Some panic as stores ask customers to limit intake

South Carolina Attorney General Henry McMaster is invoking a state law that allows criminal penalties against gas stations that set their prices too high.

His announcement Friday came as gas prices rose during Hurricane Ike's approach to the Texas coast. Drivers across South Carolina started heading to gas stations Thursday night amid fears that prices would spike.

McMaster says consumers should report suspected price gouging to police. He did not set a price that would cause him to charge a gas station for price gouging, saying each case must be investigated separately.

A state law passed in 2006 lets McMaster activate the penalties when an emergency is declared by the president. President Bush declared a state of emergency for Texas and Louisiana on Thursday night.

'I just got word at 3 o'clock that gas was going up to $5 a gallon, so I'm trying to squeeze every little drop into my gas tank,' said Toni Tittle (right), as she and many others, including Sondra Scott (left), stopped at service stations throughout the Lowcountry on Thursday.

Gas station owners across both the Charleston area and South Carolina took the precaution of posting signs on Thursday asking customers to limit their gas intake to 10 gallons.

They thought it was prudent, but instead it caused a mild panic.

In preparation for Hurricane Ike, several gas refineries along the Texas coast were shut down. And while Ike's strength doesn't match that of earlier storms that have caused several gas stations to run out of fuel, some station owners put up the signs to try to keep a bit more gas in their storage tanks.

It didn't help.

The signs prompted a heightened awareness of possible gas outages. And then a rumor shot through the community — via text message, phone calls and e-mails — saying that gas prices were likely to jump beyond $5 per gallon later in the afternoon.

AAA Carolinas spokeswoman Carol Gifford, who said she hadn't heard of prices as high as $5 per gallon, said

that any price increase will be determined by the amount of damage caused by the hurricane.

"We're encouraging people not to panic but to just drive conservatively and don't take any unnecessary trips until the damage assessment is completed early next week," she said.

Earlier this month, Hurricane Gustav, a Category 2 storm that made landfall in southern Louisiana, caused little interruption to the East Coast's oil supply. Gas prices rose a few pennies in the days that followed the storm.

But in 2005, Hurricane Katrina knocked out several refineries for months. The damage caused both higher prices and several South Carolina gas stations to run out of fuel.

As oil refineries shut down Thursday in preparation for Ike, some supply companies notified station owners that their deliveries might be irregular, said Michael Fields, president of the South Carolina Petroleum Marketer's Association. Some stations, they warned, might see a delay of a day or two.

That led some owners to put out the signs asking customers to limit purchases, Fields said.

"You don't want to alienate your customers, but you have to take a bit of a measure now so that this weekend, when someone's trying to get to the Carolina/Georgia game, they've got enough gas to get there," he said.

Executives at Pantry Inc., which owns local Kangaroo gas stations, put out voluntary rationing signs Thursday morning even though they hadn't gotten word yet on whether their shipments would be limited.

Melissa Anderson, senior vice president of human resources, said the company put similar signs out before Katrina. In that instance, customers did limit their intake, she said.

"Right now and in the past, we've always been proactive in gas-supply management," Anderson said. "You don't want people taking more than what they need."

The suggested rationing was a cautionary move, according to fuel industry experts who hinted that it was unreasonable for consumers to react so soon.

"The worst thing that could happen would be for motorists to flock to gas stations to top off their tanks," said David E. Parsons, CEO and president of AAA Carolinas in a statement.

That's exactly what some motorists did, even though the average price for regular unleaded on Thursday was $3.57.

Gas stations crowded with cars. One popular West Ashley gas station on S.C. Highway 61 ran out of regular gas shortly before rush hour. The outage was likely temporary, though, said a station attendant who was expecting a gasoline delivery later.

Drivers said they made an extra effort to fill up before their tanks were empty, hoping to beat higher prices.

Eli Krueger got a call from a friend who told him to expect $5-a-gallon prices. Minutes later, he was filling up his car at a Texaco gas station on East Bay Street in downtown Charleston.

At the same station a few stalls away, Tim Sayers knew a mere 10 gallons of gas wasn't going to get him back to his home in Athens, Ga. As he weighed whether or not to follow the suggested 10-gallon limit, the pump clicked at 9.188 gallons.

