McConnell: Deport illegal immigrants
COLUMBIA — Senate President Pro Tem Glenn McConnell is calling for a national constitutional convention that would give states the right to deny benefits to illegal immigrants and have them forced out of the country.
It is an unprecedented move that would first require approval by the S.C. Legislature, then 33 other states would have to sign on, and 38 would be needed to approve a constitutional amendment.
"I don't know where else to go," McConnell, R-Charleston, said Thursday. "It's really an act of frustration. The state is bearing the burden because of the power failure in Washington.
"The constitutional amendment would say that if Congress continues to refuse to act, then states would have the ability to act in order to protect themselves and their pocketbooks."
Tensions have risen across the country following the introduction and failure of national proposals aimed at reforming illegal immigration. States have introduced about 1,500 bills this year intended to address the situation, including about 20 filed in South Carolina that didn't pass.
A state Senate task force is studying immigration-reform measures, but the earliest the Legislature could act is January, unless lawmakers are called back under special circumstances.
Immigration advocates have frowned on states acting independently because of the complexity of the issue and the potential to violate constitutional rights.
Calling a constitutional convention
Senate President Pro Tem Glenn McConnell, R-Charleston, issued a call Thursday for a national constitutional convention as a way for states to gain authority to enforce federal immigration laws.
The call for a constitutional convention, allowable under Article V of the Constitution, is rare. The last one to gain traction of any sort was about 20 years ago concerning a balanced budget.
McConnell will need to overcome several hurdles before the Constitution could be amended:
--The state Legislature must formally petition Congress to convene the convention.
--33 other states also would have to make the call.
--38 states would need to agree to approve an amendment.
Still, more than 170 bills did become law in other states, which serves as evidence of the frustration, said Sheri Steisel, a federal affairs counselor and senior director with the National Conference of State Legislatures.
Steisel, who tracks immigration laws on a daily basis, said this is the only call for a constitutional convention that she knows of. The last constitutional convention was held in 1787 in Philadelphia, according to several officials.
It's likely that other states would follow South Carolina if the Legislature passes McConnell's resolution, said University of South Carolina political scientist Blease Graham.
"I think it's path-breaking," he said. "It's a good illustration of the tension, hopefully the creative tension, between the national government and the states."
Graham said there may be some detractors who would write off such a proposal as radical Southern politics, noting that South Carolina has been at the forefront of celebrated and infamous movements in the past.
"After the first dismissals, the idea might really resonate and take root," Graham said. "I think this strikes a cord."
State House Speaker Bobby Harrell, R-Charleston, said he supports McConnell and believes the resolution will gain support in the House.
"All of us on a state level are trying to figure how to handle this issue basically with our hands tied," Harrell said. "I think it will go through the General Assembly fairly quickly."
Immigration issues hit home in South Carolina in part because of the unemployment rate, which is one of the highest in the country, Harrell said. Some of the jobs given to illegal immigrants could go to state workers, although in some cases employers would have to pay higher salaries, he said.
Jack Bass, a professor of humanities and social sciences at the College of Charleston who is familiar with South Carolina history and politics, said he believes the proposal is intended to invoke discussion more than anything else, especially given the difficulty in convening a constitutional convention.
While McConnell said he views illegal immigration as a danger to the country and a drain on South Carolina's resources, Bass contends that most Spanish-speaking residents, whether legal or not, contribute significantly to the revenue base and provide a skilled workforce.
"For the state to intrude into the law enforcement role of the federal government seems a radical step in transforming the role of federalism in our country," Bass said. "Senator McConnell's proposal reflects a very creative mind."

Sen. McConnell is no dummy. This is a touchy issue, but the concept of taking care of Americans first is refreshing. It has been a real eye-opener to accept the fact that we have been buying toys covered with lead based paint for our children.

I agree with some of that "stand828". They have not done enough on tax relief, property tax elimination, and the hard issues. We have a do nothing legislature in SC just like we have in Washington with our fedral gov.
This would be a pleasant change. Your citizes in SC are fed up with illegal immigrants and do not understand why this has gone on under your blind eyes for so long! If nothing else, and you can't pass this and change, the constitution then get them out of SC and take care of her first! These illegals don't have constitutional rights under the states or federal constitution! NONE...

