Expulsions show racial disparity
Black students expelled more often according to national, state, local tallies

Summerville is far from the only community with a disparity in the percentage of black students facing suspensions and expulsions.
National and state statistics, as well as data from other local school districts, show that black students were suspended or expelled at a much higher rate than their white peers.
About 20 black community members brought the issue to light Monday night by protesting Dorchester District 2's discipline policies.
In the Charleston County School District, 5,837 middle and high school students were suspended at least one time last year. Of that total, 4,849 students — or 83 percent — are black, according to Charleston's 2006-07 report of suspensions, expulsions and attendance.
In Charleston schools as a whole, 43 percent of all black high school students and 47 percent of all black middle school students were suspended last year, compared with 10 percent of white high school students and 9 percent of white middle school students.
As for expulsions, 110 out of 131 — or 84 percent — of students kicked out of Charleston schools last year were black, according to the same report.
Charleston's percentages outweigh the statistics in Dorchester District 2 where there are 6,119 black students out of a tototal enrollment of 21,400. The district was the location of Monday night's rally of frustrated parents and expelled students. Out of 2,694 middle and high school students suspended at least one time in District 2 last year, 1,310 pupils, or nearly 49 percent, are black. The suburban district expelled 88 black students out of a total of 157 expelled students last year, or 56 percent of the total.
Louis Smith, a black community member who led the protest, said he didn't realize his concern extended beyond Summerville High School. But Smith, a longtime Summerville resident who now lives in Surfside Beach, said Tuesday that he didn't think he acted too quickly in bringing the group's complaints to the school board without examining how the district's expulsion and suspension data compare with the other local districts as well as state and national average.
"People said we had an abnormal amount of black students expelled and suspended from Summerville High School, and I got some of the numbers to verify that they were correct," Smith said. "We looked at it narrowly. We were focused on our one little village."
District 2 school board member Charlie Stoudenmire said he welcomed Smith's group to the meeting, and agrees that the district needs to analyze if it's doing enough to help minority children. School board Chairman Bo Blanton will propose the creation of a new committee to examine some of the concerns raised by Smith's group, and Stoudenmire said the discussions are needed even if District 2's black suspension and expulsion percentage is not as disproportionate as the rate in some surrounding districts.
"I'll be happy when we save every child," Stoudenmire said. "We haven't done that yet."
Although Smith did not produce state and national figures at Monday's meeting, the data is available from the U.S. Department of Education.
Several years ago, black students accounted for 16.8 percent of the nation's total public school enrollment, according to projected values in the U.S. Department of Education's 2004 Civil Rights Data Collection. Yet black students tallied 37 percent of all out-of-school suspensions handed out to students, and 34.5 percent of the total expulsions nationwide.
During the same year in South Carolina, black students were 38.5 percent of the state's total enrollment, according to the same federal data report. Despite accounting for less than half of the state's student population, blacks tallied 62.8 percent of all out-of-school suspensions and 66 percent of the state's expulsions.
Smith said the local, state and national figures are shocking and prove the black community needs to do more to highlight the discrepancy and discuss the reasons for it. "We should be looking at another major civil rights battle," Smith said. "We have a major issue on our hands."
The Post and Courier requested similar data from all local school districts Tuesday under the Freedom of Information Act, asking them to break down suspensions and expulsions along racial lines. Berkeley County School District officials said they would supply their data today.
Jack McDevitt, director of Northeastern University's Institute on Race and Justice in Boston, said the national statistics show the issue isn't just a Southern states problem. Instead, McDevitt said the disproportionate number of black suspensions and expulsions are a result of zero-tolerance policies enacted by some school districts in the wake of violent outbursts on school campuses.
The zero-tolerance policies call for stricter punishments for misbehavior such as petty theft, drugs and fights, McDevitt said, and national research shows that black and Hispanic students are bearing the brunt of the penalties for these infractions. Other experts have called the phenomenon the "school to prison pipeline" as minority youths kicked out of school for disciplinary reasons often find themselves with few options besides crime, he said.
Schools and districts concerned about the disparity should do a more thorough job of monitoring their discipline statistics along racial lines, McDevitt said, adding that most districts don't circulate or publicize their discipline data, especially how suspensions and expulsions break down by race.
"Most schools don't even keep these kinds of records, so they wouldn't know how their discipline strategies are disproportionately affecting one group over another," he said. "If you don't look, you never know. Schools monitor who passes their standardized tests, but not who is leaving their school."

