Forensic specialists list payouts in audit of Dorchester Sheriff's Office records

Money made by the Dorchester County Sheriff's Office charging fees to jail inmates went everywhere, from paying for cruises to ATM cash withdrawals to software and Internet services provided by a relative of the department's administrator.

The following payments were among those noted by a team of forensic specialists in an independent audit ordered by County Council of the sheriff's department records for 2006-2007:

--$65,467.59 to S&R Promotions, owned by administrator Franklin Smith's brother-in law, to perform software and intranet services; the company was contracted by the office to track assets. Auditors noted that "many of the invoices reflect charges for 'Professional Services' with no detail regarding the nature of the service or the amount of time expended."

--$56,600 for chaplain services; those same services are handled by volunteers at Charleston County jails.

--$4,199 to Character First! for subscriptions, calendars, training material and other items. Sheriff Ray Nash has promoted the character training program and used it to found his own Police Dynamics seminar.

$2,241 to Carnival Cruise Lines; a $599.45 cash card withdrawal on Sovereign of the Seas, a Royal Caribbean International cruise ship.

--More than 50 cash card withdrawals from Dorchester County Detention Center accounts for amounts of $500 or more.

Those were among the findings by Rachlin Cohen & Holtz in an audit County Council ordered of the Sheriff's Office in August, saying it wanted to find out why Sheriff Ray Nash has been going over budget. Council expanded the audit in December after auditors discovered tens of thousands of dollars missing from the jail fund and suspected embezzlement.

The auditors are now conducting a more exhaustive audit, partly to provide evidence for the State Law Enforcement division as it investigates the missing money. The auditors have recommended that the county overhaul the control and oversight of funds generated by the fees.

Nash has accepted responsibility for lapses in fiscal oversight. He blamed his former jail chief, Capt. Arnold Pastor for the missing money. No charges have been filed.

The amount of money involved and the allegations of criminal mishandling have restoked a long controversy over money the office collects and disburses independent of its county budget, as Nash prepares to run again for the office this year. The issue haunted the campaign four years ago.

The county's bid proposal last summer asked for the audit "to review compliance with (existing) controls, identify areas of weakness and vulnerability to fraud and misconduct and determine existing fraud or misconduct."

"There was no reason to suspect fraud or criminal misconduct," Councilman Chris Murphy said in an e-mail asking about the proposal. "We strongly felt that the office was not being fiscally managed properly."

The team that won the bid consists of former Internal Revenue Service criminal investigators who have experience working with law enforcement offices. They specialize in forensic audits, an accounting art similar to a criminal investigation. For instance, the auditor will investigate not only whether the amount disbursed from a fund agrees with the amount totaled in checks and payments, but also check banks to make sure the checks paid what they were supposed to.

"The reason they call someone like us is the indication, belief or suspicion that something doesn't add up," said Jose Marrero, Rachlin Cohen & Holtz partner.

Auditor Ron Wise, who is handling the probe on site, called the reams of data that the office submitted to the audit "a mess." But he said it allowed the team to sort the information in ways that exposed irregularities.

I would be very concerned with the last two expenditures. The others are items Sheriff Nash deems were needed. Even using a family memeber to do computer work. That's netwowrking, the last two are theft from what it appears!

Time and time again, our governmental agencies fail audits. Most don't receive the press attention of this one...but they should.

Throughout our system, our government has failed to provide service as it should. It also fails to administer itself with honor. I believe in government but what do we say when we see so much waste, fraud and abuse?

The police are supposed to be an honorable institution...but they run deceitful operations and manage to run jails that are similar to third world countries.

When will the public wake up and require our elected officials to act professionally, and honorably?

$56,000 in chaplain services in one year? And character first is essentially a biblically based 12 step program to teach character, so it's really more bible study. That makes $60,000 a year just to promote his religion. These people can read the bible and pray for free, and Charleston county manages with volunteers.

The computer work cost sound reasonable to me, but for once I agree with our resident socialist JohnQ in that the record keeping reeks...

Cruise lines and over $25,000 in cash? And this is all in just one year!

Sheriff Nash 2008 Website States....This accusation has come up more than once over the years and I am Glad to have the opportunity to make my position on this very clear.I do not receieve any income from the Sheriffs office for any of My Police Dynamics material.In fact,I regularly provide Police Dynamics materials Free of Charge for the use of the Sheriffs Office.And Of Course,any training that I do for our Deputies I Consider part of My Sheriff Responsibilities.........4,199 to Character First Plus about 90k per year to train 200 officers 4 hrs a month.(This Is Manadtory program for Officers)..........On top of the 30plus lawsuits for conditions at the jail......We Need a Fedral Forensic Audit to Determined Where this Money is Going........To the Way Cult,The Bill Gothard Cult,or Christian Exodus

Nash's Campaign Manager for Ray Nash in 1996 was the Rev Don Shackleford.He along with Shelby Weeks get 10% of the Marshall Fund to Work at The jail..................Early in his term as Sheriff,Nash asked Council Permission to Hire a chaplain.Council approved the postion,But Weeks decided not to take the job as a Department employee .He however drives a Department car..7/8/00 by Bobbie young Post and Courier

Chispia I know that it is public knowledge that these people’s names that you have so boldly put out on the P&C website has a case pending against the Sheriff’s office but for you to boldly post them. I can go into plenty of other reports But I Think this says it All...I was fired on 11-02-2007 for revealing to my Co-Workers that there were past cases of MRSA in the Jail.I would not give up my source.....OSHA has recently confirmed 10 past cases this year..3 on 4/2/2007 DHEC should have been Notified(arthur Bryngleson worked for DHEC).It's considera cluster after 2 and mandatory to bereported.

