The state Department of Health and Environmental Control is an octopus-like agency responsible for protecting and regulating everything from restaurant food to beaches to garbage incinerators. The breadth of all these responsibilities can make it difficult for people to find answers to public health issues, but DHEC's new SC Green Guide shows that the agency is trying to make it easier. The 24-page publication has phone numbers for "community liaisons," people who have questions about public meetings and other environmental issues. (On the coast, the number is 843-953-0150.) It also has useful advice about what to do if you break a compact florescent bulb (they contain mercury) and who to call if you have concerns about a septic tank (746-3800) or you come across a fish kill (1-888-481-0125) .
