COLUMBIA — Gov. Mark Sanford highlighted a list of state laws that he said belongs on Comedy Central rather than on the books in South Carolina. Surrounded by cosmetologists from a salon here, Sanford said Wednesday he was taking one giant step toward "cleaner, shinier, healthier" hair with a newly-passed bill that will remove the requirement of 1,500 hours of training to shampoo hair. He noted in comparison that it takes 396 hours to become a police officer and eight hours to carry a concealed weapon. Among his top list of "wacky South Carolina edicts" are 48-hour limits on circuses at one place in any one year and a ban on musical instrument sales on Sunday. Sanford said the Legislature should consider repealing archaic or unpractical laws each year.
