ST. GEORGE — The man who got Dorchester County Sheriff Ray Nash to drop a controversial $15 inmate processing fee has filed a complaint saying he didn't get his money back after he was arrested and found not guilty. Thomas C. Limehouse of Summerville filed the complaint and summons at the county courthouse on April 24. Nash is named as the defendant and has 30 days after he receives the complaint to respond. The complaint says when Limehouse was arrested on a charge of disorderly conduct Sept. 1, deputies confiscated $961.25 in cash he was carrying, which is standard procedure. When Limehouse was released on bond the next day, he was given a check for $946.25, according to the complaint. At the time, Nash was charging inmates a $15 processing fee. He said inmates could get the money back if they were later found not guilty, but they needed to request a refund. Limehouse said he was cleared of the disorderly-conduct charges Nov. 21, but he never got his $15 back. In the complaint, he's asking for a jury trial and unspecified punitive damages. Nash said Wednesday that he had not yet received the complaint. He said he has no record that Limehouse ever asked for a refund, but would send him a $15 check. "I'll take the filing of the lawsuit as his official request for reimbursement," Nash said. Limehouse declined comment Wednesday, referring questions to his attorney, state Sen. C. Bradley Hutto. Hutto was scheduled to be on the Senate floor Wednesday and did not return a message left at his Columbia office. The complaint goes on to say that Limehouse's money became part of a fund that Nash used "for his own purposes, including entertaining attendees at his character building workshops." Nash said he used the jail fund, which included money from the inmate-processing fees, to pay for snacks for Romanian police chiefs attending a character-building seminar at a Summerville church in November. That was an appropriate use of the money, he said. Nash quit charging the processing fee after County Council questioned whether it was legal. Nash said he disagreed but would quit charging the fee until he got another legal opinion. Limehouse spoke with state Sen. Randy Scott, who then asked state Attorney General Henry McMaster for an opinion. McMaster wrote back that he saw no legal justification for the fee. The taxpayer will pay again and again in Dorchesterchester county..Anyone know how much money is being paid out by the taxpayers for all these Lawsuits filed against Ray nash and his cronies? At This rate the lawsuits will double last years total.Close to 20 this year already..
Maybe He was too busy changing the purchase orders for S&R Technologies to fit the Audit?
He should Resign.

I Find it Interesting That I am Being bashed in the summerville journal for saying Ray Nash may have set up Sen. Scott.
I have researched campaign disclosure for Mr Rose and observed 3 very vocal supporters of Ray Nash that have donated to his campaign. I have also noticed that bot Mr Rose and Mr Boatwright were stationed at the Airforce Academy.The same Bill gothard Principles used at the DCSO under Ray Nash were the subject of a number of lawsuits by a lawyer named Mikey Weinstein.
To Top that off ,Sgt Bottens report details He received a phone call before stopping the car after the car stopped in a bi-lo and was observed for several minutes for a video car to show up..(Where did the money go for 3 video cameras in cars? 4 cars-1 with video).Who ordered the stop? Now if you look at the public disclosure form of Mr Rose you might have the same questions..
Now ,I am not bashing the officers because they did what they were ordered to did with the threat of losing there job if they didn't.Authority without question. Chain Of Command.Citizens are Fools?

I can't believe the old man had to contact a lawyer, file a lawsuit and contact the media to get his $15 back. Any time I want a refund (for a purchase, for damaged goods, etc.), I usually just send a polite letter and I have always received good results.
I wonder why the old fella didn't just write a letter (as he was told to do) and request a refund? Oh wait! I know! He likes to do his business by stirring the pot, contacting the media, filing lawsuits. Heck, is his lawyer working for free? I doubt it. If Mr. Limehouse really just wanted his $15, he could even have saved a stamp seeing how he works just a couple hundred yards from the Sheriff's Office.
What are Mr. Limehouse's real motives?

Aunt Bea...I have wrote a letter to ray Nash Numerous times with No response. All I want is them to come and pick up their uniforms and badge and I'D card.I went to the annex to hand it in and told by a Captain he won't accept it. I would have to bring it to the jail...I went Home and wrote numerous letters to no avail.
Why Didn't they just cut him a 15 dollar check when his case was dismissed? Did it take that long to pay for food for Romanian Police chiefs?
I would bet his motives are to show What Ray Nash really is. A proven mistater of the truth to benefit his agenda.

