Riley calls anew for anti-crime reforms
Mayor says it's time for lawmakers to act

Charleston Mayor Joe Riley has pushed for criminal justice reform for more than two years, only to see various anti-crime bills languish and stall in the General Assembly. This year, he hopes to rally enough statewide support to convince lawmakers that it is time to act.
Flanked at City Hall by Charleston Police Chief Greg Mullen and 9th Circuit Solicitor Scarlett Wilson, Riley on Thursday said the city will renew its efforts to change state law to crack down on repeat offenders and stiffen penalties for gun crimes.
Charleston leaders plan to meet in Columbia with municipal and law enforcement officials Jan. 29 to discuss a coordinated push for a host of anti-crime measures.
The city also intends to add a "Support Tough Crime Legislation" section to its Web site Monday to allow residents to track anti-crime bills through the legislative process, Riley said.
"Violent crime committed with guns is a statewide problem," he said. "We must all work together, large cities and small towns, to have the strongest and toughest criminal justice system in our state."
Among other things, the city wants the state to:
• Allow police to conduct warrantless searches of offenders on probation or parole.
• Deny bail for repeat offenders charged with new crimes.
• Bar anyone convicted of a crime carrying a sentence of two years or more from possessing handguns or military-style rifles.
• Create a separate offense for anyone caught with a gun while selling, manufacturing or possessing drugs for distribution.
• Increase the punishment for those convicted of assault and battery with intent to kill to a minimum of 10 years and a maximum of life in prison. The current law carries no minimum penalty and has a maximum penalty of 20 years in prison.
• Expand current laws governing the illegal use and possession of firearms to include military-style rifles, such as AK-47s.
• Require all criminals to serve at least 85 percent of their sentences before they are eligible for parole or release.
The city also signaled its support for adding resources to state courts, prosecutors' offices, the state probation and parole agency, the Corrections Department and other criminal justice organizations.

Charleston Mayor Joe Riley will give his annual State of the City Address at 7:30 p.m. Tuesday in City Hall's council chambers at 80 Broad St. He is expected to speak about the economy, the city's fiscal condition, the federal stimulus package, sustainability programs, regional planning, affordable housing and more. The address will be broadcast live on WCIV-TV ABC News 4.
The city's list is nearly identical to proposals that have been floating around since 2006, when a marked increase in area homicides sparked calls for get-tough measures to end the bloodshed.
Despite the work of a Senate criminal justice task force and calls from area police chiefs for reform, little legislation has been passed to address the problems.
One exception was the passage last year of a new law allowing DNA samples to be collected when felony suspects are arrested. The Legislature, however, included no funding to implement the law.
Several lawmakers, including Senate President Pro Tem Glenn McConnell and House Speaker Bobby Harrell, both Charleston Republicans, have expressed strong support for criminal justice reform. But the Legislature is expected to be heavily preoccupied this session tackling the dire state budget crisis.
Riley said he is confident that lawmakers can address these bills while working on the budget.
Wilson said many of the proposed measures can have an immediate impact and carry little or no cost to implement. "These are tools that will help us immeasurably," she said.
Mullen said cutbacks to state law enforcement agencies have added to the burden and duties of local police and sheriff's offices.
Passing these measures, he said, would plug gaps in the justice system and better enable police to carry out such tasks as ensuring that those on probation and parole aren't committing new crimes.
"We're offering up a lot more than we're asking for," he said.

Before you start singing the praises of this clown of mayor bear in mind that any time a politician wants to "expand" gun laws they are just advancing their own anti gun agenda. It has nothing to do with crime prevention.
A gun never killed any body without someone making it do so.
There are plenty of laws in effect right now to lock up criminals for just about any crime.
The only guns they are going to outlaw are those belonging to honest people.
Read the second amendment. The right of the people to keep and bear arm shall not be infringed. It' a right and Riley or no one else has the authority to take it away unless fools give up that right.

I'm sick of Little Joe. The reason I refer to him in this manner is because my family has been friends with his family for decades and Big Joe was his Dad.
There was a time when we were all proud of Little Joe. But the truth is that he has DECLINED BADLY mentally and emotionally due to age and needs to be put out to pasture NOW because the people that have managed to surround him are USING the persona of an old man with a reputation earned when when he was younger to advance their insane agenda. Why is everybody making this about the mayor? Stick to the article relating to putting criminals away for a longer sentence. I think we can all agree that violent crime would drop dramaticaly if Riley's agenda is put in place.
If anyone else would of discussed this, everyone would be praising the person, but because some people apparently have some differences with the mayor, you think this is a bad idea. According to Mayor Summey North Charleston's crime rate is improving and compared to other places economically he expects North Charleston to be "ahead of the game" Heck, from the article today if I didn't know better I would think North Charleston is the place to be in the low country.
According to Mayor Riley, Charleston's crime problem is the fault of the State Government. To me this seems to be blatant pass the buck politics but he has been Mayor like, forever, so I guess a lot of people buy into this stuff.

This is just more of Riley posturing. He is going this for the same reason he likes to meddle in school matters; he knows that he will be able to crow about being pro-education, but never have to be the one to worry about the costs of his proposals. Rather than doing anything about crime that he has the power to do right now, he would rather crow about this idea. At the end of the process, he has no risk of blame whether it works or not since it is a Statehouse matter, but he can claim to have been anti-crime.

