A proposal to fill 34 acres of wetlands along International Boulevard will enable financing for a plan to clean up polluted Filbin Creek, North Charleston officials said Tuesday.

The wetlands work is part of the planned Uptown project located between the North Charleston Coliseum and Performing Arts Center and the Centre Point development.

"Uptown at Centre Pointe will provide housing, restaurants, entertainment and ancillary office space for Boeing's employees, customers and vendors," according to an application for the wetlands work.

The City of North Charleston and developer SC North Charleston Uptown are joint applicants for the project.

Mayor Keith Summey told North Charleston City Council that joining with the applicant is a show of support for the project but does not put the city at risk.

"We're part of it but there's no monetary obligation. It's looked at much more strongly if we are partners," he said.

He said the project is needed for boater access to the Cooper River.

Stormwater runoff from Centre Pointe ends up in Filbin Creek, along with runoff from the highway.

The Council learned about the project in a presentation by Davis & Floyd consultants.

The developer will seek approval for a Tax Increment Financing District to include the Uptown at Centre Pointe project area. The tax base and revenues generated from development of the project can help clean-up Filbin Creek, which flows into the Cooper River, officials said.

Uptown at Centre Point is envisioned as a town center with commercial and retail businesses, municipal office space and live/work space. North Charleston proposes to use TIF funds to construct a stadium for use by area high schools.

The development will provide a strategic location for a new rapid response fire station and EMS location on International Boulevard, the wetlands fill permit application says.

"This design for the Uptown at Centre Point development will create a vibrant new town," the document says.

The 34 acres of wetlands that would be filled are on the Tanger Outlets side of International Boulevard, along both sides of Centre Pointe Drive, which is the main entrance to the massive retail and restaurant complex. The wetlands are part of 125 acres of wetlands that semi-circle around Centre Pointe.

The land is owned by Uptown Developers LLC, based in Washington D.C., according to Charleston County property records.
