into this guy's home, rather than err to the side of caution when it comes to their own children? The whole church is aware Kosier is on the offender's registry. I'm no expert on religion and I don't have all the answers, but I'm pretty sure God didn't change his last name to Kosier. Folks, your preacher is not God. God is not going to give you brownie points for putting your kids at risk. You may want to consider Matthew 7:15. In any event, wake up and put your kids well-being first.
It is amazing to me that I live in a culture where I will be hunted to the ends of the earth if I fail to pay my property taxes or parking tickets, yet repeat child-sex-offenders languish in a medium-security country club for a few months, then some "authority" puts them back on the streets, where, invariably, these predators find some way back to the children.
It's unconscionable.

While I agree 100% that if found guilty, this man needs to be punished SEVERELY, there are a lot of holes in this case. Ok so it's not unusual for children to not say anything after being sexually abused. But after the parents found out why did they wait so long to say something? I wouldn't be surprised if this most recent case was made up because the parents found out about his previous offense. I'm not saying he is innocent at all. Innappropriate sexual actions with children is absolutely unacceptable and if he's guilty then fry him. But I've known people that have been falsley accused of things like this only for the truth to come out later. There are just way to many things that don't add up in this case. Either way, this is going to devastate this child and my sympathies go to her.

The judicial system has fallen short in Kosier's case. Why would a man with prior convictions and prision time be given probation after pleading "no contest"? In the 1996 case some people said he was "set up" by the child's family. They did not know about his criminal history before the arrest.
As for sex offenders being on the registry...There was a convicted sex offender living in my town for about 3 years. He was registered all right...in another town, same county. Town and county law enforcement was notified and nothing was done to change the registry. Imagine a guy like this living next door to you for 3 years and you don't know about his past. Oh yeah, he had a young step-daughter living with him.

I was a member of Branchville Baptist Church when all of happened...His wife proclaimed him ?not guilty" then also. These little girls came to ask the preacher to buy some donuts for school--they trusted him---and were betrayed. This nearly tore the church apart....BUT after investigation it was found that he had charges that were dropped as well as the one he served time for becaure the families didn't want to put their children through all of the hassle....Let's not forget who the victim is here---the children,, both known and unknown--not the preacher and his wife---He goes by the initials LJ, which he always said stood for "Loves Jesus" I wonder.....but as has been said before...He will be judged and it will not be by an earthly jury but one that, because of his position, will be higer than most of us. Lil is sweet but needs to wake up....It is sad to think that we need to do criminal checks before we can hire a minister of God in our churches.

I know him when he lived in Branchville and my thing is if he was not gulity then why is he only trying to get it dropped to a lesser charge and not dropped all together.He hasnt learned his lesson so he needs to go to jail. L.J. is going to hell thats right his friends anf family call him L.J. Like i said i personal know this man and he needs to riot in hell.