So I guess if we reach a quota of which racial group is disciplined, then that particular cannot receive any more disciplinary actions? I wonder what percentage of the student population at Burke High School receives disciplinary actions even though it has a largely African American student population. Let's look at percentage of student populations as part of that statistical comparison.

How about reward the students that do follow policy and rules and give them a safe and non disruptive learning environment. I could care less what color the kids are if they are breaking the rules they should pay the price. Learning to pay the consequences for their actions, that is teaching them a life lesson.

Another poorly written article. Were any of the individual punishments unjustified or were there any students that should have been punished that were not punished, or punished too lightly? If the answer to these three questions is no, you don't have a problem.
I bet I could do my own research and find out that the disparity is not one of race, but one of hair color. Let's see the numbers on how many brunettes were punished vice the number of blondes. Or maybe one of freckles... I feel that those of us with few freckles are being discriminated against. I've also noticed that the percentage receiving punishments is very low for kids that go fishing at least three times a week.
Race is not the issue here, behavior is. I'm very disappointed in the Post and Courier's ability to do anything but print articles for the sake of news stand "wow".

Face it, folks. Black kids are coming up thinking that they are owed something because of the color of their skin. You have some that will claim that's not the case but as soon as they are left with the downside of a situation they start screaming about racial discrimination.
To quote a good friend who happens to be a teacher - "I don't give a rat's (posterior) what color they are. They are all students and should all conduct themselves as students, not as spoiled brats!"

Tell you what; let's have the administrators at Summerville High School go into the classrooms and pull out, at random, enough white students to balance the books and expell them. That ought to do it! Then they'll want the administrators to start giving the white's grades that are lower because the poor black student can't cut it!
If it's a situation not restricted to just Summerville High School, then that ought to be a clue to the Black Community that they, as well as all of us, have a serious problem.
Bill Cosby is speaking out about this and the Black Community isn't listening. They are still in the "give me something for nothing" or "give it to me because I'm black" or "give it to me because my ancestors were slaves" mode.
And the dumb a_ _ white man keeps caving in to their demands!!!
If the blacks are causing that much trouble in our schools, we all have a problem. It cannot be ignored any longer and it's high time we quit being politically correct. I say call it what it is; it's racial blackmail!!
The opportunity for an education is guaranteed to every US citizen; all they must do to receive one is to attend school, follow the rules, stay out of trouble and make the grades necessary to complete their education. There is no clause in the constitution that says, "only white citizens can receive an education".
But, the Black Community is still in the "you owe me this mr. white man, so give it to me without expecting me to do anything to deserve it" mode.

If they were to keep track I would bet that it is a large number of them. And who is to blame then? They are. Just like it is their fault now, but have to point a finger at someone. Come on parents face it our children are no angels, everyone does wrong, but some of us are human enough to admit it and face the punishment, but others just wont believe they they have unruly, arrogant little know it alls. Quit hollering racial discrimination and face the facts. Your kids need to be punished by someone.

The black kids getting suspended or expelled are the ones with attendance problems anyway. They aren't smart enough to realize that they shouldn't bring weapons or drugs to school. Now, the white kids already figured out you can't have that stuff at school so they just do it somewhere else. I support the zero tolerance policy across the board for all races. Maybe some parents need to take a good hard look at their kids and then themselves before they start blaming another skin color.

I used to skip class and I had in school suspension ALOT. It wasn't my parents fault I skipped. Peer pressure I say. Plus I just really hated my 1st period class. Anyway, I feel racially discriminated against for them diciplining me in such a manner. The only reason I had ISS so much, is because I'm a WHITE girl.

