Immigrants' dilemma: Go or stay

Many Mexicans on both sidesof border decide to stay put

In the three years since Javier Reyes moved to North Charleston from Tlaxiaco, Mexico, he has faced a dilemma: Should he stay or should he go?

Like many immigrants from Mexico, he is torn between the two countries by opportunity, economics and family. A study released Wednesday by the Pew Hispanic Center looks at two flows of people: from Mexico to the U.S. and from the U.S. back to Mexico.

Javier Reyes, who is from Mexico and has lived in the United States for three years, works for Valeria Bayraktar at Los Puentes in North Charleston. Reyes has considered moving back to Mexico to go to school.

The number of Mexicans entering the U.S. in the last year was 636,000, compared with 814,000 from 2007-2008 and 1.3 million from 2006-2007.

Meanwhile, for the last three years, the number of Mexican immigrants returning to Mexico annually has hovered close to 450,000. The U.S. Mexican-born population, which grew early in the decade, has leveled out and sits at 11.5 million.

Reyes, 21, is part of a population group not counted in the study: the ones who are staying put. Factors ranging from the global recession to the watchful eye of Border Patrol are causing some to stay on one side or the other of the Rio Grande.

Arriving in North Charleston with his uncles, Reyes found work at Los Puentes, a Mexican grocery store on Ashley Phosphate Road. His uncles, who came for construction jobs, have found their work becoming scarce since the housing market collapse, but for now Reyes has steady work behind the meat counter.

Still, he thinks about moving back to Tlaxiaco, in the southern state of Oaxaca. With all the experience he's gained at Los Puentes, he could study business at a Mexican university and open his own store there.

For a single man, packing up and heading back home is relatively uncomplicated. But it's not so easy for families, especially ones who entered the country illegally, said Jeffrey Passel, co-author of the Pew report.

"The stereotype is a young guy here by himself," Passel said. "What we're talking about with the undocumented population is family units, and that means that it's going to be a much more momentous and difficult decision."

Passel said only about one quarter of the undocumented Mexican population in the U.S. fits the profile of single males. Many of the rest are part of a family unit.

Still, 433,000 native Mexicans returned to Mexico from the United States last year. Hector Sanchez, a Mexican-American and co-owner of Los Puentes, sees many of them pass through his store. He said he sells four times as many bus tickets to Mexico as he did this time last year.

As for the would-be migrants staying in Mexico, their decision likely has more to do with economics than fear of trouble at the border, said USC-Aiken Professor Elaine Lacy, who has published studies on Latino immigration.

"Migrants have always known that there is danger in coming across the border," Lacy said. "There's enough evidence to indicate that people in Mexico understand that we are in the throes of a recession, and it's hard to get a job."

South Carolina's unemployment rate is 12.3 percent by latest estimates, but the picture might be grimmer for Mexican immigrants. An Economic Policy Institute report showed the nationwide Hispanic jobless rate was one-third higher than the overall rate for all ethnicities in the first quarter of 2009.

Lacy said South Carolina traditionally has had many jobs that attracted workers from Mexico: construction, poultry processing and textile manufacturing. Through the 1990s and peaking around 2000, the state drew immigrants en masse, often after the promise of jobs spread by word of mouth in certain Mexican towns. A large portion of the Mexican community of San Juan Palmira, for instance, lifted up its roots and set itself down in Aiken.

But now that many of those industries have shriveled, the incentive to immigrate to South Carolina is disappearing. And with the cost of hiring a "coyote," or a human smuggler, now ranging from $1,800 to $3,500 by Lacy's estimate, illegal immigration has become a less appealing option.

"Why spend that money if you can't be guaranteed to get a job when you get here?" Lacy said.

At Los Puentes, there are other signs of hard times: People are buying less meat and more beans and rice. Co-owner Valeria Bayraktar remembers in 2001 when she started working at the store and people would come in to wire $500 back home from their first paycheck. These days, the same customers are wiring $40 at a time.

"Now there's no money to spend," said Bayraktar, 31. "There's only the bills."

Not all illegal immigrants are criminals. You have some that came to this country at a very young age. They had absolutely no control of the situation. They go to school, want to further their education and they can't because they bear the title "undocumented immigrant" People think it's easy as being said. Become legal, but it's not that easy. Also, some illegal immigrants pay their taxes with an ITIN card, which is a taxpayer's card assigned by the IRS solely for tax purposes. Let's not forget that the real Americans here are the Native Americans. Everyone else is a damn immigrant. The Anglo-Saxons stole this land from the Indians. Part of this land did belong to Mexico and was stolen as well. I understand the ones that commit crimes, I feel strongly about getting rid of them. But not all of illegals are bad. Some work hard, pay their taxes, even though they don't qualify for disability, social security benefits, etc. It amazes me how much ignorance, racisms and just plain stupidity still exists in this country. Times are changing, though. Those that don't like it, deal with it. You can't do anything about it. Just suck it in, shut the hell up and live your life. Plain and simple.

