Beach water in trouble, report says; state says those numbers are wrong

Sullivan's Island is one of the 10 worst beaches in South Carolina for failing water quality tests. Or is it?
Natural Resources Defense Council today released its annual beach report, ranking Sullivan's Island seventh worst among state beaches, and saying South Carolina is the only state in the Southeast that had more than 10 percent of its tests show more bacteria than is considered safe.
S.C. Health and Environmental Control said there are "major discrepancies" in how the group interpreted testing data for the report. Sullivan's Island, for example, had only half the percentage of unsafe samples as the report indicates, said Clair Boatwright, public information director.
"The report was incorrect. Our beaches are clean and safe," Boatwright said. Among other discrepancies, the group did not factor the number of monitoring stations into its evaluation. DHEC is the environmental agency that oversees water quality monitoring.

Is this really a problem? Obviously better quality would be nice but for the beach to have been closed for 2 days out of 365 sounds pretty good to me. Given the number of people and dogs on that beach I think its remarkable that the quality is as good as it is. Cudo's to the dog owners doing there part to pick up after there dogs.