It starts way before middle school and high school expulsion. We are pressured by our administrators to "FIX" the problem of unruly, undisciplined, basically rude children in elementary school. They come to school not knowing how to say please, thankyou, excuse me, I'm sorry, or even carry a tissue or handkerchief in their pockets! We aren't teachers teaching the three "R's" anymore. We are their parents "en loco parentis" teaching them proper pre-school behaviors. No wonder they "get behind" "start acting up" and then "get expelled" later in life. OK, teachers, new day, Let's do the best we can!

As someone who works in our schools, I am absolutely disgusted by this article. No, we are not discriminating against the black kids. If a white child brings a knife to school, s/he is also expelled. The same kids that are constantly being suspended and expelled in our schools are the same kids that are committing crimes in our neighborhoods. (I see their faces on the TV every morning!) And, heaven forbid if one of their parents comes in for a conference or even answers the phone when you try to call them. Instead of having this "protest" outside of the school district, why don't they have a "protest" outside of the parents' homes who are not doing their jobs! The parents that don't send their children to school or even help them with their homework! No...I guess it's much easier to point the finger at the school district for suspending violent children! How dare we!

Captain: I read on a website yesterday that TONS AND TONS of pre-schoolers get expelled. THAT'S CRAZY. They're soooo young. My child is almost 20 months. He acts up sometimes, as most children do, but only around mommy and daddy at home. He plays us. He is an angel at school from what the teachers tell me. The only time he acts up in public is if he's hungry or thirsty. If a school ever tried to expel my pre-schooler, we'd have a serious problem..... I could understand if the pre-schooler was hateful or mean....I've gotta find that link....I'll be back in a few.

ARTICLE 3.
DISCIPLINE
SECTION 59-63-210. Grounds for which trustees may expel, suspend, or transfer pupils; petition for readmission; expulsion, suspension, or transfer.
(A) Any district board of trustees may authorize or order the expulsion, suspension, or transfer of any pupil for the commission of any crime, gross immorality, gross misbehavior, persistent disobedience, or for violation of written rules and promulgated regulations established by the district board, county board, or the State Board of Education, or when the presence of the pupil is detrimental to the best interest of the school. Each expelled pupil has the right to petition for readmission for the succeeding school year. Expulsion or suspension must be construed to prohibit a pupil from entering the school or school grounds, except for a prearranged conference with an administrator, attending any day or night school functions, or riding a school bus. The provisions of this section do not preclude enrollment and attendance in any adult or night school.
SECTION 59-63-40. Discrimination on account of race, creed, color or national origin prohibited.
(1) No person shall be refused admission into or be excluded from any public school in the State on account of race, creed, color or national origin.
(2) Except with the express approval of a board having jurisdiction, no student shall be assigned or compelled to attend any school on account of race, creed, color or national origin, or for the purpose of achieving equality in attendance or increased attendance or reduced attendance, at any school, of persons of one or more particular races, creeds, colors, or national origins; and no school district or attendance area, by whatever name known, shall be established, reorganized or maintained for any such purpose, provided that nothing contained in this section shall prevent the assignment of a pupil in the manner requested or authorized by his parents or guardian, and further provided that nothing in this section shall be deemed to affect, in any way, the right of a religious or denominational educational institution to select its pupils exclusively or primarily from members of such religion or denomination or from giving preference to such selection to such members or to make such selection to its pupils as is calculated to promote the religious principle for which it is established

It's a game of percentages and if they turn the tables around and look at how many single parents in the Black Community as oppose the white community you will see a disparity. This question was put to Jesse Jackson in an interview with Bill O'Reilly. Of course Jesse Jackson skated by the question and avoided answering it since he was a father of illegitimate kid. His answer was more government programs and more government control. The guy is lame.
This whole thing boils down to parenting. It takes a mother and father to raise a family, not a single mom, or 2 mommies or 2 daddies or more government assistance like the liberals would make us believe. Even if the parents are divorce, give the father a more active and responsible role in a child's life. This non sense of visitation of one or twice a month is bull. It should be 50-50.
Then and only then will you see the numbers go down.