If You want I could print the letter I sent Through the Chain of Command about safety issues for the officers before I contacted OSHA...Broken Locks,bad lighting,Computer malfunctions,1 officer transporting up to 10 prisoners,lack of equiptment(tazers),lack of training etc etc etc....This does not include Cells without running water,no towels ,soap for prisoners.........All This was supposed to be fixed according to records??

Thats what a Federal forensic audit would find...This audit states for years money was used to fix these Computer problems BUT when I got there in Mid 2007 These Conditions were disgusting? Were They Ever fixed? At one point all the Cell Doors opened at once & another time the system crashed for 2 days...Coupled with doors showing open on the computer when they were not & Doors that can only opened by a key................When the Audit says "for Professional services" on the Invoices I question whether this was even done in the past?

In 1997$150,000 Taxpayer Money From County Council was used to fix these problems.....Why Didn't this come outof the jail fund or the Marshalls fund? Or Maybe even a fund that nobody has mentioned like the Drug Forfeiture Monies?

Yes ,I was harrassed and have a letter stating that it was referred to Sled. by Ray Nashin Sept 2007....NEVER GOT A CALL....
Have Asked Through FOIA for Reports of MRSA in 2 Letters to Ray Nash.....Never Contacted, Must be done by 15 days by law.
A Cluster of MRSA in The Jail was not reported to DHEC by Sheriff Nash...This is a reportible Disease by Law..

Dear Buttercup, unless I woke up in Russia today, we still have the US Constitution which guarantys us the right of free speech, besides, those names are a matter of public record. Thank you Chrispia for enlightening us all.

My Grandma always said, "Don't say or do anything that you don't want printed on the front page of the newspaper." Grandma was right, and Chrispia's words, in my opinion are totally true. The truth will set you free.

I would like the REQUESTS TO REMOVE that have been placed on several of these comments to be ignored. We live in Dorchester County and all of our friends would like to read these comments.
Ray Nash is a grand 'spin doctor', and one of the TV stations interviewed him today in St. George where he allegedly was meeting with his compatriot, Franklin Smith. His spin doctoring in this interview did nothing but cast espursions on his former Chief Jailer, Arnold Pastor, and placing all the blame on this man.
It is important to know that 2 checking accounts are involved. This was only one year's expenditures, and the account that was opened illegally was opened by Arnold Pastor. In my opinion S and R Promotions expenditures of over $65,000, chaplain services for over $56,000, and Charater First materials for over $4,000 were expenditures that profited Ray Nash personally.

It is important for the residents of Dorchester County to know that Ray Nash has failed to effectively and efficiently operate the Sheriff's Department. He should resign or Council should begin procedures for removal from office. He is unfit to serve.

PS- I wonder if Nash and Smith were in St. George to shred or dispose of more documents? Primary for the sheriff is coming soon...please take note of the truth before casting your vote.

After SLED was tipped offf about the massive shredding at the Sheriff's office, they allegedly seized three computers from that office.

SMith ans Nash both appear to have been linked to the Christian Exodus, a religious movement to fill our state with their followers and secede from the union. I believe their original plan was to begin this effort in Greenville, SC. This link is even more poisonous than nepotism. They have ties to Tyler, Texas where they allegedly train young men. Sound Hitleresque to me.

I do not know Chrispia, but he certainly reminds me of Patrick Henry. The signers of our constitution put their lives at risk and were considered to be troublemakers by England. The US has many troubles, but thanks go to folks like Chrispia who cares about the residents of Dorchester County. And let's not forget the excellent reporting by Dave Mundy and Bo Peterson. Our eyes are being opened about this sheriff.

When he first ran for sheriff, I voted for him and donated funds and told him the one thing I wanted was to get the drug dealers off the streets of St. George. It didn't happen. I am now supporting the other candidate with the same request...Get the drug dealers off the streets of St. George.

Our Chief of Police in St. George has a mantra..." If you arrest them one day, they're back on the street the next." So, arresting drug dealers and closing crack houses in St. George is not a priority.

I have talked with Nash many times. The last time I spoke with him about this problem, he said he had to be invited by the town. Who am I? Chopped Liver? I daresay the majority of our good citizens want the drugs off the streets. If the chief law enforcement officer will not take this problem into hand, where do we, as residents of this county, go to get our town cleaned up?

It is apparent that we cannot depend on Nash, even if he had good intentions, he probably would be flying around the world, presenting his Character training and lining his pockets.

These findings seem profoundly offensive to taxpayers of Dorchester County. At the very least this may merit investigative inquiry by the South Carolina Law Enforcement Division (SLED). It seems doubtful that there is any type of cover-up unless the department is outright refusing to cooperate with authorities. This government entity is funded by the taxpayers and owes its citizens the right to explain (in detail) what is being spent unless disclosure would cause some type of harm to a pending investigation – thus involvement of SLED should be encouraged (as an outside/third-party law-enforcement bureau). Hey Plametto I am with you on the Chasn Cty audit! I can only imagine what is done with all of the $$ delivered to CCDC by family members for inmates in there. I personally have put $$ in an account at CCDC plenty of times and I would be personally suing whomever the culprit was if I knew they were taking my money I gave to my husband while he was there on a driving offense.....that is stealing from me and then from my husband as well!!!
