In 1993 when he was 29 years old, Tracy Allan Fabian, then of Knightsville, was named a suspect in the sexual assault of an 8-year-old Walterboro girl.

The girl told authorities in July of that year that he had performed a sex act on her and then bathed her.

He was arrested by Dorchester County sheriff's deputies and later convicted on charges of kidnapping and first-degree criminal sexual conduct, State Law Enforcement Division records show.

A judge sentenced Fabian to 30 years in state prison. He was released in December 2010 after serving about half of that term.

Now, 50-year-old Fabian is back behind bars, again accused of sexual assault - this time against two children, Dorchester County sheriff's deputies report. His girlfriend, 30-year-old Christina Bacino, also is in custody after she was accused of helping Fabian carry out the alleged assault, deputies said.

Fabian and Bacino are both charged with two counts of first-degree criminal sexual conduct with a minor under the age of 11. The couple was arrested April 17 in Bamberg County, where they live.

A Summerville man turned to sheriff's deputies March 15 after his two daughters, ages 5 and 6, alleged Fabian and Bacino had touched them inappropriately two days prior, an incident report stated.

The father had allowed the couple to take his children to a restaurant, he reported to investigators. The trip took longer than expected, but the father thought little of it at the time, according to the report.

Fabian and Bacino eventually returned with the children but rushed to leave shortly after.

The girls later told their father that the couple had inappropriately touched them while parked in a car at the restaurant, the report said.

The girls tried to yell for their father, deputies said, but Fabian told them something bad would happen if they didn't keep quiet. He then assaulted one girl while Bacino watched and touched the other, the report said.

Fabian's arrest this month came less than four years after he was released from prison in connection with his 1994 conviction.

In that assault, an 8-year-old girl told investigators that Fabian took her from her bed and drove her on a moped to his home. He carried her to his room, undressed her and assaulted her on his bed before giving her a bath, deputies said.

Fabian started a 30-year sentence in February 1994 at Lieber state prison, SLED records show.

Fabian was eligible for parole six times during his time behind bars, but parole was either waived or denied each of those times, said Peter O'Boyle, a spokesman for the state's probation and parole agency.

Fabian was released after 16 years for good behavior and credit for work and education, said Stephanie Givens, a spokeswoman for the state Department of Corrections. He had a limited disciplinary record while incarcerated, which satisfied state law in terms of his release, Givens said.

Bacino's arrest was her first in South Carolina, according to SLED records.

Both Fabian and Bacino were being held at the Dorchester County jail Thursday after being denied bail, according to sheriff's deputies.