It would be refreshing if the thoughts and the ideas were actually followed thru and implemented. I personally believe that there is a conspiracy to infiltrate our country with all of these illegal aliens.
My beliefs are founded on the fundamental premise that in order to conquer a people, you must first divide. Divide doesn't always mean in two, but to divide into different factions of religion, creed and race. When all the different factions are fighting each other and there is no common thread or unity, then the government(rich and powerful)can steal and cheat with impunity.
We, the factions, are so engrossed with scratching and scrambling for our little piece of the pie that we don't have time to watch the rich and powerful.
I truly believe there will never be any meaningful legislation passed or carried out that will address the real problems of illegal aliens in our country.
Realistically, the situation is out of control and actions to remedy would have to be aggressive and probably extreme.
The Russians/East Germans erected a fence armed with guards with orders to shoot to kill. Anyone caught trying to leave or enter other than thru the authorized check points would be shot. Anyone caught trying to leave or enter without proper documentation were detained and some were shot on the spot.
Entry into some countries that are under dictatorship rule employ an extreme scrutiny process at the port of entry that can be dangerous to liberty and sometimes life.
I don't know if Americans are willing to institute such a police state and I am most certain that most government officials would never support it.

Tripsa, we've got to get rid of the politicans before we can get rid of the illeagles! How many years have our representatives been in office and they are just now realizing we have a problem? They have told us for years there is nothing we do and refused to take a hard line. This stance has backfired for Lindsey Graham and John McCain and now both of those worms are backpeddling to apease the masses. We need to vote them out and move on, but that won't happen in Charleston County. Ya'll love to wallow in mediocrity.

Grandstanding aside...the concept of states taking action to protect their own interests is a good one. Let states decide for themselves if they want to open their borders and wallets to illegals. When there are only 20 states that offer benefits to illegals and they become quickly inundated and bankrupt, you might begin see a change of heart in this country.

Ship them all out. Don't tell me that they do jobs that Americans don't want. Who did those jobs before Pablo and Jesus came here? Their wages aren't that bad, considering that they don't have taxes taken out of their checks.
Pack them all up in busses, and their children, too. What they can take with them is the skills that they have learned here. Go make your own country great. Build houses there. Use the American education your kids got here for free to make your country a better place to live. With the money the federal government saves, we could use a percentage to help Mexico create jobs and better living conditions. Our way of saying "We respect you; you are our neighbor. We will help you. But we are taking our country and our culture back." Then I'll take a nice stroll down Stall Rd. and listen to the birds chirping.

Our politicians allowed businesses to build it's labor pool's foundation with "Illegal" immigrants. In other words from a legal perspective a blind eye was turned to this by those businesses big and small, those financing the businesses (yes they knew what was going on) and those policing the businesses/financiers (i.e. POLITICIANS/LAW MAKERS) and don't fool your selves these folks crunched the numbers on this long before it was a problem and continued with the system until we are where we are now. Now, Latinos are intrenched into the fabric of this nation. What I am trying to say is, don't blame these people for what those who are really in control of this country did and also it is too late to send them back given the interdependence factor and furthermore, who was checking the Visa documentation on the Mayflower?? In addition, I think, given Latino's having a closer ancestry to those who were indigenous to this land, they may have more claim than most are willing to admit. Second to, American "Blacks", a race created on this continent. My solution to the issue is, sorry more bureaucracy but, create a State Accounting agency that systematically looks at what a business produces in products/services compare the production with a feasible co-efficient of how much payroll taxes should be collected and if the businesses do not meet the standards, audit them, fine them if that are guiltily of not collecting an appropriate amount of taxes. I think once a good system is in place all other issues will sort themselves out because the formerly cheap labor will cost more, we will have more tax revenue to cover the burden that formerly was not being covered and the labor pool playing field will be a lot more level.

1. How ironic it is that since elections are coming up, McConnell is finally trying to get his name back out there, to get some recognition, and to get headlines!
2. It also strikes me as interesting that these "parasites" as you call them POORBOY - indeed, you are poor of knowledge and common sense. These are people, not criminals. I thought that those gansters, the thugs, the dirtbags, that they were your viruses infecting and collapsing the city.
3. So the economy is doing horrible here, all because of the "Mexicans," unemployment, sit there and cry! When a job is given to you, go install sheet rock, put up the bricks, do the yard work for your neighbor, I don't think you would consider it a job! You turned those jobs down, so don't compain now.