If they leave it will cost us more money as no U.S. citizen is willing to work for $2 an hour. It is a catch 22, as a consumer you want prices to stay low, as a worker you want to make a liveable wage. Either way, the business owners will pass the cost of hiring minimum wage workers on to the consumers, which means our grocery bills will rise.

No, the original Americans, as in the United States of America, were Anglo-Saxons as they created this nation. Like the Phoenicians, Ndwandwe, Moriori, Celts and other earlier inhabitants of certain places on earth, the natives here were displaced by more successful civilizations. Welcome to human history, like you said - "deal with it."

My ancestors weren't immigrants, they were settlers and pioneers before the United States existed.

We need to either enforce our laws or just accept that we are in a steep decline.

As I am a WASP/Native American I believe I'm in the position to correct your misstatements about American history.
Anglo-Saxons did not steal the land from the Indians.
Europeans, most notably the English, French & Dutch not just AngloSaxons, purchased land and stole some, although the Pilgrims offensively sold some tribes into slavery in the West Indies in order to acquire more. Later on, the US government was responsible for the abuse of Native Americans.
Not everyone is an immigrant. According to the laws of the time, those who moved to the colonies of their home countries did not change citizenship, and legally were entitled and occasionally given land grants to relocate.
The parts of the US that were formerly Mexico, were either legally acquired through payment (Gadsden & Louisiana Purchases)or by military action.
Please don't equate current illegal immigration with the struggles faced by previous legal immigrants to the US, many who faced greater obstacles than an ICE raid.

If they are not here legally, they are criminals, period. Whether or not they engage in further criminal activity after illegally entering the country is another matter.

To hire an illegal is paramount to treason and the owners are traitors of America.

Any employer who hires illegals needs some down time a like 10 year minimal sentence in prison.

Yes, it is not easy to come here legally but being here illegally is a crime and the forged documents you obtain is a crime and using false identification to obtain employment, services or education is to perpetrate a fraud which is a crime.

The person who says that being here illegally is not a crime deserves to be ostracised for their ignorance.

WHAT??? If it's illegal, it's a crime. If it's a crime, the person commiting the crime is a criminal. Duh.

chasnative74, you're not taking in to account everything that criminal illegal aliens cost us legal citizens in the form of health care, public services, such as police protection, education and so on. What will you say when your personal property is vandalized and the police reponse is slow because they are investigating the death of a drunk criminal illegal alien that walked out in front of a car? Maybe it's your car that he walked out in front of... what then? What happens when your child's education is dumbed down because our public schools are full of non-English speaking little criminals? What happens when a loved one is seriously injured, taken to the hospital only to have to wait because the emergency room is full of criminals? What happens when a crimina rauns in to your car, while driving with no license or insurance?

If they go home, the market will correct itself and those low paying jobs will suddenly be higher paying jobs. We'll pay slightly more for goods and services, but we'll save, as a whole, in the long run. Let's not forget, they can come here legally as migrant workers and do those same jobs... and be protected from bad employers.

You're also not taking in to account that if the criminal was a good worker, a good person, he'd have had a decent job in Mexico. There are plenty of jobs in Mexico, regardless of what the sympathetic media points out in articles such as these. We're getting Mexico's scum. The drunks, the druggies, the murderers, the robbers, the rapists.

The governments, local, state and federal, need to crack down hard on those that supply jobs and housing to the illegal immigrants. That's the only solution... make the jobs go away and the criminals will go away.

It should also be a law that if you know a crime is being commited, you must contact the police... even if you are a newspaper reporter.

Here are some facts that may be interesting for anyone reading this article. The discussion point that "illegal's are only here doing the jobs that most Americans won't do has a couple of serious flaws to the logic that created that point in the first place. Follow the bouncing ball from point to point.
1a. "A 1997 study by the American Academy of Sciences, (not exactly a conservative organization btw.), found that the cheap labor of illegal immigrants and poor immigrants caused a 44% decrease in wages among the poorest Americans from 1980 to 1994."
1b. "A study in the 1990s by Social Science Quarterly, (also not exactly a conservative minded organization), found that for each 1 percent increase in the proportion of immigrant workers without a high school education in any job category, wages for Americans performing that work fell 7 percent.
2. Illegal aliens are poor not because of their legal status but because of their lack of education and consequent inability to earn better wages. For the past quarter century, real wages for American workers without a high school education have declined 22 percent. The decline among those with a high school education but no higher education was 11 percent.
From the results of these studies, it would not be a leap of logic to conclude that the social economical group most affected would be the working poor here in the US. I do not want to make this a racial charged discussion, but the historic facts say that the poorest Americans would include those individuals of Native American and African American backgrounds. It has also been pointed out a number of times that one of the worst states in regards to relative education levels happens to be South Carolina. (end part 1)

Let's look a bit deeper if you don't mind.