My take on this sad situation is that a large segment of the black community is in crisis due to poverty and a lack of the traditional family unit (ie. parents that came from this same environment and the large number of single parent families - hell, even Jessie J. fits into one of these situations. Without a strong family support system to guide the children - they are more likely to be disruptive and get kicked out of school and will be strong candidates for graduating to the big house. I think national black leadership should quit whining and going to places like Jena and roll up their sleeves and help their people straighten out there lives.

i went to a primarily black middle school and in most cases those were the most disruptive students. in my high school which was fairly even on all races it seemed like most fights were white kids. i think its lack of parenting. these kids are allowed to do what they want cause the parents are too busy getting high drunk or working 3 jobs to make ends meet to care what their kids are doing.
the problem has nothing to do with race it has everything to do with the parenting and home life.

As an educator I am ashamed. We give our children too many chances to straighten up before we even begin to think about expelling them. Outside of bringing weapons to school or starting a fire on campus, our students have to be suspended no less than 5 times before they are given a hearing about being expelled. If the student does not listen to warnings, ignores the suspensions for bad behavior and continues to act in a way that is distracting to those students that show up to school to better their lives, they have nobody to blame but themselves. It isn't a color issue, it's a misbehavior issue. Don't come crying to the school when you don't graduate for being expelled or by not passing your classes. With all the interventions and help the schools provide to students, there is no excuse why you can't sit in your seat, learn, and graduate.

Pay attention to Bill Cosby. He's got the right angle going to make better of one's self in this world. White kids should pay attention as well. Racial expulsions? Look in the prisons. Blacks are the majority. These non-caring black kids are only going to add to the prison population. Don't they get it? Learn to live a decent life while we're here on this earth.

Man, my kid HATES being in his room for time out MORE than a smack on the butt. His little feelings get hurt when he knows he has to be in his room for 5 minutes. He runs out and hugs us and says "love you" when we let him out. He behaves so well afterwards. He doesn't want to be alone in there again... And what's hilarious is his room is chock FULL of toys and such. But he sits on his bed and cries while holding his stuffed puppy the whole time. You don't have to beat your children to get them to listen. Just be consistent with other measures.

Since Charleston County's school board is predominately black and the superintendent is continuing the policies of the former black superintendent and most of the school administrators are black and the protestors are black this looks like a case of cultural stupidity to me!

Whoever researches these articles should go back to school and learn about statistical analysis. There are so many contributing factors that should be looked at prior to throwing race into the picture. Let's take a look at each offense and the punishment doled out for those offenses. After that look at how many times each student has been disciplined prior to the offense. Should there be a recurring pattern or a progression in the offense the punishment needs to be more severe.
To simply look at the number of black suspensions/expulsions as compared to whites is only telling part of the whole picture. Should there be a disparity afterwards then I say let's fix it, but not until all the facts are in and a true comparison is laid out for all to see.
All these articles seem to do is fuel the fire between blacks and whites. It's been 37 years since Summerville High School and Alston High School were integrated and it seems we have not move one inch in closing the gap between the races. In fact I believe the gap has widened because of people not getting all the information.
I have seen memos to Department Heads where I once worked stating if a "Non-minority" is promoted IT MUST BE JUSTIFIED. Hell, I always thought when you promote anyone, IT MUST BE JUSTIFIED. Can anyone say equal playing field to that?

It is my opinion that parenting really is the key to a lot of the problems our youths are having and that as a parent, if you don't firmly teach and explain discipline from the time when they can understand such things, then by the time they reach the middle or high school level it is a lot harder to teach it and expect them to understand and act accordingly.
When my son, Alex, was real young he would call me "Bad Daddy" when I would discipline him. So after I thought about that for a while I explained to him that,"daddy was only bad when Alex was bad - when Alex is good , daddy is good". That was my way of teaching him consequences.

I have an idea for a story: Quote just enough statistics to make some point, tell us what the point is, and then try to convince us of that point.
This thing just goes on spewing statistics throughout. What do you suggest it MEANS that more black kids are expelled? You never say. Do you think black kids are unfairly targeted (some people quoted in the article seem to think so) or do you think they just get in more trouble, or maybe something else???
Make a point, don't just spew stats at us.