I enjoyed the fact you mentioned the Mayflower! Also, to bring back a piece of History, what Mexico is now, is not what used to be before: The indigenous people from the central including Mexico stretched from California all to Texas, down to Louisiana! If we are going to get very political about this, please look at your History books, Oh, wait, It might offend someone of you or might zip your lips.
Sure there are problems, many problem, but as someone mentioned earlier, we are way too into it now, How do you plan to take 13 Million people (or more) out off this country and I think that is Latinos only. Ok, you were just complaining about taxes - that would only increase our tax pay to support the prison cells and their living. Oh, I might have been too bright to think about that- sarcasm. OK, yes, I'll give you that you are right, a law is a law and it was broken, but either way, our jails are over crowded. If I had to say anything about the law breaking - that was minor compared to all the rapists and the "real" criminals that are running around with major offenses - take that Brown and RIvers case mentioned earlier this week.

Thanks for assuming that I'm just sitting on my rear collecting welfare. So that you know, I've never been unemployed in my life. Nor have I ever collected welfare. I am an educated female that takes public transportation to work. Let's see you walk through one of these parking lots where there are fifty Mexicans soliciting for work. See how you like being harrased by people who have no right to be here. I refuse to have our sidewalks blocked by all of them waiting for jobs. They do not have the decency to even move. My taxes paid for those sidewalks!!
The only way these people are paying taxes are through their purchases at Walmart. They do not have federal, state or city taxes taken out of their paychecks. Nor social security or medicare. Take a look around at the Walmart in North Charleston. What percentage of Walmart's profits are from all of these Mexicans? So, the illegal Mexican workers build the Walmarts for cheaper, they all shop at Walmart, and launder the money they make here back to Mexico through Walmart's money transfer systems. Sounds like the only one 'getting a fat belly' is Walmart.

Well, to be honest, I like to look at the big picture and not just a piece of the problem.
MINORITYSOUTH: I don't think the goverment wants to loose all of the revenue that both, the illegals and the employers pay. Uncle Sam needs to Enlist more military, so they have to find a way to pay them.
Overall, the issue is much larger and it doesn't just envolve or it doesn't simply clean off or go away by deporting these communities. I don't think any one has given it a thought for the aftermath.

Prosecution or not - the law makers were fully aware of what has been happening since the beginning. Now that things are getting out of hand, the war in Iraq and all the Middle-east countries that are revolving against us - because we are loosing at something, we are trying to prove that we can regain confidendce by attempting to be strick. A father that has raised his/her child and given them total freedom, can't spect the kid to listen to him/her when they are total adults. Logic, it just doesn't work like that.
I am sorry LUCKY that people are disrespectful to you. I totally understand. I am a 24year old female as well. So I can associate. But the matter of fact is, they too work just as hard. As do I.

This government believes in, what is is called... Shock and Awe... In other words, this country has a long history of distractions from the real issues. For example, after the Civil War, the bloodiest war in this nation's history, that was over the money and taxes made off of slavery. This country did the same thing. They took their fustration out on "Blacks" when really the North made a killing off the taxing, building machinery and financing slavery. Then took the money/industry and beat the South over the head with it. Mean while the richest Plantation owners spent very little on building the infrastructure of the South. Were are they now, oh yeah their children are now running the South once again in many facets. So once the war was over, the regular people blamed my ancestors for all the "Reconstruction" issues; Joblessness, Illiteracy etc. These scars and this mentality is still evident today. All this is said to ask that we look at the real issue of the management/allocation of public resources. IE, politics. Stop printing money seemingly infinitely to finance a war on an ideal. A war on an ideal is not winable there are few things stronger than the human spirit we all possess.

Citizen Realman, prosecute just as long as justice is handed out on all levels, rich and poor. This justice systems seems to have a problem with that. Example, government officials who traffic cocaine but treated like a junky caught with a bump, off to rehab. Don't some of y'all (you) act like you (y'all) don't know what a bump is... Or, young men pulling shotguns on someone who is unarmed and the unarmed person is charge with theft for disarming him..