Now we are getting somewhere. With current unemployment rates reaching well into double digit ranges, how can we justify the "don't look, don't ask, don't tell" policies that have become the de-facto enforcement approach to illegal immigration? If 5.4% of the workforce is currently made up of illegal aliens and we have unemployment at 11 % (plus) it's time to look out for our own citizens first. The continued practice of hiring illegal aliens amounts to nothing less than indentured servitude in the 21st century, of those illegal aliens that are hired and of the citizens that are displaced. Allowing the practice to continue or suggesting that a "path to citizenship" is the answer should be called for what it is : the endorsement of modern day slavery.
It's time to create an environment that is so legally uncomfortable for business to hire illegal aliens and for illegal aliens to apply for a job that it forces everyone to work and play on a level playing field. Then, and only then, will the poor and under educated citizens of the USA have a chance to stabilize their family life, living conditions and social economic status and standing in society.

It's real simple. Legal, stay; illegal, go!
The schools don't teach history any longer, it should be called "politically correct studies". When my grandmother came to this contry from Ireland, you had to be "sponsored" by a legal citizen inorder to get in. Her "sponsor" was sick when Nana arrived at Ellis Island (at age 14) and was almost sent packing on the next boat. The "sponsor's" employer came to pick nana up with papers proving he was representing the "sponsor" and Nana became a citizen, and raised five children 4 of whom served proudly in the US Navy during WW2 (two of whom went on to Korea). These are the people who make this country something to be proud of. Oh, and another note. When Ireland became part of the British, they were made to speek English. Gaelic (the native langauge) is only spoken in the households that continued on with their heritage, not in everyday public. So why are we being forced to learn Spanish just to work at our jobs?

Of course, the simple answer is that they should have no choice, therefore, no dilemma, if we did the right thing and sent them back. As far as their unemployment rate goes, it should be 100%. That should reduce the 12.5% for SC and also increase the artificially low wages in SC. We might even consider stopping the slaughter of our own unborn children. Even those who promote unlimited infanticide should be able to see an economic advantage in stopping the murder of the unborn.

READER, I THOUGHT THE SAME THING. HEY REMEMBER THE LAST TIME AN ARTICLE WAS IN THE NEWS PAPER A BUSINESSMAN STATED "HE ONLY HIRED ILLEGALS" AND HE'S STILL IN BUSINESS? The p&c printed it and no one would do anything about it. This guy was even at the protest rally in Columbia when SC was trying to pass that "feel good" legislation.

At least the Mexicans had a choice, my ancestors were forced onto slave ships and brought to this country. I believe hard edged posters like moonpie and coldbud could never overcome such odds and wind up being President of The United States; never mind just prosperous business owners and high end wage earners. The illegals steal jobs from my people and cause alarmingly high unemployment for our youths leading to dabbling in crime, and ultimately in prison or parole. send them back, now wouldn't be too soon.

Sooooo....

Some of my family were sent here by Britain because they were on the "wrong side" of the English Civil War.

Others were here in the Cheraw and Lumbee Tribes.

These are not "immigrants," as one poster pointed out. They are a. "pioneers," and b. "Indigenous persons."

My wifes's family were immigrants, and mostly from non-English speaking countries, the father was a Danish soldier during the First World War. This was only in the 1920's. Living memory. THOSE are immigrants, and they still had to be "sponsored" and learn the language of the country to which they moved.

The one English-speaking immigrant family, a veteran of the British Army and WWI, came here with his wife and children to NJ for "freedom of religion," in that he refused to participate in the Church of England, and was deemed a second-class citizen.

Although he fough and bled for King and Country, he had to renounce citizenship to a nation he defended. There was no "Anglo Rights Movement."

My point? Each immigrant wave up to this point has had to abide by our laws.

I did not see anyone writing or protesting these sweat shop working depot sites demanding that they close up. How can you ever expect everyone to work together when the demand for sympathetic catering to a specific group is so high. Including the unemployment dilemma that we face, because of the many illegals that have taken jobs here.