"I guess it's good that I was half-full already," he said.

Well just for the record, I was one of those who "topped" off because of that rumor. I watched the gas prices rise 40 cents in one day, ok, in less than 3 hours. I still saved that much money regardless of the rumor...

"gococks" me too and I saw the price rise .45 cents. So I too saved somemoney but it amazes me that this is allowed to go on in the industry. If our petroleum business is that voliatle we're in big trouble. And guess what our terroist friends went after the wrong thing 7 yrs ago! If a rumor of refinery shutdowns in preperation of a storm can cause this....? This is gouging by the way and the stores that went to over $4 and $5 a gallon should be prosecuted. We have laws against this but like immigration we need someone with some nuts to enforce them.

Well I was one of those trapped in a long line, just trying to get enough gas to get me to where I was going and back again. Because I was broke I only needed a bit more gas till payday on Friday. Thus frustration set in because of the panic-stricken individuals who were so paranoid. Jeez. Wow. At 20 gallons you save $8 if it went up another 40 cents, (if you were to get that much gas.) Wow. What a deal. You waste more than that by going grocery shopping when you're hungry. The long lines were funny too. Hey, while you're at the gas station hogging the pump why don't you go inside and grab all the water too?

It is and will be for many years even if we immeadiately do something sensible, which we won't. Yes they did. Backpack bombs in a relatively few places of our refineries, power grids, wall street and communications centers would have this country, and the rest of the world, not on our knees but flat on our back.

the gas stations put those signs up knowing full well that people would freak out, and buy a bunch of gas. I wonder how many gas stations ran out of gas.

The weird thing was that they same thing was happening on 11 Sept 7 years ago, everyone was getting gas because they weren't sure what was going to happen.

I live in North Charleston and I work on John's Island. Up by my house this morning, gas was $3.49/ gal. In west ashley I saw 2 prices, $3.69 and $3.89 and on James Island it was $3.59. A pretty big difference for different parts of town.

so, I went to get gas yesterday because of the rumor, too...this morning the gas price was exactly the same at the gas station...oh well - at least I know I would have had to get gas by Monday anyway! I think the politicians are getting a kick out of watching the panic ensue...that way, whenever they DO get around to fixing things, everyone will praise them for their magnanimous efforts...

Yesterday just reaffirmed why this state has the lowest ranking in education.

Uniformed, lazy consumers who want the government to control everything for them because, well, they are too lazy to think and act for themselves.

The panic yesterday artificially inflated prices in the local area, so yes, you were going to have stations raising prices. It's called capitalism, embrace it, understand it or get out of the way. It's simple economics but this is South Carolina and for that matter, the lower part of the USA, home of the lazy American. It goes way beyond backpack bombs but it's simple so I'll leave some of you to it. Simple things like economics and thinking critically are not as important as self. Yesterday proved it.
No wonder we get Bush, McC and Uhbama, the political hacks we have now and remain dependent on oil. Some get what they deserve.

Remaining dependent on the government to solve your problems is a loser's bet.

For the younger of those of you who were in those lines yesterday, for whatever reason, panic or need I want you to know this:

In the 70's when the middle east turned off the oil for the US life was like that 24/7. You could only get usually 5 gallons at a time after sitting in those lines for at least an hour. It wasn't a request and they didn't care if you were on the way to the hospital. You had to sit in that line for long periods, you were thankful for every drop you could get at any price. Start thinking about that.

Yesterday morning I passed the Sunoco located at I-26 and College Park Road. Regular gas was $3.499/gal. That was at 7 am. Last night my husband took my car to fill it up for me at $3.699/gal. This morning when I passed the station gas was $3.959/gal. Is a $0.46 jump in 24 hours really necessary? It was the signs asking people to limit their intake that started all of this. Ike hasn't even done any damamge and the oil companies are already starting to gouge us. I thought this was illegal? Where's Henry Brown when you need him???

