State can't afford cost of illegals

I read the recent op-ed by Rep. Phillip Shoopman, R-Dist. 18, in which he criticized the call for a constitutional convention and said that South Carolina needed to act instead. I am glad to see that Rep. Shoopman has decided that the problem of illegal immigration is serious and warrants quick action.

Last year, the South Carolina Senate completed its study of the issue of illegal immigration after several months of public hearings across South Carolina and passed a comprehensive bill based on the Georgia model. That bill sat in the House Judiciary Committee without any action. I hope that Rep. Shoopman will help ensure its quick passage.

The Senate has taken action on this issue and will take more action, and we look forward to working with House Speaker Bobby Harrell and other members of the House of Representatives to craft measures that penalize businesses who knowingly hire illegal immigrants. This may make South Carolina less appealing for illegal immigrants, but it does not solve the problem nor can we be sure that a federal court won't strike down any measure a state passes. The main issue is that the states can't do anything with the core problem of keeping illegal immigrants out or deporting them when they are discovered. The challenge of illegal immigration begs us to act on all fronts and not delay again.

Over the past several months, we have gotten statistics to show how serious the problem is for our state. South Carolina has had a 1,000 percent increase in the number of illegal immigrants between 1990 and 2004 with a total population of approximately 200,000. The illegal immigration prison population in South Carolina increased by 71 percent between 1999 and 2002. Finally, nearly 75 percent of Latinos in South Carolina, according to a recent study, either cannot speak English or have poor English skills. The results are staggering. South Carolina taxpayers spend nearly $186 million annually on illegal aliens to provide education, emergency medical care, and incarceration based on a 2006 estimate.

These are costs that we cannot control by choosing to provide or deny those services. The federal government mandates those costs, and no matter what we as a state pass legislatively those costs will continue and are likely to increase until Congress addresses the issue. That is why I proposed a constitutional convention on the issue of illegal immigration. I would prefer not to have to take such a drastic action, but the problem we face as a state and as a nation is reaching one of catastrophic proportions. We can no longer afford to sit idly by and hope for federal action.

It is my hope that the call for a constitutional convention will be a wake up call to those in Washington that we as states are in trouble and must be allowed the means to take care of ourselves. I have already received inquiries from other states asking for copies of the resolution so that they can draft similar measures for their legislatures.

The constitutional convention call would prevent the federal government from restricting or limiting a state's ability to enforce federal laws; allow states to decide what government benefits to provide or deny illegal immigrants; allow states to regulate immigration matters not addressed by Congress; and require the federal government to provide prompt assistance in expelling illegal immigrants found in a state. This would be basically self-defense against an illegal invasion we have no control over.

Some have concerns about opening up the entire Constitution to a constitutional convention. Since this is an unprecedented area of law, there is no clear answer to whether the convention can be limited. However, I believe that the states can choose to limit the scope of consideration in their call to the convention. I have included in my resolution a statement that the convention shall be called for one purpose and one purpose only - illegal immigration. The safety check is that anything done by the convention must be ratified by three-fourths of the states to be put in the Constitution.

South Carolina cannot afford to believe that any piece of state legislation will be a panacea when in fact it will be no more than a Band-Aid on a gaping wound. Illegal immigration will remain a major problem until our elected officials in Washington take a stand to protect our borders and enforce our laws. Unfortunately, it does not appear they have the will to do so. Perhaps the threat of a constitutional convention will scare them into action. For the well being of our state and nation, I hope it does.

Please keep up the drum beat for the constitutional convention. If we don't resolve the illegal immigration in the next election cycle, I'm afraid our country is lost.

While South Carolina's state senators appear to be trying to stop the illegal immigration, that can't be said about their U.S. Senator. Lindsey Graham was one of the biggest proponents of amnesty and still speaks of 'border enforcement first' which is code for amnesty. He and his ilk intend to give us lip service about some small effort of border control and then push the amnesty bill again. VOTE HIM OUT.

I am suspicious of a Constitutional Convention while at the same time, believe the states need to rattle their sabres at the federal government who has forgotten their purpose.

I tend to agree with many of the humanitarian comments found at the link by "lanefiller". However, it is evident that most of the writers dont know what they are talking aboutin relation to the law vs what is warm and fuzzy.

The problem with illegal aliens is the sheer quantity; the impact on our economical, health systems, high impact culture clashes and the many problems that arise with anarchy in American society.

The fact that an honest storekeeper (except for breaking laws entering country and getting false documents...) and a hardworking student (as on the front page of Sunday's P and C) are the ones singled out to be deported, are evidence of a premeditated PREFERENCE through our immigration system. The poor, uneducated and unskilled workers are allowed to come in at the rate of 5,000 per day illegally with preference over good people who want to stay. Meanwhile, there has been a moratorium on many Europeans and western European immigrants for years.

In spite of their many college degrees, doctorates, contributions for our society, families in the US and jobs waiting for them, these people are not desired by the US government. There are bills in the works to allow more visas for these educated people and we should support them as well as overhaul this prejudicial preference non-system.

The question people need to be asking is WHY? WHY do we want to import poor and often sick millions who do not want to give up their home country's citizenship, and why do we NOT want these highly trained and skilled folks who want to be Americans?

Look toward the bigger issues than just the unenforced immigration laws.

Something I can't understand is why deportation is such a bad thing. They will be fed and treated better than how they were treated when they entered the country.
As for breaking laws, the false documents is not a minor thing. I can't say that every case of identity theft was commited by an illegal, I can say that every illegal that remains here successfully has commited identity theft.

Glenn McConnell is correct, "State Can't Afford Illegal Aliens," and neither can the USA. They have broken our laws by coming into our country unlawfully or over stayed their visas. They are criminals and don't respect our rule of law.

Minuteman Civil Defense Corps (MCDC) minutemanhq.com chapters across the USA are being formed to stop illegal aliens, to secure our borders, and to ensure a no amnesty program is enforced. In January, 2008, a big recruiting campaign will begin in SC with new chapters opening. Information will be forthcoming. We have active chapters in the Charleston Low Country, Horry County and the Seneca chapter is covering Oconee and Pickens Counties. Across our state, we have individual MCDC volunteers in place.

Our governments, at all levels can't be trusted to protect our families, homes and properties. Sanctuary cities and towns are being formed, a violation of our laws. In Saluda, illegal aliens have taken over. I have seen pictures of animal carcasses on top of building and trailers. Trash and garbage is scattered around and the areas are filthy. This produces diseases and sicknesses our country eradicated years ago. There are places that look like third world countries.

Local zoning ordinances are being ignored at the expense of taxpayers as houses occupying four to six families are over stressing our sewer systems. These houses also devalue other properties in their neighborhoods.

Some unscrupulous local government officials and business owners benefit from the cheap labor and increased profit margins. Honest American contractors are being under bided on jobs by dishonest business owners who hire and work illegal aliens. When underbid, they are forced to lay off their American workers. If you still have a job, then take your blinders off. There are Americans you know, come in contact with or go to church with that have been affected by illegal aliens. It's time to step up and show your true RED, WHITE AND BLUE colors.

There isn't a municipality in South Carolina that hasn't been exposed to gang activity and things will only get worse. Our citizens must get involved? Do you, a family member or a friend need first to be robbed, assaulted, raped or killed.

Children of illegal aliens attend our schools and colleges at our expense and they are on welfare. Remember welfare never ends. We already have enough families born into our welfare system. Do you want their next generation in our welfare system. The money they are making is being wired to their homes of origin with no taxes taken out. At Western Union location on Friday afternoon They wire their wages home. Go watch them. The USA is Mexico's largest source of income.
