Sanford: State Senate ignoring $578 million

The Obama administration is developing legislation to fix what it now concedes was a flaw in the $787 billion economic stimulus bill.
With it appearing that Sanford will stand alone among governors in rejecting two-thirds of his state's education funds in the stimulus plan, Education Secretary Arne Duncan is working with House Majority Whip Jim Clyburn, D-S.C., on a special appropriations measure that would direct the $700 million Sanford has rejected to South Carolina.
The deadline for Sanford to certify the funds is Friday, according to the president's Office of Management and Budget. After the certification letter has been sent, the state has more time to send a formal application. But if the certification is not sent by tomorrow, the state will not qualify for the $700 million.
This despite the governor's statement at a news conference in his office Thursday where he called the Friday deadline bogus and pointed to another pot of money available to save teaching jobs.
Sanford was joined by handful of senators who say the chief legislative budget writer, Sen. Hugh Leatherman, is ignoring a $578 million pot of money.

Leatherman has said Sanford's budget ideas are "smoke and mirrors."
Sen. Tom Davis, R-Beaufort, the governor's former chief of staff, said his reading of the American Recovery and Reinvestment Act passed by Congress is that the 45 day deadline for Sanford to request $700 million in state budget aid is no longer relevant.
Davis said, instead, the governor has two years to draw down the money. "I'm horrified," Davis said of the Senate budgeting tactics.
Sanford wants the senate to write a budget that uses $700 million in state dollars to pay down debt, while freeing up other monies through savings and refocusing government services to help the struggling public school system.
Sanford said that Leatherman's chaos tactics are the equivalent of yelling "fire" in a crowded theater.
"I'm asking you to pray for us, because that's about all we have left," Senate Minority Leader Harvey Peeler, R-Gaffney, said from the podium on the Senate floor after learning what Sanford had to say during the press conference.

I am ashamed that they would allow teachers to be laid off who will then collect $ 1,400 per month in un-employment for the next year while they are laid off while the average first year teacher only takes home a little more than $ 1,800 per month after taxes.

I sent him an email explaining that his stand on this money is similar to me buying a car, giving the car to a neighbor, all the while I keep making the payments on "MY CAR". This makes no sense. Well guess what , I have not heard from him or his idiotic press secretary or anyone in the governor's office. This tells me that I am right. Governor Sanford is trying to keep a budget and stay out of debt, something that should be respected. But, it is too late to start worrying about controlling the budget with the recession that we are in. We are really only delaying paying the debt to the country in taxes later, but the economy needs help now. Sanford is not the fool that some make him out to be... just fiscally conservative during a time when the economy is in need of expansion.

500 social workers fired
3100 inmates released, some violent offenders

35 SLED officers let go
35 state troopers let go
30+ county extension agents let go
15 county extension offices closed
And this is just a small picture of what was handed down yesterday....The senate finance committee chairman called the results of Gov. Stanford's stand-off "financial armageddon" and theorized that the people of South Carolina will march on Columbia.

THIS is a more appropriate analogy. The government gives you a $1,000,000 limit credit card, without a credit check or commitment. You can spend it all, and you do for new cars, house, kids tuition, etc. The problem is that you will have to pay it through increased taxes the rest of your life, accounting for interest and inflation. Bottomline: you will never pay it off...your children and grandchildren will inherit this debt and will be OBLIGATED to pay it off. They will be financially enslaved.
But don't worry. We must spend more..."for the children", "for the planet".....

ANYTIME we can get federal $$ in South Carolina, we are FOOLS for not taking it. I feel the same way about Charleston county getting money from Columbia...anytime we can invest OUR money locally, we should it.
Gov Sanford's "pricipals" be damned....his principals are SUPPOSED to be in the best interests of South Carolinians, and can ANYONE dispute the fact that our schools, our roads, our employment, as well as the rest of our infrastructure truely NEEDS money?
This state has been BLED OUT by "conservatives" that think public schools, infrastructure, and attracting jobs (outside of service industry) does not require constant investment.

COLUMBIA, SC (WIS) - Strong words Thursday from SLED Director Reggie Lloyd as he says if $700 million in stimulus money is not accepted, criminals could be released into neighborhoods.
"We're at a very dire point in time," said Lloyd...
Lloyd says South Carolina's law enforcement community has not gotten the financial attention it deserves in good times.
"This is bad as it gets, folks," said Lloyd. "It doesn't get any worse than this."
With that said, Lloyd laid out what would happen if the state cuts even more from law enforcement.
"We're takling about 3,000 prioners being put back on the street early," said Lloyd.
Lloyd's tough talk is aimed at lawmakers to support law enforcement, whether it's using stimulus money, or anything else to prevent proposed cuts.
"SLED, $2 million, Department of Public Safety, over $5 million, Department of Corrections, almost $22 million," said Lloyd.
Earlier, State Education Superintendent Jim Rex said the vast majority of the $700 million in stimulus money still up in the air was slated for education.
In other words, even if the governor accepts this $700 million, very little would go to law enforcement.
But Reggie Lloyd says law enforcement is already scraping by, any cut would in his words be devistating.