I was one of the ones who got the emails and the text messages about "You'd better fill up tonight, gas is going to be $5 a gallon when you wake up tomorrow!" I live on Johns Island, when I went home, it was $3.49 at Hess on Maybank...woke up and drove past the same Hess and whaddya know...It's STILL $3.49!!! *Le gasp!!!*

Although, the Sunoco on Maybank DID go up $.20 overnight. I just didn't panic. Remember Hurricane Floyd??

If it goes up to $5.00/gallon you're still gonna pay it, right? So what's the difference if you buy it today or tomorrow or a week from now?

Whats ridiculous is this is price gouging.The fuel the gas station has is in the ground,is already paid for.That fuels price hasnt went up.In other words one day you pay $3.49 and I go later that day and have to pay $3.89 for the EXACT same gas.Yet they get away with this?Someone needs to put a stop to this.

This feeding frenzy was aided and abetted by the media - my favorite radio station had a DJ announce the rumor and spend some time reflecting on it...just to make sure that anyone who wasn't already panicked would be. I have heard that there were many other stations who did the same thing. I was driving down the road when she made her annouincement and - at that time - the gas stations seemed to be doing normal business. Witnin a few hours - the stations were crammed! In my opinion, it is not good journalism to report rumors just because they will stir emotion. People are already stretched about as thin as they can get emotionally (and financially)! The responsible thing to do would be research the situation, find out whether or not the rumor carried any truth, and then report the facts.

As I have stated before, when the drilling off the cost of SC, FL, GA, NC, VA and so on starts, there will be real panic every June through September. If you thing gas price jump now,wait and see what happens then.

As soon as they say its a storm in the Atlantic, gas price is going to go up, cause they have to close the refineries.

All the American people can do is pay the price and watch the fat cat oil guys smile and laugh there way to the bank.

Here in Northern Virginia, I am watching the price go up everyday. I left for work yesterday morning and the gas was 3.399/gal. Came home from work and the gas is 3.459/gal. Got up this morning and its 3.639/gal. Glad I drive a rice burner.

Gasoline, as some of you have failed to mention, is an inelastic product, in which an increase in price (for the most part) does not reduce demand, so let's drop this "its capitalism, accept it, or get out of the way".

GBS and others, yes we do need to break our dependence on oil, period. We have had the technology for decades, yet our automakers have chosen to continue to produce gas guzzlers, not truly pursue any alternative type of engines, ie, hybrid, electric, etc., until we are in a crisis. Sure, maybe offshore drilling will help (I believe very marginally, however). The answer in the long haul is solar, electric, hydrogen fuel cells, and nuclear.

To get fecal matter to that state you'd have to get it real fresh and then put it in a place exposed to the air, but also where the bugs and maggots couldn't get to it. You'd also have to spritz it once a week with water and urine to ensure the best ashen color.

The lines were a little out of hand last night. I stopped to top my tank off so I wouldn't have to leave my apartment this weekend (a lot of homework) and I had to go to about 3 stations before I found one that wasn't over loaded with people trying to get gas. Unfortunately, it didn't have any regular or mid-grade. I remember when Katrina hit and there was rumor going around Fayetteville that all the gas stations were going to shut down at 5. People got up and left class to put gas in their car and the gas stations didn't even close.

LTH, they panicked with the same thing with Hurricanes Floyd and Katrina, and 9/11. I wont say that I am not worried about gas going up eventually, I just don't panic like some people. The lines around town at various gas stations were ree-diculous. But I still let out a little chuckle at the Chicken Littles who called, emailed, and sent me text messages.

This is ridiculous. A preview of Channel 5 news last night had a reporter saying that a local gas station was going to go up to $5 a gallon.
Someone even told me that they witnessed a fistfight over a pump at the Sunoco on Johnnie Dodds Blvd. yesterday.
Leaving Sam's Club yesterday afternoon we saw a long line at the pumps.
People need to calm down.

JC, I never said we shouldn't drill- I just said it is not the entire answer. We are looking at things strictly from the supply side. We should also address demand- More mass transit, higher MPG requirements, lower CAFE standards as well. Those things coupled with alternative energy, is the way to go. People scoff at hybrid, hydrogen, and electric technology, although those coupled with nuclear technology, while slowly weaning off of oil is the way to go, IMO.