I've lived in North Charleston for the past 10 years. I have never been the victim of a crime. There have been nights when I went to bed and forgot to lock the door. No break ins or attempts of one either.
Just like in the city of Charleston, it all depends where in the city you live. Not all of North Charleston is bad. Just like not all parts of the city of Charleston are bad.

Actually, there is no more space in our prison system. Because of our "war on everything " we have stuffed our prison system full of non-violent drug offenders, so we end up paroling people that truly belong behind bars.
Enforce gun laws against criminals. And does anyone really need an AK47 to defend oneself or go hunting? No one want to take lawful citizens guns.
If anyone would care to remember what downtown was like prior to Riley's administration? It was scary, there were strip clubs on Venue, burned out lots, homeless where the Charleston Place is now. I think we can all agree it is much better now.
This is America and we have a judicial system that has served us well. Judges have had their hands tied by mandatory sentencing laws, three strikes you are out and numerous other laws......what do you want them to do? Disregard the laws? Most of the deals that get made are by the DA's office to clear dockets.
Sitting on this post bashing anyone will not help....if you want things to change start paying attention to who you vote for instead of voting a straight ticket. Just because someone has a (D) or an (R) by their names does not mean they automatically follow your beliefs.

No governing body of any county, municipality, or other political subdivision in this State may enact or promulgate any regulation or ordinance which regulates or attempts to regulate the transfer, ownership, possession, carrying, or transportation of firearms, ammunition, components of firearms, or any combination of these things.
Riley knows this and is either sincere (which I personally am a bit skeptical) or is trying to set the atmosphere to ch allege it. I say I'm a bit skeptical because Riley is an active member of the the group Mayors Against Illegal Guns, A group founded an run by Mayor Michael Bloomberg of NY City. I also find it strange that he waited until after the elections to come out with it. Possibly he feels that the support for the current administration and their views regarding military style weapons would help his efforts. Either way I have a feeling that Mayor Riley will be watched very closely concerning this issue.

SpiderJohn, The second amendment has noting to do with hunting, it has everything to do with freedom. Saying someone doesn't need an AK-47 for hunting is like saying you don't need the internet to practice free speech. Neither are required, but where do you want to draw the line at with your freedoms. Gun owners have been attacked on every front, from out right bans to unreasonably high taxes on firearms and ammunition, so it's a little hard not to get defensive.

AK47s are not quite as accurate as my mini30 but use the same 762x39 ammo and can be used for taking deer size game.
It's not a question of need. If I want an AK47 the government has no business telling me I can't have one as long as it cannot be fired fully automatic which would be in violation of the law pushed by another socialist,FDR, in 1934.

Soros finances Rebecca Peters who heads up the International Action Network on Small Arms (IANSA)which pressed for gun registration in Australia which resulted in the government confiscating and destroying almost 3/4 of a million guns belonging to law abiding citizens.
Soros poured piles of money into Obama's election bid for one reason. He sees an ally in his goal toward a global gun ban.

Mayor Riley possesses enormous authority due to his 25 year+ tenure in office, his OUTSTANDING leadership during Hurricane Hugo and his admirable record when he was younger and therefore not DELEGATING authority as he is now. He used to be proactive, not reactive. Now he is just, for the most part, rubber stamping the intemperate motions of his subordinates and more.
Can you claim that you have long term knowledge of his family? That you have been aware (from something other than the newspaper or what you've heard) of not only him as a person but also those around him familially and as good friends? I'm confident the answer is no. When was the last time Mayor Riley showed up at a wedding involving your family, at a funeral, or other similar social gathering?
The unpleasant fact of life here is the aging process. Mayor Riley, in addition to being someone I know personally, has been a hero to me in the past and also to countless other NATIVES who were actually born here. Of course I don't like to see him decline and neither do his friends and family. But this is an unpleasant fact of life and the time has come--unfortunately--for the City Of Charleston to move on from the era of one of the greatest Mayors in its history. I don't want to see him die in office and would prefer that he graciously step down. But his days are nearly over and, for the individual and collective benefit of the lowcountry, it is time to move on. I would rather it could be different but it's not and I regret the necessity of arriving at this conclusion.

What is wrong with the 3 Stooges? Why are we not prosecuting white collar crimes committed by Riley and our own State elected leaders? Because they are all in the clique of the "good ole boy" system. That's why!

Yes, Crime does pay. Look at our tyrant judges who are so perfect and NEVER break any laws. Then look at our elected leaders like Glenn McConnell and Robert Ford who NEVER break any laws too!
Full audits would have the lot of them exposed for white collar crimes.

Tides, Mullins is a PATHETIC successor to Reuben Greenberg. Anyone would have had a hard time measuring up to Reuben but this man INVITES this kind of unflattering comparison.
Here's an everyday example. I recntly saw some city police officers cruising Broad street on large, motorized tricycles with a number of obvious design defects, including a center of gravity that's way too high (I mean literally), that are no doubt a SOP to the "green" movement.
The reason I am bringing this up is because of my immediate reaction to such a sorry spectacle. While I, along with many others, have complex emotions regarding the police, this was the first time in my life when my immediate reaction was "how pitiful".
If Mullins is really wasting his time "spying" on posters here on the thread, then he needs to be removed immediately for incompetence. This also leads to the logical conclusion that there are more police officers than we really need and the size of the force can be reduced, saving a lot of taxpayer dollars.

Given the salaries paid our police officers, decreasing the size of our police department would not be a noticeable difference. I would rather see some of the other expenditures suspended (at least temporarily). President Obama just froze all of his staff salaries (those that are $100k plus). How about it, Riley? How about it, McGinley?
