Thomas Legare defeated Kenny Todd in the Republican Primary for Charleston County Council District 8.
Legare had 61 percent of the vote to 39 percent for Todd in unofficial results. Some 2,019 ballots were cast.
The winner will face Democratic incumbent Anna Johnson in November.
District 8 is a sprawling area that includes Johns, Wadmalaw, Edisto and a portion of James islands as well as the southwestern part of the county.
"I appreciate everybody coming out," Legare said.
"I think it shows what is important in our Lowcountry by putting me in a position to take on the incumbent in November," he said.
Legare said he ran because the people deserve better representation: "Getting somebody in office who's going to answer to the people," he said.
Todd said he wished Legare good luck.
"As a Republican, I imagine we will be trying to carry the majority on County Council. We've got to be a party unified," Todd said.
Legare is a Johns Island farmer. Todd, a Johns Island resident, is a sales manager for a commercial laundry company.