Tammie, talk to some of the people who laughed at the "chicken littles" before Hugo. They were the ones lined up at the pumps (being run by generator) begging for gas in the aftermath. My Dad told me I'd better fill up then. I thought he was being "chicken little". Glad I listened to him anyway.

Obviously people don't trust the Bush administration and they're scared. If he had moved to limit our dependence on oil and redeploy refinery capacity inland where it would be safer from Hurricanes, we would be more secure today. If we had begun a major effort to transition transportation to alternative fuels and power sources after 9-11, we wouldn't be subject to panics now. Just topping off the 100 million gasoline tanks in the US is a huge drain on reserves. People trying to keep their vehicles 3/4 full all the time is a huge waste of time. Soon they'll be storing up cans of gas in their garages again, just like in 1973, which isn't really safe. You don't want to put six month old gasoline that you've stored in a plastic container into your car unless you have to. It's a lot more particular than your lawnmower about the quality of fuel it gets.

CARTA is running nearly full on it's express routes. We really need to increase our transit system's capacity. If we really hit the wall, yesterday's panic will look like a joke.

Gasoline isn't going to last forever. By the time the ANWAR and continental shelf are producing, the amount of oil coming out of older fields in Texas, California and the Gulf of Mexico will probably have fallen off so much that the new oil won't replace the lost production.

We need public transit, supportable electric, alternative fuels and communities which allow us to drive less.

We'll get all of that some day, but we'll probably have to build it during a depression caused by an energy crisis and after we're broke and exhausted by the Bush/McCain war policies.

So who really wants to start a land war against Russia for the sake of Georgia? Can anyone here tell me who over there started shooting first, this time or any time in the last 200 years? Mrs. Palin's ready to go. I'm not so sure.

Tammie I didn't hear about the $5 gas.Geez.I went to the Pig in Summerville last night.The cashier guy told me that the panic was so bad that the police had to come out b/c the line for the sunoco on Trolley/Bacons bridge was so long it wrapped around the entire Piggly Wiggly shopping center and people couldn't enter or exit!I personally won't purchase gas from an establishment that price gouges or participates in fear mongering.I was told gas is still $3.46 at places according to gas buddy.

Haven't read the comments yet, but I am riding on my 1/8 of a tank and was doing so when I got the "email" yesterday. I had plans on stopping for gas on the way home from work, but when I got the email and saw all of the people at the gas station I kept on truckin'. I said that if gas did go up to $5 a gallon I would just have to pay it because I needed to put gas in my car. No biggie! I was relieved when I saw that gas was still $3.55 on my end though!

I also heard the radio announcement and someone from the Kangaroo chain was interviewed and stated that what they pay for gas went up 1.60 something and they were going to "have" to pass this to the customers. I also filled my tank (light was on). I live and work in Moncks Corner (full time btw) and drive to college in Charleston twice a week until 10pm. Public transportation is not an yet a reasonable option at that time of night back to Moncks Corner. I simply can not afford 5.00 in gas. I have exhausted efforts to car pool and felt I had no choice. It has nothing to do with panic stricken morons!!

The CARTA express Route running from Mt. Pleasant to Downtown Charleston is standing room only on its morning runs and ridership is up over 200% from last year. Ridership on the CARTA #40 local bus is up 29% from last year. General system ridership is up 26% for the same period.

The busses do run empty some time, there aren't a lot of people commuting to work in Mt. Pleasant where the Express bus stops. There is very little employment out near Super Walmart in Mt. Pleasant and virtually none with an 8 am start time. However that empty East Bound bus is completely full headed into the city a fifteen minutes later.

The 40 runs full going East in the Morning, but it's taking people to service jobs closer in. It's a local.

You don't have to ride transit if you don't want to. If sweaty, working class people scare you, put all the four dollar a gallon gas in your SUV you like, move to the fringe suburbs and a gated community and watch Fox news at night. We'll drill the ANWAR for you and gas will still be 5 or 6 dollars a gallon in two years. You can blame it all on the liberals when you can't sell your house because everybody wants to live within walking distance of a bus line. It is, after all, Jimmy Carter's fault, because he warned us all this would happen and he didn't make wearing a sweater look as much fun as Regan's plans.