I don't know if ChrisPia is a lunatic or not but while he's digging into Mr. Rose campaign finance he might want to do the same for the other Senator running in this election - you know the one who couldn't stand by himself while being interviewed by Sgt. Botten; the one who was just visiting a friend who had been in bed two hours and didn't know he was coming; the one who wouldn't ask for an AG's opinion for 300+ taxpayers who were charged an estimated 200 each illegally but thought 15 was important enough - you will find some really interesting donations from developers and DUI layers who lobby AGAINST stronger DUI penalties while 80% of traffic deaths in 2008 are DUI related.
I've never worked for a company I left (I can't speak for insubordination and being fired) that I expected them to pick up their property. The simple common sense thing is to turn in that property because you never know whom you may work for one day so treat them all with respect. I think the line was "turn the other cheek"! I think all should take ChrisPia for what he's spewing "sour grapes".

Limehouse and Knight are running buddies so anything Limehouse will do anything to help his good ol boy get elected.
And Chris Pia you are getting bashed because you obviously have a agenda against Nash since you were fired from the jail. You try any and everything you can to bash Nash and see that your good ol boy Knight is elected. Afterall acording to Sen Scott we will not need to worry about DUI's in Dorchester County once Knight is elected. Or that rule may apply only to good ol boys. We will need Scott to explain this further.
I find it odd that Knight has yet to address Scott's comments after his arrest. Does anyone else think Knight should make some sort of statement about Scott's comments?

The simple common sense thing to do was For the Captain to accept my property when I tried to Return it at The DCSO at the Annex which is close to my Home..At that point I was not employed by The DCSO and feared more retaliation..So I decided to use my common sense and write them a letter to come and get it.I even had them dry cleaned.

I can tell you when I first saw him stumble I thought he was drunk.His driving wasn't the best either. But Then I heard about his one leg,Seen the video on the news showing the cracked concrete,Him Blowing 3 seperate zero's and talking coherenty at the test(saying some assinine things).I then read the immediate comments of Mr Rose,Obtained the Police report of Sgt Botten and researched campaign disclosure forms of Mr Rose.Identified at least 3 individuals that have wrote articles to this paper and the Summerville journal in Support of Ray nash during these troubled times.I realized that Senator Scott actually Pushed this audit. And then I connected Harry T Boatright and Senator Rose to the Airforce academy that was having the similar scandels based on the Bill Gothard teachings.The past history of Ray Nash's insubordinate Firings and Harassment are probably the reason why officers followed orders to Stop that car that evening..Authority without Question...........Could This Be The Common sense You were looking for?

Dorchester County Sheriff’s Office (DCSO)
Background:
DCSO is seeking proposals from consulting companies to provide professional services in the
arena of information technology expertise where the primary focus of these services is the
development and on-going maintenance for the line of business applications which directly
support the law enforcement requirements of the DCSO. The DCSO is required by South
Carolina law to maintain certain records and books regarding the law enforcement activities
of the DCSO. Some of these records are incident reports, detention bookings, 911 calls,
criminal histories, juvenile reports, victim information, radio dispatching, traffic tickets,
warrants served, pending warrants, police actions, etc. The proper technology solutions
enhance the ability of the Sheriff to carry out these responsibilities in an accurate, timely,
legal and professional manner.
The Dorchester County ITS department provides support for the county network
infrastructure and PC level support but the support of the DCSO line of business applications
does not fall within the scope of the Dorchester ITS authority. DCSO maintains a completely
independent domain for its operations and manages all the DCSO data according to the
DCSO Computer Use Policy.
The successful bidder will be awarded a three year contract as the sole provider of these
services in order to provide continuity and long term strategic value to DCSO. The contract
agreement may be terminated at any time on sixty (60) days advanced written notice by
either party.

