S.C. municipal chief leaves the stage
Retiring S.C. Municipal Association director Howard Duvall bid South Carolina municipal leaders a fond farewell Friday and was rewarded with the association's highest award and good-natured ribbing about his dance moves.
Duvall served six years as mayor of Cheraw and worked in state government before he taking the reigns of the association in 1992.
Since then, he has headed up the statewide organization that supports and lobbies for South Carolina's 270 cities and towns. During his watch, it grew from eight employees to more than 50, many of whom provide training, insurance services and other help to cities.
With his family by his side, Duvall was given the Allison B. Farlow award, the association's highest tribute. Duvall recalled meeting Farlow — the late Myrtle Beach City Councilman — during his younger days.
Miriam Hair, currently the association's deputy executive director, has been tapped to succeed Duvall on Oct. 1.