They were poor when they were in Mexico and because of their lack of education and skills they have no potential to earn decent wages in the US so they will be poor here also. They are a drain on our already stretched thin social programs that are supposed to be for legal citizens. Not to mention they cause an increase in crime because they have no bank accounts, which makes them walking ATM machines for criminals. Send them all back.

Actually immigration and border enforcement has continued under the Obama administration. What changed is that illegals are no longer deported without anyone checking to make sure they don't have children or elderly dependent relatives here. ICE is now required to be sure that appropriate arrangements are made to take care of the children of undocumented aliens before they are deported.

During the Bush administration children returned from school to find their homes empty and waited for Parents who had no opportunity to communicate with anyone about their children and no chance to pick them up from school. Sometimes social services picked up the kids, sometimes not. It was intensely traumatic for the children and exposed them to huge risk from sexual predators and criminals, who sometimes descended on areas to clean out homes and apartments after people were deported.

On some occasions where large numbers of undocumented aliens were picked up from an area, many children would come home to find their neighborhoods nearly deserted, with no one they knew to ask for help. It was indecent and utterly inappropriate for a civilized nation.

That's what Obama ended, a seven year old child coming home to an empty apartment, crying in the dark, terrified of the police and completely uncertain what to do. That is why I voted for the President.

The solution is so simple. You don't make the jobs available to illegals. If there aren't any jobs, they won't come. Here is how you do it: you pass legislation that truly has some teeth in it visa vis hiring illegals. Make it a mandatory 50K fine and jail time. I guarantee that will stop the flow- provided it was truly enforced, which is another issue.

I don't fault the illegals for trying to better themselves, however, they are illegal and shouldn't be hired. Employers who hire them knowlingly, especially at the cost of undercutting American labor are total scumbags, and I wouldn't urinate on them if they were on fire.

Take a moment and walk by your nearest construction site or landscaping project.

If you happen upon a crew of Caucasian and African Americans what you'll likely see is one guy "working" and 10 guys sitting/standing around smoking, complaining and drinking mountain dew.

Happen upon a crew of Mexicans - many of whom are likely illegal - what you'll see is 10 guys working their butts off - many times until it's too dark to see - after having taken a 20 minute lunch.

Bottom line, illegal aliens do the jobs that many American's with their sense of entitlement and warped TV-fed hubris would refuse to do. There are very few instances where an illegal is taking a job that an American is actually willing to do.

Let 'em stay. Perhaps their work ethic will rub off.

We hire latinos for our yard work. I don't ask for their papers any more than I would ask the white ro black guy for his. Woudln't that be racial profiling?? and that has been pounded into our heads to be a bad thing. To me it is mostly common sense.

Anyway back to the workers. I had a neighbor (black) who said his nephew would come rake our yard. he showed up one morning at 10. left at noon for lunch and never came back.

Then there was the white guy with the landscaping company who quoted us 3 times what I thought it was worth and then didn't even show up to do the job.

So yeah, maybe i am hiring illegals. Like I said, i don't check. but whatever they are, they get teh job done. They are pleasant and take pride in their work.

I also didn't check out the backgrounds of the crew that painted my house. I am pretty sure they were all citizens but I bet more than one of them was wanted for child support, DUI, title loans or bad checks.

So tell me, what kind of parent leaves a 7 year old child alone?

Is that a bad situation? Yes

Did anyone force them to break the law? No

Should we stop arresting anyone because they may have a 7 year old child running around? Hell no!

By your logic no crime should be punished, no criminal arrested, no consequences for actions. That is why you voted the way you did.

If you choose to break the immigration law you should be willing to accept the consequences, like any other law.

I fully support making reasonable effort to maintain the safety of children of legal or illegal immigrants or citizens but anyone who leaves their 7 year old alone for 8-10 hours should be charged with child endangerment.

Step 2 - Enforcement. Everyone in every US community knows where the illegals are living and working. It's common information. Agressive enforcement and deportation. This sill get many out and, because of step 1, they won't be able to easily come back. This will also make many leave voluntarily.

Step 3 - Guest Worker program. We need labor and Mexico / Central America has laborers. They need to apply in their country, get a biometric ID which allows them to work in the Us for a fixed period of time, and their taxes and portion of their earnings are deducted while they are here. They only get that portion of their earnings back when they leave (on time).

Step 4 - Jobs for welfare recipients. We need labor, but we have lots of unemployed people that we have to pay to live with my tax dollars. Perfect match! Able bodied welfare recipients and those getting unemployment benefits will be advised of job openings and can take them, or starve. Of course minimum wage applies.

ONLY FOUR STEPS, and all are realistically accomplishable. Well, except maybe getting the welfare recipients to work. Does America have the will to do what needs to be done? I'm not hopeful.