The primary software vendors for the line of business applications are SMART Public Safety
Software, VisionAir and S&R Technology Group. SMART provides the systems for jail
management, warrants and incident reporting. VisionAir provides the CAD (Computer Aided
Dispatch) system. S&R Technology Group provides a comprehensive custom-written intranet
system which is the main platform for collecting and analyzing all the DCSO operational
information.
The bidders that apply to do the work of the CIO must be able to perform and provide each of
the following job description services:
•Establish and direct the strategic long term goals, policies and procedures for an
information technology department. Determine the organization's long-term systems
needs and hardware acquisitions to accomplish the DCSO law enforcement objectives.
•Be responsible for determining DCSO information security standards. Develop and
implement information security standards and procedures. Ensure that all information
systems are functional and secure.
•As the information services consultant, they will work with DCSO command staff and
other DCSO employees to evaluate and solve technical problems. Evaluate existing
systems and/or user needs to analyze, design, recommend, and implement system
changes.
•Must be a software development engineer who can design, modify, develop, write and
implement software programming applications. Support and/or install software
applications/operating systems. Participate in the testing process through test review and
analysis, test witnessing and certification of software. Design, plan, and coordinate work
teams. Provide technical support to project team members.
•Must be able to take the project lead and be an Applications Systems Programmer to
design, plan, and coordinate work teams. Provide technical support to project team
members. Handle complex application features and technical designs. Design and

•Must be a business systems analyst who can review, analyze, and evaluate business
systems, and user needs. Formulates systems to parallel overall law enforcement
strategies. Writes detailed description of user needs, program functions, and steps

Give me a break - you'd been canned - what did you have to worry about - they can't fire you twice?
I have spoken with several local law enforcement officers who saw the tape (none of whom work for the DCSO and at least two that are state employees) that said they'd have arrested him too.
Don't buy the one leg leg story - go to Youtube and watch him stand for 10 minutes without wavering at a campaign speech.
And unless you have other motives I am not certain how Rose's contributors are germane to the issue.
Notafan's quote isn't absurd and I've wondered why Knight didn't distance himself either. I haven't supported either candidate for Sheriff - publicly or privately - but it was very clear that Scott believed that he would have been given a break by Knight because he was Randy Scott - GED waving/ex-exterminator (except for termites)/good ol boy Senator extraordinaire. All Knight had to do is state publicly that no one who breaks the law would be immune from justice - he hasn't done that. Hmmmmm???? Wonder why? Nash may not be perfect but he's not running for Sheriff either!
Were Boatright and Rose at the Academy at the same time? Did Boatright even attend the academy or was he simply in the AF?
I'm a local boy but not a good ol boy - the difference - I don't care if we're friends or not, wrong is wrong and I'll call you on it.

As for why they allowed Scott back on the road - a HP officer said that is common practice in the HP to record the subjects actions to ensure that all the evidence os there so that those attorney's who like to get drunk drivers off criminal convictions have more difficult times. Attorney's who write books like "101 Was to avoid a DUI conviction". Did I mention that 8% of the highway fatalities are a result of DUI's for 2008 in SC?

And what was Scott doing during the few hours between him leaving the church and being pulled over by the cops. He and his wonderful attorney's seem to overlook that time period and only focus on the two glasses of wine he had at church. He must have forgotten about that time period. I also have blackouts when I am home pounding liquor.

Why does LC Knight have to come out and speak on this. These are not his words or his actions?This was spouted by an angry man whom thought he was being set up by a corrupt Sheriff.He quoted a man of Intregrity(Lc. Knight) and stated this would not happen under his watch .
Local boy...I have trouble with many things that are common practice in this area. The Bottom line is it is a direct threat to the safety of the community..If the alleged drunk driver(Mr Scott) Hits and kills someone after not being stopped in a parking lot(when he should have been and arrested If he felt he was intoxicated). Who is at Fault? Whats right is right and wrong is wrong?.....Once again who made the phone call to Stop this car? Why so many cars without video systems? Why didn't the original observing officer make the stop and go to another call?
it is also common practice to fire and Harass people for their religious beliefs,political beliefs . It doesn't make it right.

He was told some of his signs were knocked down along that road. He was not sure what houses had signs. He needed to go left and right as to shine lights on the yards. Signs are expensive. He told the officer this but the officer did not listen.
The video showed at the office Scott appears not to be drunk. Mr Scott asked for a lawyer 22 seconds after his rights were read. The officer did not allow him to call his lawyer saying the test had already started. Mr. Scott was not told that any test had started. The officer running the machine seemed to have a reading problem as he had a hard time reading Mr. Scott his rights. I am sure the officer will be asked his education background at trial.

