More nuclear power is on the table, right next to "green" fuels. Tougher building codes are up there, right next to consumer energy efficiency programs.

The state's Climate, Energy and Commerce Action Plan released today is a behemoth of 53 recommendations to reduce greenhouse gas, or carbon fuel, emissions by one third within 12 years. Putting all the recommendations in play would require legislators to pass new, restrictive laws and find money to create new incentives.

They would also require cultivating a culture of voluntary energy conservation by everyone from heavy industry to the homeowner screwing in light bulbs. The sometimes-opposing interest groups who sat representatives for a year on Gov. Mark Sanford's committee say this is doable. But it's no done deal.
