Three people arrested in Romney Street shooting
Three people were arrested Tuesday in a deadly robbery a day earlier at the Bridgeview Village Apartments on North Romney Street in Charleston.
The alleged triggerman in Monday’s shooting death, 21-year-old Javon Brown of North Romney Street, was caught around 2 p.m. at a North Charleston motel, Charleston Police Department spokesman Charles Francis said. Brown faces charges of murder and possession of a firearm during the commission of a violent crime, Francis said.
Brown is accused of fatally shooting 24-year-old Jarvon Dowling of Ladson.
Brown and two others reportedly lured Dowling to a building in the low-income complex with the intention of robbing him of a large amount of money he had earned from drug sales, according to an arrest affidavit.
Police said Dowling was shot near 129 N. Romney St. about 1:40 a.m. Monday. Officers found him lying in a breezeway with multiple wounds. He died at the scene.
Early Tuesday, authorities also arrested Samuel Smiley, 21, of Ashley River Road in Charleston, and Jane Elaine Freeman, 20, of Murray Drive in Hanahan. Smiley is charged with being an accessory before the fact to murder and armed robbery, while Freeman is charged as an accessory to the robbery, Francis said.
Smiley was taken into custody by a U.S. Marshals fugitive task force at a Honeysuckle Lane home shortly after midnight, Francis said. Details on Freeman’s arrest were not released.
All three are being held at the Charleston County jail.
According to arrest affidavits, the robbery and killing played out this way:
Freeman had been associating with Dowling while her boyfriend was incarcerated. Her boyfriend became upset and complained to his brother, Smiley.
About two weeks ago, Smiley and Brown approached Freeman and told her they planned to rob Dowling. Freeman then called Smiley on Monday and told him that Dowling had made a number of drug sales and was likely flush with cash.
Smiley alerted Freeman that Brown was at Bridgeview and then directed her to drive to Building 129, park and walk into the breezeway with Dowling. It was there they planned to rob him.
She did as she was told but walked into the breezeway alone, leaving Dowling in the car. After she told Brown where Dowling was, she heard Brown order Dowling to strip and take off his shoes. Next, she heard Dowling say, “That’s all I have.”
Then, three or four gunshots sounded.
Freeman saw Brown run off. He threw money toward her and said, “That’s all he had.”
Brown currently is on probation for strong-arm robbery, and Smiley is on probation for a weapons charge, authorities said.
According to previous accounts, Smiley also reported being the victim of two drive-by shootings in North Charleston earlier this year.
Smiley was driving east on Interstate 26 in January and on Dorchester Road in July when the shootings occurred, according to North Charleston police reports. He was not wounded in either incident, the police said.
