Education funding: state lawmakers go back to the drawing board

COLUMBIA The problem of funding South Carolina schools has been a lesson in avoidance for generations of state legislators. Now, more than 30 years after the education funding formula was designed, the Legislature is going to take on the challenge. One of three ongoing efforts will see progress this week when the House Education Finance Act Study Committee meets to generate potential solutions. House Speaker Bobby Harrell, R-Charleston, gave the representatives until November to draft plans for ways to redistribute education funding and overhaul the formula, which systematically punishes wealthier districts such as Charleston County. It's sure to be a fight that pits the Lowcountry and Upstate power structures as lawmakers from across the state try to find ways to bring the most money possible back to their constituents.