Well, I have to deal with the results of the expulsions in my neighborhood: black boys sitting on the porch all day or riding their bikes around the neighborhood selling drugs, breaking in houses, robbing residents, killing each other, etc. The old saying is true, "an idle mind is the devil's workshop."
I'm currently in the process of reading Bill Cosby's and Dr. Poussaint's new book "Come On People." They address this issue in the first chapter entitled, "What's Going On With Black Men?" Since I have been working in my neighborhood, I'm convinced that education is the key. Unless we can show our young black males and females the value of staying in school and getting their education, we will continue to lose them to the streets. We have to also teach them how to go to school and obey the rules or suffer the consequences.
Life is about choices and the consequences of your choices. No excuses here! We have provided excuses for too long!

The blacks were brought here by slave traders (they didn't want to be here) the whites took care of them for I don't know how many years, after the war (Between the States) the whites continued to take care of them, in 1964 the politicians said let's give them (the blacks) retirement from birth to death, now they (the politicians) can get their votes (and they do)and the more kids they had the more retirement they got. This created the Who's the poppa syndrome, without male help you don't have a good environment for a child. So really the cause for the above is on the shoulder's of the white man and the continued bowing down to the blacks is the cause of every white person in America. As long as we take their crap, they will throw it at us. What ever they mess up on, or whenever they don't get what they want, they blame it on the whites. The suppose to be leaders of the blacks are the people that are keeping them where they are at, they steal the money that is given to them instead of using the money as it was intended for.
The state needs to make each women identify the father so they can make him pay child support and to let the child know who it's father is. In Orangeburg on fathers day there is mass confusion, all these kids have fathers day cards and don't know who to send them to.
When are we going to say enough is enough?

first of all i just want to start of my saying that just b/c a child get suspended or expell does not mean the parents are not parenting. 2nd of all every time someone mention something about black there is something said about drugs.
none of these things have anything to do with this article. all the parents are saying is that blacks are being punish unfairly. a white child and a black child can do the same thing wrong in school and a black child will be suspend before a white child who may only get a slap on the wrist and sent back to class. that's what this article is about. alot of white people just cant see the truth about this. instead of saying that's true. they think blacks are just coming up with accuses and that not true or fair. every one wants to place the blame some where.
yes some black students being put out may have a history of being bad or not coming to school regulary i agree with that statment and on the flip side i understand some of the blacks students dont deserve harsh punishment. white kids misbehave and nothings said or done and i have wittness that first hand!!!!1

We all have done foolish things as children. (When I was a child, I thought as a CHILD, I understood as a CHILD, but when I became a MAN, I put away childish things). The thing is:::NOW, CHILDHOOD MISTAKES have ADULT consequences. But the consequences depend on who you are. If an African American MALE (who seem to be the prime target in most cases) display any type of frustration (frustration is a normal emotion) he is sent to the office and written up and eventually labeled as having anger management issues or impulse control issues. He is called disruptive and eventually suspended to the point where he is expelled. In the white community, this same condition is simply called ADHD or ADD.

if you call slavery "being taken care of" we have some serious semantic issues here. I don't think ANYONE would like that sort of care. Interestingly enough you flash forward to 1964 where all of sudden all blacks are free from discrimination and leaving like kings and queens off of government subsidies. It is so interesting how the pervasive media stereotype of the lazy black american has been engrained in so many people on this board. It seems either we are lazy or too confrontational (like this board's favorite enemies the naacp or ANYONE that falls into that category) But no worries, there are plenty of "Model Negro--Uncle Tom" types for you all to throw out there just to prove that you are not racist and that there are some "good" blacks out there after all. The ones that never complain about the injustices they have and continue to suffer and who bow and scrape in the presence of white america. Seriously, the plantation mindset is alive and well in these boards and sadly in Charleston itself.
There is a larger category of black americans, like me, educated and outraged not only at the state of black america (and all its causes) but also the continued ignorance of people like you which also perpetrates an ugly stereotype of the south. This larger category is one you don't know....we aren't the al sharptons on TV, running a football on sunday, in the movies obliging black stereotypes or on TV complaining about black america like the bill cosbys. We are the ones that got our degrees, work our jobs, raise our kids, go to church but refuse to live our life in silent anger at the state of our world. We will continue to speak out against all the injustices we continue to face and work with my community organize and overcome. There are reasons for these disparities, complex ones that go beyond the race garbage here. Yes, it goes way beyond white america but NO denying thatit started there, as "southerner" him/herself stated.