Illegal immigration will ALWAYS be an issue. The illegal immigrants come here looking for a way to make money to send back to their families. In all actuality they have good intentions. But these people need to apply for a temporary work visa, or something. I know that businesses love to hire these guys because they get cheap labor. When I used to work on the Weapons Station I used to pass by a company called "Staff Zone" every morning. Lemme tell you how many Mexicans were standing outside waiting for the van to pull up and drive them to a construction site. My husband works HVAC and tells me all the time how the illegal Mexicans get snatched up off of the jobsite sometimes for sharing paperwork and id's. He says they cause more damage and problems on jobsites because half of the time they have NO idea what they are doing. Yeah, the labor is cheaper, but look at the money you have to spend to go back behind them and fix their messes. Oh, and it's not my husband's company hiring these guys, it's the home builders doing it. Ridiculous. I wish they would all just leave forever. I really can't stand it. And why do they always whistle and oogle and act gross when they see women?? My god. Even if they are standing next to their wife/wives and kids.....Come on. I guess decency(sp) doesn't exist in Mexico. Yuck!

I support Senator McConnell's quest to deny benefits to illegals. Somone has to do something since the feds will not enforce our laws. Illegals are bankrupting our great country not to mention the national security of our great country. President Bush has failed totally and you wonder if his business dealings in Texas has something to do with it. Follow the money is key in all things and if these so called reporters would do their jobs, we would know the truth. Also Senator Graham's position is disgusting and will not get my vote the next time around. Also the ENGLISH language should be made the official language and enforced. Anyone who does not follow the law, leave pronto. I am tired of trying to connect with my bank, businesses etc. and have to waste time punching the english button. I hope there will be support for McConnell's idea.

I know that they work hard. All I'm saying is...Go work hard in your own country. I'm not against immigration. Just ILLEGAL immigration. If they want to come to this country, do it the right way. Offer incentives for those who opt to spend time in the military or those who teach English to other immigrants. But for now, round 'em all up. Send them all back, if they are illegal. Then we'll start over and try to do it right. San Fransisco is suing the federal government for all of the money that they have spent supporting all of the illegals. With a fraction of the money that the fed's would save by deporting them, we could help them to make their country worth living in.

As far as I know. . . illegals do not have a SSN so taxes are not being taken out and the 7.5% that we all pay for STUFF even at Wal-Mart doesn't count.
As far as not asking for it back . . where does WIC, medicaid (for the spouse and kids), food stamps, and public education (many also have ESOL - an extra teacher/expense) fall?
WIC and food stamps . . . not taxed since it is funded by taxes. So no 7.5% there to go towards schools and health care.
Speaking of health care. I was at MUSC when an only spanish speaking woman came in. She had no insurance, remember medicaid is pregant wmn and children, and no money. She had no SSN so they still saw her free of charge. My chief complaint. I have insurance, if you'd like to call it that, I still had a co-pay plus what the insurance co did not cover. Tell me how that is FAIR!!!! And paying your share. Since they can't or didn't charge her. The rest of us foot that bill. And I still pay 2k a month in taxes to IRS.
Heck my mom owes 10k to IRS for retirement on a year that she did not even work!!!!
Tell me the system does not need an overhaul.

He was going to be seen ON COMP (still trying to figure that one out) He would not be able to get drugs because he would need ID for the meds. Not only did my "comp" send me back to work IN A SLING because the insurance companies called this dr....etc. It's a disgrace So much for the AMERICAN way. Maybe in MEXIAMERICA for the illegals.

We can't take away the phony documented workers. The national builders will be hurt and funds from home sales will not be sent back to Texas or Michigan. We would be forced to ride past undeveloped woods if all the out of state builders putting up entry level houses left our area. We can't have roads without thousands of extra cars on them bringing traffic to a halt. Also our selection of nightly taco stands would be small if the phony documented worker left. The realestate values around Stall road and Remount road would rise bringing a higher tax burden on the property owner. No sir I say keep the workers.

