The State Ports Authority board today unanimously approved spending an additional $12.9 million on a cargo yard it is developing in the Upstate, increasing its part of the investment by about about 50 percent.
The agency also said its so-called inland port would open in September, despite a legal dispute with a tenant that occupies part of the site.
The original estimate for the roughly 30-acre tract near Greenville-Spartanburg International Airport was $33.6 million, which included $26.1 million from SPA and $7.5 million from commercial rail hauler Norfolk Southern.
New estimates raise the price to as high as $47.4 million with as much as $39.9 million from the SPA, officials said Monday.
SPA staff said added costs are due to site topograhy, acquisition of homes near the site and adding more cargo capacity for the site.
In addition, a refrigerated warehouse business that rents part of the inland port property has refused offers to relocate. Citing the impasse, the SPA board voted last month to seek to force Nordic Cold Storage to move by seizing, condemning and demolishing the building.
The SPA broke ground March 1 on its Greer transportation hub, where shipping containers will be transferred between trucks and Norfolk Southern rail cars running to and from Charleston, some 220 miles away.
One goal is to provide a link between the local waterfront and port users along the bustling U.S. Interstate 85 business corridor, such as the nearby BMW car manufacturing plant. The site also is close to Greenville-Spartanburg International Airport, where FedEx and UPS have large air freight operations.