I guess I'm most offended by the talk of the"adults" here stating that BLACK peolple this, BLACK people that. If you look at the statistics it shows that most BLACK kids don't get in trouble. MOST BLACK parents raise their kids the right way. All I see on this forum is people saying that ALL BLACK people are causing problems. My kids go to school to learn and they are all respectful of EVERYONE. However, when I read replies here, they are being lumped in with the disruptive kids. Its a shame that the ones that cry they are not racists would stereotype ALL people because of the actions of some. I had a teacher tell me that we're in the south, what should you expect?... This was from a white teacher. With attitudes like that, my kids don't stand a chance...

Not another race story? Is that all the P&C has to discuss? My parents let me know the importance of an education on my first day of Kindergarten. My dad told me not to miss a thing and if I got into trouble, then I would miss something. I've carried that lesson through elementary school, middle school, high school, college, and now graduate school. It starts at home. Not saying that the parents of children who get into trouble (black or white) aren't doing a good job. My brother and I came from the same 2 parent home and he stayed in trouble in school. This situation is not a race issue, it's a values issue. If you do not value your education, you will not behave appropriately in school. It's as simple as that.

I disagree. I have an 11 year old daughter of my own and a 9 year old stepson who I recently acquired due to his mothers' incompetence. My daughter has never gotten into trouble at school, never a negative note from a teacher, etc. The child has only had 3 spankings in her lifetime, and why? because i have had instilled in her respect, compassion, responsibility, and taught her that there are consequences for every action. The 9 year old, however, is a totally different animal! Since school started this year, I've had 7 notes sent home, a visit with the assistant principle, 2 fights to deal with, the threat of suspension, disrespect to teachers, among other issues. I've had to seek counseling for this child, which he is now getting, so hopefully things will turn around. Had he been with me since birth, I can pretty much bet these problems would not exist! IT ALL STARTS AT HOME!

They do however have an issue with assimilation so that is why they don't complain as much. They do get discriminated against so don't even begin to think they don't have issues about it. Hispanics are probably the biggest group right now complaining, but we won't get on that subject but I will say when those articles come up suddenly people make comments like, "well at least blacks are citizens". Don't think I haven't seen those too. Blacks and Hispanics ARE charged higher interest rates when buying a house. They even did studies where people of different races went to the SAME place and received different quotes even when there credit score was the same as their counterpart. The only BS on this board is the BS being spouted by people who are known idiots. I never see them on any board that has something to do with white people but when there is an article about the NAACP or black people they are on it. I also see you didn't mention Jewish people. They aren't considered a minority but they are also pretty vocal about discrimination.
PS Most Cubans coming from Cuba were pretty much well off before they got here. Duh, that is the reason why they left. They pretty much OWN Miami. Another note, Cubans are hispanic. They may not think so, but they are.

Bottom line. You try and teach your kids right from wrong. You also teach them there are rules in school and life . If you break them, there are repercussions. It doesn't matter if you like them or not,that's the way it is.The parents who have this attitude are the problem ,not the kids.It's not the schools job to raise the kids,the teachers are there to teach. If you can't shut your mouth and listen and make an attempt to learn, then go elsewhere. I'm sure we'll see you working at Walmart or Burger King (assuming you're not in jail)

Bottom line... if a kid is bad suspend him...or her... if they get suspended five times then they are expelled. A parent or the student gets suspended and doesnt change there's a problem with the child or parentental guidence.

I am a white girl and went to an almost all black high school (Garrett, when it was still a regular high school) and most of my friends were black. I work in a field where 80% of the people i do business with are black. I'm just wondering, is the racial tension there under the surface even if it doesn't appear to be? From reading these postings it sure does seem so and how disheartening that is.

My white wife (I am white too) was a teacher for over 30 years in Charlestion co. and had many black students that she much admired and did all that she could to insure their success. She suffered much from the disruptive students, both white and black.