There is no way to do this. The cost to do it will be extreme and the crops will rot in the fields. The children that are citizens will have the right to stay and the government will have to care for them. It is so constitutional challenging, that it will play out in the courts for decades if passed. The plan that Senator Graham had was not pleasing to everyone, but it would have worked. Now, we are stuck and this "little" man can't fix it. I really doubt there is anyway to get 38 states to pass what he wants. Do we want the rest of the world to see us forcing the illegals back across the border at gun point; will Mexico take them back? How many children will die at the border if we force them back because Mexico will not provide food, water and healthy care for the millions that it will send back. Are there enough police in the US to put down the revolt it will cause or will we use the Army? It is just a stupid way to try to get out of what politicians like this "little" man has got US into. This is a very stupid idea! He is right about one thing; the Congress can't do it because they are the stupidest of all!

Let me put my 2 cents worth in- It is pretty sad, that we as legal, law obiding citizens of this great nation, who go to work every day, pay taxes, medical, vehicle insurance, and everything else that is a requirement to live- we do it on a daily basis. IF we dont pay our taxes or child support, guess who is knocking on our doors looking to haul our happy asses away- the authorities. BUT, look at the ILLEGAL population...... they are here, not paying taxes for employment, not having to have drivers licenses, dont pay automobile insurance, have out of state registered cars ( mainly ones I see with "mexican" people have North Carolina tags by the way ), and get all the medical and so on free. Let alone, the food, housing, education, illegal job placement assistance, and every other damn handout that is possibly up for the taking.
Hell, if I got hurt on the job, what would happen- I would have to go through the proper channels, go to doctor, get the run around, then if found....yes, IF found, to be actually hurt- I would get the hardest time being compensated for time out of work, when it is legit. Most likely, as seen in the past too often, I would have to wait the what .. .... 6 weeks or so, to be out on partial disability, then have all my bills stack up- and no thoughts of assistance for them when I have very good credit.- NOW,
Let an illegal get hurt on the job, no documentation, no taxes paid in, no medical- fully supported by our government - get hurt,... shoot, they would be all set. They would get the doctor first, ( probably ), they would get the treatment free, they get the prescriptions free, then, the biggest kicker here people......... is, they would get the assistance needed to get paid, from day one, and no reprocussion for any NOT paid bills that come up.
They want to stay, get documentation the P R O P E R W A Y, pay for everything that we as Americans have to do, and then.... lets rethink the plan of making them legal immaigrants.
AND TOO, We have thousands of american men and women serving our military, defending our freedom and honor. They are on the front lines, getting killed every day for us- lets take the illegals, put their asses on the front lines, and see,.... if they want to be AMERICANS NOW! I bet not.

That makes them criminals in the eyes of the Constitution or does that not matter to us anymore? I wish the writers of the Constitutuion would have seen this mess the U.S. has today. People lets change the Constitution!!! It's called an Ammendment!

Basically, what we as Americans would like to see, is if you are not here legally, then get the hell out. If not, then make yourself legal, by the proper means, channels, and the LEGAL way. Not paying someone to smuggle you and your families over, then claim to be singled out and your rights are diminished. YOU HAVE NO RIGHTS in America!!! Do as we do, and pay as we pay, then we can talk. They have made a model for themselves, and now they want more more more. ENOUGH IS ENOUGH.
Just like all the comments about Wal-Mart. I live in Summerville SC. I honestly do what ever it takes in my power not to go into S'ville Wal-Mart do to the over population of hispanic people that cannot speak any english- other than the ole mighty dollar- they know what money and cash is...... but- when they push around 2 buggies and have 4 people loading them, then we even have to make special aisles with goods just for the Mexican decent- HOLY CRAP... Then,the person who took over Wal-Mart purchasing, started to import all goods from everywhere! Good to see that the founder was trying to protect America,by only supplying American made items. WHAT IS THE WORLD COMING TO!

I would personallt like to know what benefits he is talking about. if you dont have a social you are not eligible for benefits. most of these people are illegal and would not qualify for benefits anyway, so if someone is giving them benefits the nthe person doing the job is not checking what they should be checking. And as far as I know as far as WIC and everything else goes, if the child is born here the child is entitled not the parents, so someplease help me out here and let me know what benefits they are supposedto be getting ,, not services like banking and so forth, I want to know w hat Benefits from the State that they are eligible for and receiving, cause if they are getting it and not supposedto be, then that is the states fault for not doing there jobs and checking what needs to be checked.