ChrisPia, you have to rank up there with some of the most slanderous people that post on this thread.
You list contributors to Mike Roses campaign as if you are insinuating some kind of crime or nefarious activity. Get a clue dude, contributing to a political campaign is completely legal as long as it does not excede the specified amount.
Furthermore, even though it is your right to access who is contributing, do you think its wise and fair for you to print these peoples names on this site or any other are for that matter without their permission. Yes, I know you are free to do that but do you think its very ethical? Especially since you are always on your high ethical horse!

Magpie I'm still a little confused on That But the official charge was insubordination For Not revealing the source of MRSA at The Jail.....At The time I was repeatedly told by administration that there was none after a Nurse told them they had a couple of cases but unknown exact amount..I was asked who my source was after the nurse revealed this info to administration.They pressed me for my source. I said I will not tell them .They already knew that my info was correct.I was placed on administrative leave the next day after being asked again for my source.I was then ordered to come in to a Hearing...i was asked again to reveal my source . I said I refused. I was fired for 3 counts of insubordination.
Before this I was Brought into the Admin Office because I had an LC Knight Sticker on my carwindow. I was told I should remove if from my window and told I work at the will of the Sheriff. I was harassed and havea letter from Chief barnes stating this.
My work ethic was great and I always had the safety of my collegues first and foremost on my mind. I had Contacted OSHA about enormous amounts of safety issues at the jailthat was ignored till I advised admin That contacted OSHA. Then County Council Provided Nash with an Additional 30K of taxpayers money to fix up theplace before OSHA Got There...My Partner was Fired for Defending My Harassment.
This is not the First time That Harassment and Intimidation has gone on in Ray Nash's past. He has a vast History of Firing people for living out of wedlock,Working on an opponents campaign,Sexual Harassment etc..(A proven Pattern of Abuse.)
These cases were settled each time and hidden from the media on some occasions.
This has been going on for Many Years Under The Nash Administrations.Nobody has put a stop to this. It's wrong...

Mosinfan, you understood correctly! In defense of the info it is public record and I did remove the addresses. The real point is "What was the point and how does Mike Rose tie into a charge of 15 dollars made to those arrested relate to the Senate campaign?" Unless of course there is an ax to grind because someone got canned! Or unless the drive to keep the Good Ol' Boy network strong.
I recognize about 6 people on the Rose donation list and I don't believe any of them have relatives that work for the DCSO.
As for the right to call your attorney - you have the right to have an attorney present during questioning - that is what the law requires! It does not require that an attorney be present during the administration of a breathalyzer test nor does it permit him to be present during the response to simple question such as what is your name and address. It's been upheld as high as the Supreme Court when challenged - look it up!
To the article article at hand this is certainly purely political in nature. Going to court to recover 15 dollars? I only wish there was a serious charge for filing frivolous lawsuits and then we'd have time to prosecute those heavyweight gamblers from Hanahan or drunk drivers such as seen on the Scott video.
Again, you will note on many occasions that law enforcement officials follow a suspect drunk driver to capture his actions and also to ensure that they are pulling someone they have reason to believe is drunk and not just stupid (or in some cases both!).
Finally, look at the support group from Cola that is behind some of these folks - Rod Shealy - the one who cares not about the state as long as his candidates win. While he may not have invented dirty politics he has come close to perfecting it!

ChrisPia even though SC is a right to work state if you were fired improperly almost any attorney would have represented you in a wrongful termination suit. How did that case go by the way? Did anyone read about the cases of MRSA at Trident Hospital, Summerville High, etc., etc.,
If nash fired someone for Sexual Harassment then he is certainly doing his job. If organizational policy prohibits its employees from living out of wedlock then those folks should have been fired too. I can't stand some of my company policies - they're silly - but I think that my job is important to my family and I can live with those silly policies. Is it - If you can't stand the heat, stay out of the kitchen?
If you weren't smart enough to hide your aspirations for another Sheriff to take over while working for one then I'm not certain you're smart enough to be working for either one. Now note I said hide those aspirations not change them. History is full of people who lost their jobs because they never learned the art of subtlety.

