Rose aims to return to South Carolina Senate
GOP drops ballot challenge, published 09/18/08
SUMMERVILLE — Republican Mike Rose hopes state Senate District 38 voters decide to return him to Columbia so he can work to ensure growth doesn't harm schools, to reform the magistrate system and to curtail state spending.
"I want lots of growth, but I want to manage it so our infrastructure keeps up," he said. "We need impact fees for schools."
The state once allowed impact fees for schools, but the Legislature prohibited them in 1999. School districts that already had them in place were allowed to keep the fees intact.
Rose said he also wants to prohibit what he terms "predatory annexation," where cities can expand their boundaries, change the zoning and create an influx of new students that local schools aren't prepared to handle. "Right now we have a functional disconnect," he said. "The schools have to bear the burden of that."
Rose said voters should consider his previous experience as a legislator, when he introduced more than a dozen bills that eventually became law.
Rose also appeared with Gov. Mark Sanford recently to show support for Sanford's idea of having both houses of the Legislature record a higher percentage of their votes. Currently, most issues are decided on voice votes, but constituents can have trouble learning which way their lawmakers voted.
During the Republican primary, Rose was critical of incumbent Sen. Randy Scott for keeping magistrates on hold-over status, meaning that they were subject to reappointment or removal at any time.
"Improving the magistrate system is a major objective of mine. We're going to have the magistrates free of politics, magistrates who are going to do the right thing."
Rose also said the problem with the state's spending is that it's growing at too fast a rate, that its priorities too often are misplaced and that there is no contingency plan for cutting specific items when revenues dip. Rose said he strongly opposes across-the-board cuts.
In one sense, this is an election that no one expected in early June. Rose narrowly defeated incumbent Sen. Randy Scott in the June 10 GOP primary —a primary held just days after a judge's controversial dismissal of a driving under the influence charge against Scott.
No Democrat filed for the seat, but days after the primary vote, it became clear that former Summerville Journal Scene publisher Bill Collins would mount a write-in campaign.
So far, Collins' efforts to get on the ballot have proved to be one of the most controversial aspects of the race. The Republican Party raised questions about Collins' petitions — such as whether those who signed had voted in the GOP primary, whether they had been registered to vote for more than 30 days and whether some were in the same handwriting, among other issues. The party did not succeed in removing Collins from the ballot and decided to drop the case earlier this month.
"I don't know if it (Collins' petition drive) was legal or not," Rose said. "I think this ought to be settled at the polls."
While both candidates live near one another in the town's historic district —and while they knew each other when Rose was a senator and Collins' newspaper interviewed and editorialized him —Rose said they don't run in the same circles.
"He's a very nice guy and somebody people can have a good time with, but Senate business is serious business and it needs to be taken seriously," Rose said. "That's my profile. I think he represents very narrow interests. He represents the specific interests of his buddies."

A vote for Collins is a vote for Randy Scott. Collins stated in his piece today that his friends and neighbors intend to "do all the work"
I for one don't need a Senator that allows a select few people to dictate policy that effects us all.
Mike does have the majority in mind when he makes decisions.

We look forward to voting for Mike Rose. We want someone who will stand up for the people of Dorchester and Charelston County. We want someone who is willing to do the research and seek out professionals in various fields to gather facts to base his decisions on. We want someone with family values who cares about the future of all of our grandchildren. We have this someone in Mike Rose.