When you accept government money as a state, business, person, etc whatever, you become a slave to that government. You become dependent and can never recover. I dont want to be a slave. Send it all back. What if the salaries of all government officials were based on their constituents. IE, President's income is average of USA. Reps income are average of their district, senators are ave of their state, etc etc to that degree or similar one. They are suppose to serve us yet they make more than 90% of the people they serve. How much could be saved and how much better talent would arrive in Washington because they wanted to do a good job in the interest of the people, not to make money off of the position? Not the answer to all problems but its a good start!

Mr. Sanford, how much more do you want to cut from the schools? What is the cost to the state when you have an entire generation of people that can't read and write? It's obvious that you just don't care about the public school system. Sooner or later you'll need a doctor or a prescription filled in old age. When you don't have a doctor to properly diagnois your disease or a pharmacist to fill the prescription, just remember that your prospate problem may have been solved by a SC student if he/she would have had an opportunity to learn.

I have an interesting piece of information that a friend turned me on to. Our schools complain about not having enough money and that they will have to cut teachers jobs because of that lack of funding. The following is an excerpt from a source's blog referring to information gathered by Will Folks, former Sanford press secretary:
"Folks submitted FOIA's to all of SC's public schools relating to their budgets. Somehow he had learned that many of South Carolina's schools districts were stockpiling money. He found out that 85 school districts had squirreled away $700 million dollars in carry forward reserve funds.
He was reporting this morning that in 2008 more districts did the same thing and the money now could exceed $790 million. This in the light of cutting government is sickening."

Why do they keep calling this education funds? These funds are not earmarked for education. What's more they at least said "rejecting two-thirds of his state's education funds in the stimulus plan", but that's not true either. For one thing it's one-quarter, not two-thirds, and for another it's not education funds, it's just funds that can be used for any number of things. The folks at sled say he's turning down $700 million in law enforcement funds, the folks at the education department say it's education funds, the folks at commerce tell you it's business stimulus funds, etc...
You people who think he's not doing right should consider why the proponents of taking this money want you to think that it's education money when it's not and try to mislead you into thinking that this is all the money we have coming when it's only 25% of the total funds we have coming, and less than 10% if the whole $8 billion comes in. You're being lied to for a reason, and if they have to lie to you to get you up in arms there is a bad reason for it.

The irony of the Stanford v Obama showdown is worth noting. The SC Democrats are screaming that the funds, provided by massive amounts of new debt, are needed for the children in the education system. Based on current and historic Taxation Policy, the most productive members of our society (presumably those most educated) will be bled to repay this debt held by foreign superpowers. So, those using "it's best for the children" argument should have educated themselves better in the logic of macro-economics. Emotions are just that but the numbers never lie.

Without that money, Lloyd said his agency's budget would be out $2 million, money he says is vital to keep citizens safe in a state where public safety has long been underfunded.
Unless the state receives the stimulus cash, Lloyd said SLED isn't the state's only public safety agency that would suffer. In budget proposals written without considering stimulus funds, Lloyd said the Department of Public Safety would lose $5 million, and the Department of Probation, Parole and Pardon Services would lose $1.4 million.
All of those cuts combine for an across the board reduction spending Lloyd says means cuts to vital programs that keep the state safe.
"That worst scenario is a doomsday scenario ... where citizens of this state go to bed less safe," Lloyd said. "Do you not want us chasing fugitives? ... Tell me what you don't want us to do. Tell me what is fluff in that mission."
As for the state's prison system, Lloyd said the Corrections Department would lose $22 million in possible funding if the stimulus cash isn't approved.
"The alternative is to open the jailhouse doors and surrender our streets to those who seek to keep our state as the most violent in the nation," Lloyd said. "We're talking literally about criminals being released back into their neighborhoods."
Officials say the Corrections Department's deficit now exceeds $40 million - an amount that, if it's not restored in next year's budget, would mean the closure of five prisons and release of 3,400 inmates.

SLED chief says gangs growing in S.C.
The presence and influence of gangs in South Carolina is growing, according to SLED Chief Reggie Lloyd.
Speaking to the Senate Judiciary Committee Wednesday, Lloyd said the state's 1895 criminal justice system is "overburdened and on the verge of collapse," as it deals with criminals from arrest trhrough the system to parole.
"Per capita, we are the most violent state in the union," he told senators, as as the state is constantly at or near the top of statistics in gun deaths, criminal sexual assault, and criminal domestic violence.
"We've been that way for a very long time," Lloyd said.
Under questioning from Sen. Robert Ford, D-Charleston, Lloyd said he would be willing to meet with a wide range of stakeholders to help get pending legislation approved that could help reduce crime in South Carolina.

Sanford denies deadline
Montana just took the legal steps to accept the stimulus money (as did Texas Gov. Rick Perry) -- leaving South Carolina Gov. Mark Sanford as the final governor holding out against accepting the federal cash prior to tomorrow's deadline.
Sanford claims the feds are trying to dictate state fiscal decisions -- and claims the 45-day use-it-or-lose-it provision isn't legally defensible.
"We don't think April 3 is the real deadline, but we're not going to be submitting anything," said Joel Sawyer, a Sanford spokesman, quoted in the Anderson, SC Independent Mail. "We think there is significantly more time if need be."
Sawyer told the paper that the the governor had legal opinions maintaining that Friday was an artificial deadline -- and they he would be willing to compromise with the state legislature.
"We believe there's a way to craft a very creative budget with or without stimulus," he said. "And we're ready to work with the legislature to achieve that."