I know that at least 5 of those who are commenting work for the DCSD and are afraid of losing their jobs. So take a deep breath, let it out slowly, and don't worry. We know what's going on. I agree that ChrisPia is going a little far afield on this one. But one has to ask why Sheriff Nash has not yet set up a system to identify the people whose money was unlawfully taken and to return it. According to past newspaper articles, he took money from some people and not others, sometimes took $15.00, sometimes took $10.00, sometimes used it for the prisoner's benefit, sometimes used it for Christmas bonuses...what a mess...
I comment because economics is "a social science." And logic--which is mathematically based--tells me that when there is money to be made because one lawyer has given bad advice (Nash's lawyer) other lawyers will be circling like vultures. Mr Rose is his own man. I have no problems with Mr Rose. I have pointed out some Questions that should be answered. It is a fact that some of the people in his campaign disclosure are Nash Supporters .That is a fact. These supporters have a deep animosity at the fact that Mr Scott pushed the audit and has made Nash resign from the upcoming Sheriffs race.(Probably with a promise not to prosecute him?)

Breakfast was served with a side of political jabs Saturday as the two candidates for the State Senate’s 38th district questioned each other’s track records.
The sun had yet to climb very high by the time Republican Sen. Randy Scott and his Republican challenger, former state senator Mike Rose, squared off at Kelly’s BBQ restaurant near Summerville during the monthly meeting of the Lowcountry Conservative GOP Breakfast Club.
The candidates each spoke for an allotted time and also took questions from the audience.
Rose criticized the legislature’s excess spending. While touting his own fiscal responsibility, he attacked Scott for supporting earmarks and the state’s competitive grants program.
“In order to get $160,000, we had to pay $420,000 to other counties,” Rose said of the program, which he likened to a “slush fund.”
Scott, a first term incumbent, took the narrative approach as he spent a majority of his allotted 10 minutes talking about his background, his family and how he got into politics.
“I never told anybody I was a saint. I never told anybody I was the smartest guy in the world. But I can promise you this — I’ll work hard for you,” Scott said.
Scott did, however, manage to take at least two shots at Rose.
“He was there for 9½ years and he got defeated. I wonder why?” Scott asked rhetorically.
Later, Scott said: “I don’t understand why we’re having so many problems after my opponent spent 9½ years in the Senate.”
Scott left the Q&A session early, but not before a question from audience member Jim Emery, of Summerville, prompted one more verbal swipe by Rose.
Emery asked both candidates if they had ever used their political positions for special favors from magistrates or law enforcement officials.
Scott immediately interjected, saying the question was aimed at him. He said it had to do the accusation that he ordered the release of a friend’s son — who had just been arrested for driving under the influence — from police custody.
“He (the friend) merely called me to go check on him (the son) and see if he was alright,” Scott said.
Rose disagreed with Scott’s account.
“I’ve had a police official tell me eyeball to eyeball that what he did was obstruction of justice,” Rose said.

Visit honors sheriff
We are proud residents of Dorchester County and are honored that 12 police chiefs from Romania chose the Dorchester County Sheriff's Office as one of their four stops in the United States. Regardless of whether high-ranking law enforcement officials are foreign or domestic, they bring high honor to Sheriff Ray Nash and his department when they visit and study techniques and training.
Certainly, the chiefs wanted to visit a law enforcement agency that has a proven track record in preventing and solving of crimes.
According to recent FBI statistics, Dorchester County has 20 percent less violent crime than its two neighboring counties in the Lowcountry. Sheriff Ray Nash's department has a 92 percent rate for solving homicides. (The city of Charleston just announced that it was reopening 50 unsolved homicides.)
This is not only a tribute to Sheriff Nash and his well-trained and disciplined staff but to the Summerville Police Department and other municipal police departments in Dorchester County. Kudos also should go to the many Crime Watch groups in the communities, as well as the general population for their keen interest in and support for good law enforcement agencies.
We have notified Sheriff Nash that we would be happy to underwrite the cost of a luncheon for these distinguished visitors to eliminate any criticism or concern about the expenditure.