Ok, on a serious note...like I said before, I went to Stall HS. I grew up in Woodside (a little dangerous neighborhood in Ladson). All I have to say is I've seen some really bad behavior from black people. BUT, some of the smartest and most successful people I went to high school with are black men and women.
Statistics don't lie...more black kids are being suspended/expelled. Is it due to racism in the school system? NO.
Its due to a lack of discipline and concern.

Once again, the paper only printed HALF the story. To tell the full story would include what percentage of expulsion offenses were committed by a certain race. I bet the numbers would closely follow the actual expulsion rates. I agree with wanting to keep troublemakers off the street, but clearly school is not the solution those who do something bad enough to get expelled. They need to go somewhere else so that other students can continue to learn. This is true regardless of race. Schools are not intended to be nannies, parents, or jailers. To consider only punishments without also considering offenses is ridiculous.

I live in Greenville, and the statistics could be from any public school in South Carolina--and its always going to be someone else's fault. Most of us are tired of getting blamed for the fact that over 70% of minorities in high school are being raised by a single parent, with very little exposure to a proper father figure.
I can't understand how a culture can believe in Jesus Christ, go to church, and then fail to honor God by ignoring marriage and not abstaining from sex. Bill Cosby is right---black men need to stand up, quit screwing around & begin accepting responsibility; if they insist upon sex, it's cheaper to wear a $2 condom than for the system to raise an illegitimate child.
What ever happened to career testing in high school? It was an invaluable tool to my brothers and me -- and steered us in the proper educational direction.
Career testing shows students their careers options based upon their present interests and skills. With this information, as student would be able to choose what "cluster" they need to enroll in: Career/Life Skills, 2yr-college bound, & 4yr-college bound.
We should segregate (yes,segregate) the students based upon the program THEY choose to enter. When a student is "mis-classed", they do nothing but disrupt the classes of those who are trying to learn.
Teach "applied courses" so that these kids can see how learning a subject can be applied in the "real" world. If they're not college bound, begin taking classes focusing on their career.
Teach life skills--proper etiquette & dress, good citizenship, how to interview for a job; teach them about banking, credit, nutrition, even grocery shopping. Teach them what they may not learn at home.
Summer internships with local businesses for some on-the-job training skills would be a tremendous asset. Funding by grants would help the business community not become over-burdened. Involve the COMMUNITY in these kids, and involve THEM in the community.
If these high risk kids can see the opportunity to develop a skill that leads to a career, you stand a better chance of holding their attention.
I realize it's much more complex than what I've written, but it's an idea. What we're doing now isn't working.

Thats what it all boils down to as well. People need to be active "ducks" in their kids life. Stop letting TV be the babysitter and stop saying they can't discipline their kids. I hate seeing kids that yell, and cuss at their parents, parents teaching them small cuss words and thinking its cute. Then when that same little kid goes out in a public setting and says "Up yours Mom & Dad" in front of a group...now they are embarrassed! Some people feel like they have to be their kids friends first and that is so sad. I know my mom and dad was not my friend growing up but then again for everyone born in the 60,70,or early 80's can agree with me on that one.

eyfigueroa, nice way to cite evidence. It is disappointing that people say something is BS just because they haven't heard of it or don't want to believe it. Reminds of the time in one of my classes a couple of years ago when a student actually said an author's claim that the US govt helped carry out the Tuskegee Syphillis Experiments. Imagine the shock on his face when he realized not only was it true but there was an HBO movie about it and a full congressional apology issued. Just because you disagree with a person doesn't give you the right to shout down everything they say as crap.
Yet, I also have to question P&C, I have been saying for years the quality of journalism, and meaningful journalism is lacking. Sure it provokes all sorts of explosive propaganda and "discussion" but the paper rarely takes the time to adequately address the more complex issues asides from saying "expulsions show racial disparity". I would like to see more in-depth analysis on this newspaper's part, without reporting on the response to an issue. Report on the issue!