Senators name 2 new magistrates

COLUMBIA - Debbie Summey will give up her post on the Charleston County School Board to become a magistrate in North Charleston.
Summey was one of two new magistrates named Thursday at a meeting of the Charleston senatorial delegation.
Ironically, the changes were made by nonresident senators.
Sen. Mike Rose, R-Summerville, named Summey to replace Keith Thompson. And Sen. Greg Smith, I-Murrells Inlet, selected Charleston attorney Frances Cain-Lofton to replace Priscilla Baldwin as the magistrate in McClellanville.
"I feel that I'm very qualified," she said, noting that she has practiced in federal, state and local courts.
Up to 300 people in McClellanville had signed petitions supporting Baldwin, who said Thursday that she was not surprised by the delegation's action.
"It's not based on merit. That's all I can say," Baldwin said of the appointment process.
She said she knows of no negative feelings about her actions as magistrate and did what she could to train and seek educational opportunities to improve her abilities as magistrate.
"I did what I thought was right. That's all I can say," Baldwin said.
All other sitting magistrates were reappointed, except for Robert E. Miller of James Island and Bonnie Koontz in West Ashley. Sen. Glenn McConnell, R-Charleston, opted to defer making those appointments until a later date. Miller and Koontz will continue to serve until they are reappointed or replaced.
McConnell said he still wanted to look into a merit system for selecting magistrates. He had fought to maintain the old method of magistrate selections, which would keep those in who are doing the job well, instead of changing magistrates because of changes in the senatorial delegation.
But after attempts to establish some sort of screening process failed this summer, the delegation decided in mid-January to go ahead with the appointments.
The appointments will go to the governor for review before being sent to the full Senate for confirmation.
Cain-Lofton's appointment had been expected, but Summey's appointment came as a surprise to several members of the Senate delegation.
Summey and Thompson could not be reached for comment.
Rose, who said he had an appointment to go to, left the meeting as soon as he chose Summey.
Summey, the wife of North Charleston Mayor Keith Summey, had been mentioned as a candidate for County Council. She was elected to the school board in 1992.

SECTION 7-11-85. Verification of petition; bases for rejection of petitioners. Every signature on a petition requiring five hundred or less signatures must be checked for validity by the respective county board of voter registration against the signatures of the voters on the original applications for registration on file in the registration board office. When a petition requires more than five hundred signatures, every one of the first five hundred signatures must be checked for validity and at least one out of every ten signatures thereafter beginning with the five hundred and first signature must be checked for validity. If the projected number of valid signatures, using this percentage method for the signatures over five hundred plus the number of valid signatures in the first five hundred, total at least the number of signatures required by law on the petition, it must be certified as a valid petition. No petition, however, may be rejected if the number of signatures over five hundred checked using the percentage method plus the number of valid signatures in the first five hundred does not total at least the number required by law. If insufficient signatures are found using the percentage method in order to certify as a valid petition, the board of voter registration must check every signature over five hundred separately, or such number over five hundred until the required number of valid signatures is found. If it is a petition seeking to certify a new political party or if the office for which the petition has been submitted comprises more than one county, and using the percentage method of checking does not result in the required number of valid signatures, the executive director of the Commission shall designate which counties must check additional signatures. No signatures on a petition may be rejected if the address of a voter, registration certificate number of a voter, or the precinct of a voter, as required by Section 7-11-80, is missing or incorrect if the signature is otherwise valid. The signature of a voter may only be rejected if it is illegible and cannot be found in the records of the board of voter registration, is missing from the petition, or is not that of the voter, or if the registration of the voter has been deleted for any of the reasons named in items (2) or (3) of Subsection (C) of Section 7-3-20. The board of voter registration shall complete a summary form containing the results of checking any petition and must give the completed form to the requesting authority. The form used for this purpose must be prescribed and provided by the executive director.

Seriously, Collins' candidacy is a joke. If he really wanted to be a state senator, and he had any backbone and/or integrity at all, he'd have run in the primary as a Republican. Instead, because his preferred candidate shot himself in the foot and didn't win the primary, he's decided to insert himself into the picture. That act alone speaks more to me about this man's character than a thousand campaign mailers and speeches ever could. Worse yet, the egomaniac apparently had to be all but begged by others to run, as if he wasn't sufficiently interested on his own.
Call me crazy, but I want someone in office who has the gumption to make that decision for himself; otherwise, I start wondering how much influence his friends, colleagues, and associates will have on his job performance if he's elected. Will they have to beg him to go to work every day? Will they have to plead with him to do the right thing? Collins has shown me he can't be trusted to act on his own.
What a class*less* act.

Rose don't have no Character , and crack is good in small clean portons just as Rose used at some partys we used to Attend, many years ago. Go smoke on that. I dare you Investigate into his past you then will open up a can of wormes, His house is in his wife name to the tune of $356,000.00 and the Property in Vivian Name about $180,000.00 what does rose have... What he can take from others with miss guided cons.....