Ron Turner, a Summerville real estate agent and mortgage broker who has been active in Nash's campaign, describes the sheriff as "a great cop" and "a man of great integrity." He says Nash's critics are just blowing matters out of proportion to gain political advantage.

There is less than a week until Summerville town elections. From articles in The Post and Courier, it is apparent everyone is trumpeting the cause of planned or controlled growth in Summerville and Dorchester counties.
A Dorchester County councilman has listed many of the innovative actions accomplished to control growth in the area. When read closely, it is, in reality, a litany of the items that have not been accomplished. Look around at the cars to the front, to rear and to the side of you to verify this. Consider the comments by Neal Peirce of the Citistates Group about the Summerville area having one of the most acute cases of growth overtaking school capacity he has seen. This gives even more credence to what has not happened.
The list of accomplishments did not include the Historic Overlay District ordinance being held in committee for more than a year or the recent inaction by County Council on the adequate facilities ordinance. County Council has not seen a development it did not love. Placing things in perspective, the annual $100 per unit impact fee council has imposed on developers would allow a couple a night out each year for dinner at a nice restaurant.
The mindset and inaction by Town Council to implement ordinances for planning and growth compound and solidify the inaction of County Council.
With the exception of Town Councilmen Howard Bridgman and Mike Dawson, the remaining "band of four" council members march in locked-step to approve as many developments as quickly as possible with no explanation for the urgency.
This leads to the Town Council election rhetoric. It is suddenly popular for those in the "band of four" to speak up for planned and controlled growth. One member has suddenly become so contrite as to admit a mistake made in regard to the Limehouse development. But when confronted in a recent council meeting about a motion to consider an adequate facilities ordinance, the "band of four" showed its displeasure and retreated into executive session.
On Tuesday, do not let the weather or traffic congestion deter you from going to the polls to select those council members who will work for us. Vote for those who are willing to relieve the oppressive cloud of uncontrolled growth with an atmosphere of planned and controlled growth.

SECTION 8-13-1520. Violation of chapter constitutes misdemeanor; violation not necessarily ethical infraction.
(A) Except as otherwise specifically provided in this chapter, a person who violates any provision of this chapter is guilty of a misdemeanor and, upon conviction, must be fined not more than five thousand dollars or imprisoned for not more than one year, or both.
(B) A person who violates any provision of this Article 13 is guilty of a misdemeanor and, upon conviction, must be fined not more than five hundred percent of the amount of contributions or anything of value that should have been reported pursuant to the provisions of this Article 13 but not less than five thousand dollars or imprisoned for not more than one year, or both.
(C) A violation of the provisions of this chapter does not necessarily subject a public official to the provisions of Section 8-13-560

I think you are mixing apples and oranges.
Although, I have no dog in the race in SummervilLe Town elections, I think upon closer inspection you will see that Mr. Dawson and Mr. Bridgman, whom you seem to like, support an Adequate Facilities Ordinance. Mr. Rose and Ron Turner, whom you seem to dislike, also support the AFO. Mr. Scott, Mr. Hearn (who was on County Council when the Jail Mess started), and Ms. Annette Young also oppose the AFO.
Now you have me "off topic" and "mixing my metaphors." But, the point I am trying to make is that Rose and Nash are not marching in lockstep any more than Scott and Knight are marching in lockstep. I have friends in Summerville who plan to vote for Knight and Rose and (for that matter) Benji Lafond.

I have never addressed the adequate facilities act. This is the first time hearing of it and some of the first names mentioned.
I have mentioned before that Impact fees are illegal. No Matter how you disguise the name. My Point was/and still Is;The politicians Know this,and when it is appealed in a court of law the taxpayers will be footing the legal bills....I agree we need better planning .What people don't Realize is that a moratorium really does not slow growth. During that period of time all the paperwork and stuff is still being done to build more. Once that moratorium is lifted.They will build. It's slows the process though. So planning should be of importance during this period.
Once again I understand that Mr Rose is a seperate person.I just had Legitimate questions. I respect Mr Rose as I respect Mr Scott. I do however think that Mr Scotts arrest was political.The upcoming days will prove my point. Email me