Racism, waste and stupidity are all perfectly legal, but they're luxuries. You may not be able to afford them all.

I'm not saying it will end up like that, but the "talking" without the "doing" for ANY kind of additional energy is pointless.

I'll just keep riding my bike. While I also need to fuel my vehicles, I don't have to do it but every two weeks, and even then I could go for a month if I stretched it.

We had to leave Friday morning for a funeral my husbands Father had passed away. We gassed up here next to my office. The price was 3.41
We got to Wilson NC and gas was 3.69. When we reached Richmond the gas was 3.43. We were there till Thursday when we got ready to gas up for the trip home gas there was only 3.51. It rose.
When we got to NC the gas was horrible we paid 3.99 the cheapest. We had no idea about the email but I took this trip and saw the price rise. God help us all wish I was able to ride a bike.

This is one of the reasons why I always make sure my car is 2/3 full during the height of hurricane season. At most we're probably looking at a 4-5 day period before the refineries will be opened again, and that's assuming they don't suffer heavy damage. These kinds of facilities cost a fortune to build, to maintain and to insure, so I'm certain that oil companies took the threat of hurricanes into consideration when they built them.

Just don't panic. If it will put your mind at ease, go ahead and add a few gallons to your car but don't do like these people who have gas cans filling their trunk. Just top your car off and be prepared to cut back on the level of driving for a couple of days until we know what's happened with the storm.

I just saw this on CNN thought it was interesting.

Small college town in the mountains, Sylva, NC was the scene of chaos fueled by rumor of $6 gasoline and rumors that tomorrow there will be no gas in our surrounding area. There were reports of fighting and streets were clogged so the police and local rescue squad had to assist. While privately owned stations covered their pumps and shut their doors the chain stores had lines over 1/2 mile long around 7 pm tonight. This video was shot around 9 pm after the worst of the lines and traffic was over.

I do not know where you get your numbers (probably another conservative propaganda site) but your numbers are way off base. Oil shale is hard to get and very energy intensive for its extraction, so it is not an efficient and affordable at the moment. We may have 50 to 150 years of oil left all together, but that is at current consumption numbers. The consumption rates are going off the roof in places like India and China, and are growing at an exponential rate. Again we have the problem with the quicker we exploit something, the quicker we use that resource up. No one has answered my question or has addressed this concern. I also am fully aware that Petroleum is used in many everyday products, hence my comment earlier about our oil dependence and our critical need to change that.

I am also fully aware the predicament we have with the OPEC nations and the barrel they have us over. I am not opposed to drilling if we can insure that all of the oil drill for on our land goes just for us and if the government can insure that some of the profits are used for research for alternative fuels. All in all, our oil dependence has got us in a huge predicament.

It is also a fact that oil is finite and therefor not debatable, along with the concept that if we become better at exploiting that finite resource, the quicker it goes away. Ok..I have to chime in. Let's go back to the profit margin argument. For round figures, let's say that the profit margin for Big Oil is 10%. Go back sa few yrs, when gas was say $1.50/gallon. What is 10% of that? My math comes to .15 per gallon sold. Ok...for round figures, let's use $3.50/gallon (which is rather generous). According to the numbers, that means they are making $.35 per gallon. Ok, let's take it a step further, and say that Exxon sold 100,000,000 gallons. A few yrs, back, their profit (according to the profit margin) is $10,000,000. According to today's prices- going with the $3.50/gallon price again, they are making $35,000,000.

You see, the same profit margin is all relative. It does not mean the same thing if the price is much higher.

Capitalism is based on true competition, which is not happening in the world- we do not have any acceptable alternatives if the price is too high. This is called an inelastic product. Not only that, because of the inelasticity of oil, the major producers have set oil prices, and in my opinion are in collusion, which in turn is an oligopoly- thus controlling prices. If this was not the case, why wouldn't one company decide to reduce their profit margin to say 5%, and get alot more sales? Why? Because they seem to have an unwritten agreement to not do that.