My only point yesterday was that blacks can have the same things whites have even if not treated equally treated. Secondly, re-introducing corporal punishment into the public school system is an idea that, in my opinion, should be considered as a method to deter undesirable behaviors. Spare the rod, spoil the child...any one agree.

Some of these comments are totally ridiculous! Honestly, what are we teaching our children???? I am so sick of hearing Black folks this, white folks this:.. Come on people, it should not matter if you're black, white, or asian WE ALL ARE HUMAN BEING.
In spite of some folks dislikes for other races, it is not fair to lump them all into one category! In all fairness, we need not focus so much negative energy on topic such as these. Let's talk about our judicial system that allows people like the woman who ONLY got a year of home detention for placing rat poison into three packages of ground beef simply because she was mad at her boss, or the repeat offenders that get very little jail time for crimes that they commit.
I agree with yeahright:
"Why can't we all get along" sounds almost humorous these days, but when we treat one another as individuals and not labels, it is still possible.

As a former public school teacher in the low country I taught in both a predominately white school and a predominately black school. I had more problems with white students. By the way I am white. Many times when I contacted a black parent, the parent would apologize for their child's behavior and let me know I had their support. Often when I called a white parent, I would get 'that doesn't sound like my child'. The expulsion rates may not be a race issue but rather an economic issue. Little Johnny isn't going to be expelled when the parents go out and hire a lawyer. Administrators are afraid of lawyers, probably b/c they like to bully teachers, administrators and schools. Before you unfairly blame the single black parent, many in my opinion are exceptional parents, realize there are many kids out there who don't any parents. There are many kids living in foster homes, group facilities and some even on their own. The breakdown of the family isn't exclusively race related. There are a lot of kids out there who have really messed up lives and I don't even know how some of them make it through the day. I was asked once by a friend how many black students I had in one of my classes and I said I didn't know I guess because I don't think of what race a person is I consider the person. As a teacher it is upsetting to me when ANY child gets expelled.

After reading the comments today it almost makes me fearful about bringing my child into this world, but I will. I will teach my child the love, compassion and respect my parents taught me to show to all people (no matter race). I will teach them to be open minded, to not follow, and rise above sterotypes. Then after I teach these things to my child, I have to hope he/she takes these lessons and applies them to life. It's not always the absence of a parent that causes a child to act out, sometimes they just don't apply the lessons they were taught. I graduated from a high school that had a majority of whites, because of those students I changed my mind about wanting to be a teacher. I decide maybe a councler was a better choice. I also attended a school that was 50/50, those kids didn't treat each other any better. The point is sometimes a parent is there, but the child just doesn't listen. Sometimes a child feels sterotyped and acts out, when they should ingnore it, and strive to rise above it. It doesn't always work that way. The only way things will change is if people decide to change their sterotype.

Sounds to me like she has a great deal of disdain for both races.

bhippey, those ugly ducks sound like Muscovies. Those are the species that the lady in the paper was complaining about.
We have a few in our neighborhood, but thankfully not many.
If people want to brag about their lives then I have to tell everyone that I personally helped save 12 baby mallards this summer. They were trying to cross the road behind their mom, and they couldn't make it up the curb.
Two other ladies and myself stopped traffic, and I had to lie in the road and scoop them from under a car. We formed an assembly line and transferred them to the edge of the woods where the mom was waiting.
It was the highlight of my day. I guess that sounds pretty pathetic to some, but I got a great feeling from saving those babies. Even all the men who were just watching clapped for us. :)

Good thing I didn't try, because a wildlife officer came by and asked if we got them all safely to their mom.
We said that we did, and she thanked us for helping out.
It does pay to do the right thing.

MsSun, I agree with your comments, you sound like you were a good teacher, we need more like you, a lot of these teachers don't have the patience or the drive to connect with students anymore, so they prefer expulsion, heck! The teachers can't teach the students, because they prefer sex education (I'm pretty sure not everyone gets caught), to single out a race for the problems of the world as so many do on these boards is pathetic! I can agree with this article, because I've witnessed black students being treated unfairly as opposed to whites, And as far as parenting goes, you can have the best upbringing, but when you meet that big world out there, it's all about trial and error...wonder what kind of parent Arthur Ravenell was?
