A pair of agents with Lowcountry backgrounds will be marketing new homes in a “green” North Charleston neighborhood.

Valarie Frasier and Neil Bansil recently signed contracts as agents for Hunley Waters, according to developer Cobalt Developments LLC. The growing community is off Noisette Creek,

The two Realtors represent Carolina Elite Real Estate, which is at 1081 E. Montague Ave. in North Charleston.

Bansil, who lives in Park Circle, has extensive knowledge of Olde North Charleston and its surrounding neighborhoods, the Hunley Waters developer says.

“As a young, 30-something professional, I know what young families and first-time buyers are looking for in the historic Park Circle district,” Bansil says. “This is an area on the move, which has been recognized by This Old House and Bloomberg Business News,” he says.

Hunley Waters is affordable for the first-time buyer, he says, and has “tremendous character.” Area amenities include the Danny Jones pool, which was just renovated and trendy restaurants and night spots.

Bansil and his wife, who moved to North Charleston from Atlanta, were married in Charleston’s Hampton Park in 2006.

Real estate isn’t Bansil’s sole career. According to Cobalt Developments, he is a veteran of the Toronto comedy club circuit in Canada and now performs at Theater 99 and the American Theater in downtown Charleston.

“The local area is exploding and coming alive,” says Chris Swan, president of Cobalt Developments LLC. “There is so much interest in Hunley Waters — in the first week of listing with Neil and Valarie, one home is under contract. There are six remaining finished spec homes to view on the development,” he says.

The neighborhood has special financing incentives available for employees of the city of North Charleston, Charleston County, Charleston County School District, SPAWAR contractors and military personnel stationed in metro Charleston, according to the developer.

A gated community, Hunley Waters features waterfront access to Noisette Creek with a dock and pavilion for kayakers. It is a block away from the “bustling” East Montague Business Corridor, the developer says.

Hunley Waters is considered a sustainable residential development and its homes feature National Association of Home Builders green certification.

According to the developer, the neighborhood’s homes showcase broad front porches in a neo-traditional Lowcountry design. Floor plans tout 9-foot ceilings, which moderate the indoor temperatures in summer months. Homes boast Energy Star appliances and abundant first floor parking and storage, according to the developer.

•Charleston area new home sales accelerate in first quarter•

A string of healthy seasons in the real estate business preceded the 2007 market locally. But before the year ended, signs emerged of a slowdown.

It was the beginning of the national housing slide which lasted close to five years. Only in the past year has the market begun to right itself, as confirmed by recent figures from Carolina One Real Estate’s new homes division.

“What a beginning to 2013 with new home sales outpacing 2007 numbers,” says Will Jenkinson, broker-in-charge of Carolina One New Homes. “I anticipate our local new homes market will continue to keep this current pace and finish the year between 2006 and 2007 levels,” he says in the division’s quarterly Charleston New Homes Snapshot, produced in conjunction with local consultant Real Estate Information Service Inc.

Jenkinson remains a bit cautious. “With all of this excitement, there is also great stress on finished lot inventory and rising construction costs that we must all adjust to this new market,” he says.

The first quarter 2013 snapshot takes a look at four sets of figures: permit activity, new-home sales closings, unemployment trends and resales as a percentage of new home closings.

According to Real Estate Information Service, single-family permits rose steadily in 2012 to 3,128, a 17 percent surge from the year before. Home closings, during the same time frame, increased by 10 percent to 2,318 last year.

“As I have said before, this is a great indicator of our improvement in the market, and I project we will see them rise further in 2013, “Jenkinson says.

At the same time, the local unemployment rate is at its lowest point since 2008, he says, and the number of people employed is at its highest level ever, according to totals supplied by Real Estate Information Service.

“We will continue to see more jobs in our market place in the future and like I have said before, jobs equal housing needs,” Jenkinson says.

Another chart from the information service compares new home sales with resales thus far in 2013.

“New home sales continue to stay strong in our region, accounting for almost 30 percent of all sales,” Jenkinson notes. In Dorchester and Berkeley Counties, new home sales make up more than 40 percent of all home closings.”

He expects the new-home sales percentage to climb through the year “as the number of distressed sales continue to decline in our market.”

Two professionals who started in the real estate business in the 21st century have signed on with a local affiliate of one of the country’s largest agencies.

•Street party to be grand opening for Carnes Crossroads•

Marketers of a new Goose Creek development figure a good way to bring people out to see what they’re doing is with games, music and stuff to eat.

The result is a Street Party at the Village Green. The event, a grand opening celebration of the new Carnes Crossroads community, will take place noon to 5 p.m. Sunday within the neighborhood off North Main Street (U.S. Highway 17A) east of Summerville.

Carnes Crossroads Real Estate is hosting the party, to include a band, food, and entertainment for the kids.
