Bills would cut, raise taxes

COLUMBIA — House members have filed bills calling for raising taxes and cutting them for employers who provide health insurance.

Those are among the bills filed Tuesday on the second day legislators were allowed to file bills ahead of the two-year legislative session that starts Jan. 13.

State Rep. Seth Whipper, D-North Charleston, wants the cigarette tax raised to $1 a pack from the nation's lowest of 7 cents. That would help small employers buy health insurance and expand Medicaid coverage.

Republican State Rep. Kit Spires of Pelion filed a bill that would impose a sales tax on groceries.

Democratic State Rep. Anton Gunn of Columbia wants small employers to get a $1,000 tax credit if they provide health insurance.

The break would last for six years.