I have to leave for now but will think about your problem later. It does appear at first read to be a margin on the retail price in your example not the wholesale price. Also if I understand your last statement I believe it is the same if their cost also rises. If their cost is the same as when the price was $1.50 and they are now charging $3.50 then yes that would be all the bad things said about them. This is a huge business so there are huge dollars involved and that is where margin keeps it in perspective.

Because that's under $100/barrel for oil, not gas. The short-term problem is that alot of refineries are off-line due to Ike (and were before due to Gustav)...Oil can be as cheap and plentiful as it wants, but if it isn't being turned into gas, the supply of gas decreases, which increases the price of gas...

He would russle up some more dead diasoures or just put oil in the gound for us... Better yet every morning when we wake uo are gass tanks would be filled...God.....so unbelievable

Conserve and we'll have enough" Okay sparky, what to do when we can't get everyone to sing a, "kum by ya", on the saving part, then we run out without using our time wisely to develop multiple alternative sources. Do it while we aren't under pressure or time constraints to develop them at the last minute?

You epitomize big intrusive government as much as the neo cons who want only oil and have done their level best to retard the development of alternative sources. They are cutting accross the lane trying to get in front of me...They block the exists that prevented us from getting out so they could get in....One young girl jumped out of mini van and stated yelling at people and trying to explain if they blocked the exit and can't get in.. LOL...Any how I felt I owed it to poeple to add to the kaos and do my part

I can assure you, that before I state an opinion or belief. I rationally analyze my beliefs and research the counter viewpoints, whether if right or wrong, problematic or whatever. I am only human and do not pretend to have all of the answer. Though my response are rarely knee jerk rations, come from partisan web sites or do they make me a as you so arrogantly stated from your soapbox. While I admit that my political viewpoints are little left of center, I take a pragmatic approach on how I feel the country should be run. You may disagree, yet I feel that it is in the interest of our government to look after its people (and not just the corporations and the ones that are wealthy). If I am not mistaken "provide for the general welfare" is stated in the constitution. Lord knows globalization and the free market have not always looked out for our country's self interest.

I feel that reserving our own oil supply for just us looks out for the self interest of our people and has little to do with "moving goal post". Almost any other country in the western world look out for their self interest, but I know, it goes against the American concepts of individualism and the good ole' American spirit of competition.
Last time I checked the people that own most of the worlds oil supply do not like us very much. The Bush Administration has done little to assuage this problem, in fact I feel that they have made things worse. That fact gives them a lot of power and leverage over us. Another fact is that oil is a nonrenewable resource and we have an oil addiction that we have yet to get weaned off of. So Gator, it does not take a "simpleton" to see that this could be problematic?

Gator, If you are going to quote me, actually use my own words and please leave them within context of the argument. My comment on oil shale was more of a response to Jane, that extraction of oil shale almost causes more problems than they are worth (it takes a lot of energy to extract, environmental problem, resource problems) and that it will do little ease or solve our oil dependence. Also, there was not any point in my comments yesterday where I stated "Conserve and we'll have enough". I did state conserve now, we again, it does not take a simpleton to realize that Americans consumption habit (Including mine) are horrendous. While conservation will solve the problems, it will assuage the problem from becoming worse than it already is. If we don't change our consumption habits soon, we will be in a world of hurt and then we will have no alternative but to have the government intervene. That, along with research and exploring other energy source, hopefully we will slowly wean off our addiction of oil, but I can not bet on it.

I while I agree gas price at the pump have been a catalyst for conservation, higher mileage cars and so. It is not always businesses self interest to lower consumption. I will admit the are problems with regulation, especially when it has to do with profit margins, I feel that
For the most part, regulation have done more good than bad. They have improved conditions in the work place, they have looked out for the consumer, and have made this country. While I am all for capitalism and free enterprise, we need some sort of checks and balance system so that business does not get too powerful just like we need some sort of checks and balance system with government. While there are a lot of great successes with capitalism and the free market, it will not solve all of the worlds problems.

While again these our my opinions and how I see things. You can agree with them or disagree, I could care less., but next time you start quoting me make sure they are in context.
